This paper revives Fernando Fajnzylber's methodology, used to characterize Latin America's development pattern from the nineteen-sixties to the nineteen-eighties, leading him to describe it as a non-equitable growth pattern, which he termed the empty box. This time around, we analyze the last thirty years, aiming to reveal how the development pattern in the region has fundamentally changed, if it has changed at all, and find evidence as to whether the empty box, pursuant to its original definition, persists or not. Implicitly, the task is to propose a critical analysis of Latin American economic development in line with a classic structuralist work, as Fajnyzylber's research is.

This paper identifies four different rural household profiles in Mexico, taking into account assets, income level, and other aspects related to vulnerability. The classification was done using cluster analysis and a sustainable livelihood approach. Our findings show that households diversify the ways they earn a living as one subsistence strategy to deal with the challenges of limited access to markets and physical infrastructure and weather-related damage from hurricanes and droughts. Likewise, rural Mexico is very heterogeneous across regions. This spurs reflection about the pressing need to design the right public policies to address the problems facing each household profile.

This paper evaluates the Innovation Stimulus Program (pei) in Mexico through its contribution to the Baja California Regional Innovation System (sri) between 2009 and 2013. Using additional behavior methodologies, we analyzed the within-company effect and the network effect, as well as the degree of connectivity and number of interactions between stakeholders from the worlds of business, science, and government involved in the sri. The results reveal that by making funding for innovative projects subject to connections between actors from the realms of business and science, the pei is helping fortify the sri by incentivizing 15% of its interactions.

This research examines the constraint imposed by the external sector on growth in Ecuador in the time period 1980-2015 using cointegration techniques. The results are consistent with the theoretical framework used and conclude that the external sector does indeed hinder Ecuadorian growth. In the timespan analyzed, we found that Ecuador exhibits an elevated marginal propensity to import: when national income rises 1%, imports go up by 1.57%. Moreover, we show that exports are closely related in the short and long term with external income. One policy implication derived from this research is that two mechanisms to shore up economic growth in developing countries could involve bolstering domestic demand and diversifying export destinations.

In the aftermath of the financial crisis that broke out in 2008, new terms to talk about sustainable development started to emerge: the “green” economy and “green” growth. Some countries supported their usage and others did not. The literature witnessed the recrudescence of the debate on the relationship between economic activity and taking care of the environment, divided into three stances: degrowth advocates, “green” growth backers, and the growth agnostics. This paper dives into the different “green” terms, paying special attention to the case of Argentina. Unlike in previous papers, which have analyzed country interventions in international forums, the methodology here was to search the web pages of the most relevant local players. The most traditional terms “sustainable development” were strongly predominant, and the concepts of “green” economy or “green” growth were few and far between.

Energy policy, like any other public policy, requires the powers of the government to devise precise and coordinated provisions to efficiently manage a strategic sector. Every country adopts its own energy policy based on factors like resource endowment, macroeconomic policy, the regulatory framework, and its own vision of the relationship between the state and market in a given field, to name a few factors. This paper analyzes energy policy in twenty-first century Argentina, considering its most notable peculiarities, how it has changed and remained the same, and the principal challenges looming ahead.

This research analyzes the nature of the Mexican ethnic economy developing in the cities of Huntington Park and Lynwood, California, in the United States. Using census databases and the results of 145 surveys administered to and 25 interviews with a range of people in 2012, this paper documents the existence of a Transnational Ethnic Economy (TEE), which goes further than the traditional definition of the “ethnic economy” concept” and is organized and develops in such a way that includes individual businesses, businesses with multiple branches, supermarket networks, and a commercial consortium in the study zone, with bonds and relationships that transcend national borders.

This paper was drafted using the Social Competitiveness Index (SCI) compiled by the United Nations Development Program (UNDP-Mexico) to analyze progress and/or backsliding in the areas of healthcare, education, and job income in the Mexican Republic’s 32 states over the time period 2005-2014. The aim was also to use panel data techniques to evaluate the relationship between the SCI and public spending, finding that public spending on social issues was negatively related to the SCI (elasticity was -0.5764%). In conjunction with that, it was demonstrated that a lack of social competitiveness existed alongside growth in public spending, leading to the conclusion that the social policy was ineffective, on top of an economic policy that only drove scant growth in production.

Este trabajo propone el modelo VEC-EGARCH bivariado con correlaciones constantes para analizar el proceso de transmision de la media y volatilidad entre mercados de futuros de crudo y mercados fisicos del petroleo mexicano. Los resultados revelan la existencia de patrones de transmision de informacion de rendimientos bilaterales con efectos mas fuertes de los mercados de futuros hacia los mercados fisicos. En tanto que la evidencia de efectos de transmision de volatilidad bilateral, solo existe entre los mercados de futuros y el mercado fisico del petroleo Olmeca. Los hallazgos empiricos son relevantes para las autoridades gubernamentales y consumidores porque coadyuvan en el diseno de estrategias de cobertura cruzada, que mitigan la exposicion al riesgo de precios en el petroleo mexicano.
