Applying the Project Portfolio Management Maturity Level Selection Method to an Organization 在组织中应用项目组合管理成熟度等级选择方法

The purpose of the paper is to create and apply a method for selecting the maturity level of an organization in the field of project portfolio management. A method for assessing the maturity level of an organization in the field of project portfolio management is proposed. The method is based on assessing the application of principles, functions, life cycle, specialized organizational structure, prescribed roles, and responsibilities for their implementation in managing a portfolio of projects. A distinctive feature of the method is that the evaluation uses a generalized table of project portfolio management processes. The functions performed should be reflected in this table. A method is proposed for choosing the maturity level of an organization’s project portfolio management based on the optimization of the maturity level and costs of project portfolio management. The method is applied to select a rational level of maturity of project portfolio management for a technical university.

The Fourth Industrial Revolution (4.0) is a fusion of advances in Artificial Intelligence (AI), Robotics, the Internet of Things (IoT), Genetic Engineering, Quantum Computing, and other technologies. A large number of people are using internet-based services as a result of enhanced internet infrastructure and decreased costs. As a result, such businesses' attempts to penetrate internet media are disrupted. The e-commerce company, like Amazon, offers both customer-to-customer and business-to-business services in the apparel sector. Companies must understand the needs of buyers to maximize their profits. As a result, consumer sentiment analysis is carried out. However, because this procedure is time-consuming, it is made automatically utilizing artificial intelligence approaches. According to the findings of a study on sentiment analysis on an E-Commerce-based web store for women, the apparels review dataset using the CNN method with the word vector generator and TF-IDF can produce a higher accuracy of 94%.

Model for Assessing the Level of Knowledge Convergence in Multinational Projects 跨国项目中知识融合水平评估模型

In modern conditions, knowledge management acquires a new meaning and becomes one of the decisive factors for success in the project implementation. Knowledge transfer is significantly complicated in international projects. This requires an in-depth analysis of different participants` project management systems, identifying their differences and determining the ability to converge (convergence) through knowledge transfer. The paper proposes the model for assessing the convergence level of project management systems, which includes a fuzzy assessment of the factors influencing the ability of the system to transfer knowledge, as well as assessing the rate of convergence (approximation) in projects. The results of the study shows that the proposed methods allow identifying “bottlenecks” of knowledge transfer processes in multinational projects and determining a strategy to increase the level of knowledge systems convergence at the project initial stage. Evaluation of the accuracy and reliability of the proposed methods prove the adequacy of their applications for forecasting new project convergence level.

Concept of the Intelligent Guide with AR Support 具有AR支持的智能向导的概念

In order to save time and money for tourists, as well as taking into account their limited mobility in the conditions of Covid, the concept of an intelligent guide based on augmented reality (AR) is proposed. A UML method diagram and algorithm for communication of the system with the user with AR and voice control support have been developed, as well as an application that allows tourists to immerse themselves in the historical retrospective of recreational places. On the example of the central part (downtown) of Ternopil, Ukraine, AR locations are offered, which gives an opportunity to get acquainted in more detail with the information about the tourist object. At the same time, the shortest tourist route is illuminated of historical monuments.

Development of an Effective Bootleg Videos Retrieval System as a Part of Content-Based Video Search Engine 基于内容的视频搜索引擎中一个有效的盗版视频检索系统的开发

Many research studies in content-based video search engines are concerned with content-based video queries retrieval where a query by example is sent to retrieve a list of visually similar videos. However, minor research is concerned with indexing and searching public video streaming services such as YouTube, where there is a dilemma for misusing copyrighted video materials and detecting bootleg manipulated videos before being uploaded. In this paper, a novel and effective technique for a content-based video search engine with effective detection of bootleg videos is evaluated on a large-scale video index dataset of 1088 video records. A novel feature vector is introduced using video shots temporal and key-object/concept features applying combinational-based matching algorithms, using various similarity metrics for evaluation. The retrieval system was evaluated using more than 200 non-semantic-based video queries evaluating both normal and bootleg videos, with retrieval precision for normal videos of 97.9% and retrieval recall of 100% combined by the F1 measure to be 98.3%. Bootleg videos retrieval precision scored 99.2% and retrieval recall was of 96.7% combined by the F1 measure to be 97.9%. This allows making a conclusion that this technique can help in enhancing both traditional text-based search engines and commonly used bootleg detection techniques.

Ensuring the Data Integrity in Infocommunication Systems 确保信息通信系统中的数据完整性

The article is devoted to the study of the perspectives of steganography to ensure integrity. The definition of information integrity is presented, which meets the new requirements and the definition of cybersecurity. Integrity is achieved through the control and recovery of information. The article provides a detailed analysis of existing approaches to the construction of modern steganometric systems. The greatest attention in the article was paid to the method of hiding information in graphic containers. The proposed method is a modification of the well-known method of replacing the least significant bits. The main difference from the known method is that not all least significant bits are changed. The selection of the bits to be changed is carried out using a pseudo-random sequence generator, while, thanks to the proposed algorithm, no more than 3.12 percent of the bits are changed, which is the limit of visibility for the steganalyst. There are 6.25 percent of information bits in such a message.

A Method of IoT Information Compression 一种物联网信息压缩方法

The Internet of Things (IoT) is a modern paradigm that consists of heterogeneous intercommunicated devices that send and receive messages in various formats through different protocols. Thanks to the smart things mainstream, it is becoming common to collect large quantities of data generated by resource-constrained, distributed devices at one or more servers. However, the wireless transmitting of data is very expensive. For example, in IoT, Bluetooth Low Energy using costs tens of millijoules per connection, while computing at full energy costs only tens of micrjoules, and sitting idle costs close to 1 microjoules per second for STM processors. We need compression of data on smart devices. We introduce an IoT compression method based on the concurrent Cosine and Chebyshev Discrete Transforms. For performance increasing, the modification of Transforms algorithms is proposed. This method is suitable not only for IoT devices collecting data but also for the big servers.

Climate models are the primary tools for investigating the response of the climate system to various forcings and for climate predictions. The combined use of the data from remote sensors and meteostations allows taking into account the spatial and temporal components of monitoring. In this study the temperature forecasting technique was improved by using the data from thermal imaging satellites and weather stations. This technique uses for this purpose the model of dependence of temperature received from satellite imagery on the temperature obtained from existing meteorological stations. During the investigation of the variables selected from the input data array, it was shown that satellite imagery data can be used in regional models of temperature prediction, and temperature traces obtained from satellite imagery and weather stations at similar points show similar dynamics. The effectiveness of the group method of data handling using multi-row algorithm for forecasting temperature for areas with no meteorological stations is shown.

Information and communication technologies  and IT-based systems are, on the one side, a mean for energy systems and grids monitoring, control and instrumentation, power low management and safety ensuring. On the other side, IT-based systems, networks and infrastructures are weighty consumers of energy and other resources. The most challengeable IT domains, which can be called energy or power consumption critical, are mobile and Internet of Things (IoT) systems, cloud services, sensor networks.

Deep Neural Network with Adaptive Parametric Rectified Linear Units and its Fast Learning 自适应参数整流线性单元深度神经网络及其快速学习

The adaptive parametric rectified linear unit (AdPReLU) as an activation function of the deep neural network is proposed in the article. The main benefit of the proposed system is adjusted activation function whose parameters are tuning parallel with synaptic weights in online mode. The algorithm of the simultaneous learning of all neurons parameters with AdPReLU and the modified backpropagation procedure based on this algorithm is introduced. The approach under consideration permits to reduce volume of the training data set and increase tuning speed of the DNN with AdPReLU. The proposed approach could be applied in the deep convolutional neural networks (CNN) in conditions of the small value of training data sets and additional requirements for system performance. The main feature of DNN under consideration is possibility to tune not only synaptic weights but the parameters of activation function too. The effectiveness of this approach is proved by experimental modeling.
