APPLICATION AND PROSPECTS FOR EXPANDING THE USE OF SOLVENT EXTRACTION IN THE PROCESSING OF WASTE AND INDUSTRIAL SEMI-PRODUCTS OF THE RUSSIAN ARCTIC ZONE NON-FERROUS METALLURGY 扩大溶剂萃取在俄罗斯北极地区有色冶金废料和工业半成品处理中的应用及展望

The overview briefly presents the history of solvent extraction (SX) technologies introduction at the Russian Arctic’s copper-nickel industry. The main developments of recent years in the field of SX of the in-dustrial wastes and semi-products such as acid substandard effluents, ferrous cakes, metallurgical slags, etc., as well as rare and platinum metals-containing waste, are also briefly shown. In particular, hydromet-allurgical method of sulfuric acid SX recovery from copper waste electrolyte with fatty alcohol-based extractant was proposed and laboratoryscale tested. General circuit for copper and palladium SX from waste solutions by kinetic-modified (synergist) hydroxyoxyme-based ex-tractant was developed, etc. It was concluded that there were favorable prospects for the introduction of SX technologies in the field of waste disposal, additional valuable products obtaining and increasing the complexity of raw materials processing while reducing the load on the ecology of the Arctic zone.

This work covers some problems in measurements and calculations related to lightning protection grounding systems of electrical grid objects. An insufficient understanding of some phenomena (soil ioni-zation, frequency dependence of electrical soil properties, lightning parameters, etc.) is marked out. The main calculation and measuring methods for electrical parameters of earth electrodes are listed.

HOUSING CONDITIONS OF PENSIONERS IN THE ARCTIC REGIONS OF RUSSIA: DYNAMICS OF INDICATORS AND SUBJECTIVE ASSESSMENTS 俄罗斯北极地区养老金领取者的住房条件:动态指标和主观评估

The article discusses living conditions as one of the important social aspects related to the well-being and quality of life of the population. In the context of the modern trend of the aging of society, it is important to assess the living conditions of socially vulnerable groups, namely, people of retirement age. The assessment of the living conditions of pensioners is based on Rosstat analytical data and on the results of a representative survey of older people from the Federal State Statistics Service. The article assesses the composition of the population of the Arctic regions by age, analyzes the living conditions of pensioners and the migration mobility of the population over working age. The financial capabilities of pensioners were assessed. The study of the living conditions of pensioners in the Arctic regions allows focusing on the satisfaction of pensioners with their living conditions. It is shown that people of retirement age do not put living conditions among the main problems, and in most regions, they note satisfaction with rather modest living conditions.

DEVELOPMENT OF TOOLS FOR VOLUMETRIC SCANNING AND PROFILING OF UNDERGROUND WORKINGS 地下工程体扫描和剖面工具的开发

The article describes a method for shooting sections of a underground working to determine the effective stresses in the rock mass. A shooting method using a laser rangefinder and its alternative in the form of a three-dimensional scanner based on an optical sensor LIDAR-Lite v3. The principle of operation and characteristics of the developed device, its advantages and disadvantages in comparison with readymade solutions are described. The results of tests in the conditions of underground working in the waste roadway of the «Kaula-Kotselvaara» mine, which is operated by the JSC «Kola GMK», have been demonstrated.

The article provides a brief overview of the prevalence and industrial potential of vanadium in the Arctic zone of Russia in the Kola region. The occurrences and deposits of vanadium localized within the Pechenga-Imandra-Varzuga (PIV) Paleoproterozoic rift complex are considered. The most valuable and promising for the vanadium extraction are ultrabasic intrusive rocks containing complex Fe-Ti-V ores (Kolvitsky massif, Imandrovsky lopolite, etc.). Vanadium mineralization occurs sporadically throughout the entire PIV structure.

LiNbO3:Zn(4.34):Fe(0.02) mol.% и LiNbO3:Zn(4.54) mol.% crystals were researched by IR spectroscopy in the area of stretching vibrations of ОН–- groups. Absorption bands with frequencies 3484 cm-1 were detected to correspond to vibrations of ((VLi)−-OH− ) complex. We analyzed the occurrence of the doping impurities Zn, Fe in the structure LiNbO3 and influence on the concentration of OH- -groups.
