EFEKTIVITAS SISTEM INFORMASI DI DESA PURWOGONDO, KECAMATAN BOJA, KABUPATEN KENDAL

The village has the authority to organize and take care of the interests of its people within the framework of the autonomy of the village itself. In order to answer various problems at the village level, the application of village e-government requires a careful planning. This underlies the initiative of the village-level government to run the Village Information System.Kendal Regency implemented the Village Information System since 2019, then regulated in Kendal Regent Regulation No. 39 of 2019 on Village Information System Development Guidelines as a follow-up to Central Java Governor Regulation No. 47 of 2016 on Village Information System Development Guidelines. This research aims to analyze the effectiveness of Information Systems in Purwogondo Village, Boja Subdistrict, Kendal Regency, as well as identify and analyze inhibition factors. This study uses a type of qualitative descriptive research with the determination of informants through purposive sampling techniques. Data collection techniques are used through observation, interviews, and documentation. The results of the study showed that based on seven phenomena of effectiveness of village information systems, namely relevance, variation of reports or outputs, and the quality of information can be said to be ineffective. This is due to the presence of obstacles in the application of Information Systems, (1) Human resources, namely the lack of ability to manage village information systems and the lack of regulation regarding job descriptions of each village information system management team at the village level, (2) Procedures, namely the absence of Operational Standard Procedures to provide quality information, and (3) Communication, namely the absence of communication or role built from the Village Head as a protector or from the Village Secretary as the managing chairman of Information System. The support from the Village Chief and the Village Secretary provided has not been felt by the village information system operator.

FAKTOR PENDORONG DAN FAKTOR PENGHAMBAT PARTISIPASI MASYARAKAT DALAM PROGRAM KOTA TANPA KUMUH (KOTAKU) DI KELURAHAN REJOMULYO KECAMATAN SEMARANG TIMUR KOTA SEMARANG

The Directorate General of Human Settlements, Ministry of Public Works and Public Housing, initiated the construction of a collaboration platform through the City Without Slums Program (KOTAKU), thus every government policy in an effort to empower the community. Community participation is very important in achieving success and sustainability and is one of the benchmarks for the success of the Kotaku Program. This paper was written to explore more about the driving and inhibiting factors of community participation. The research method used based on the above understanding is using a qualitative descriptive type method. The purpose of this study was to analyze the driving factors and inhibiting factors of community participation in the Kotaku Program in Rejomulyo Village, East Semarang District. The people in Rejomulyo have a high willingness to participate in the Community Kotaku Program to take part in planning through representatives and attend socialization organized and take care of the results of development. Meanwhile, the main factor that hinders community participation is the economic condition which includes work and income, which is a factor inhibiting community participation, because people have to work for money so they do not have time to participate in the implementation and only participate in their spare time. The community is also unable to contribute funds to the Kotaku Program due to low incomes. The recommendation for this research is that a schedule for the implementation of work for residents in the afternoon or evening should be made and a village development savings or savings system made from the community, whose money is withdrawn routinely every day with a small nominal that is mutually agreed upon.

The sprawl covid-19 pandemic that is spreading and difficult to control has made college in the red zone covid-19 and affected areas mandatory online lecture. Diponegoro university rector issued a bill of rector number 20 / un.7. P/ se /2020 asa basis for the implementation of online college and subsequent release of letter number 23/ un7. P/ se /2020 as standard operating procedure (SOP) in implementing online lectures at diponegoro (undip). In the online college implementation using two platforms Ms. Brushes and undip. The purpose of the study is to analyze the implementation of online lectures at diponegoro university and analyze the host factors from the implementation of online lectures at diponegoro university. The study employed a decadent qualitative study method, attributing the informer to the custodian method of sampling and snowball sampling. Although the implementation of online lectures at diponegoro university is consistent with the established standard procedure (SOP), it is not going to be a success, because student LPS is not offset by student competence by its scientific discipline. That is because in the implementation of online lectures at diponegoro university, they still meet some obstacles that are a hindrance to learning achievement. Dampak Kebijakan Pembatasan Sosial Berskala Besar (PSBB) Terhadap Ekonomi Pelaku Usaha di Pasar Tanah Abang Jakarta 大规模的社会限制政策(PSBB)对雅加达兄弟土地市场商人的经济的影响

Large-scale social restriction (PSBB) Policy to minimize spread of covid19 impacted on the economy of trader at Tanah Abang Market Jakarta which inlude the effect on revenue, the effect on economi activity, and the effect on expenditure. The purpose of this research is not only to analyze the impact of PSBB policy to the trader ecomony at Tanah Abang Jakarta but also to analyze government and trader effort at Tanah Abang to overcome the impact of PSBB. Determination of informant 2 using purposive sampling method. Result of this research shows that there is a decrease in income turnover of the trader , but on the other side, the trader still have to bear the burden of expenses for operational cost such as service charge, electricity cost, so that a lot of trader go bankrupt. Government's effort to overcome effect of PSBB policy is provide direct cash assistance, and a massive vaccination for trader actor and public. Trader’s also make efforts to overcome PSBB with cut the expenses and sell their products online. Recommendations given are the government needs provide business capital assistance, proceed vaccination covid19 program, and implementing strict health protocol at Tanah Abang Market, also encourgae the trader to mastering information technology to promote textile and textile product in e-commerce and maintaining the quality of the product being marketed..

Republic of Indonesia has a national principle of Pancasila and explain to UUD 1945 has an duty to provide legal status about population event felt by citizens to be reported to government. Citizens are basic elements of the state. Without citizens it is impossible for country to run its life cycle, and population will continue to grow and experience events in their lives such as marriage, birth or death.Purpose of this study is to explaining implementation Population Administration case study death registration in Semarang Regency and to finding factors that influence policy implementation using The Theory of Van Meter and Van Horn. This study uses qualitative research method and source of data come from interview, observation and documentation. The Result of research is Disdukcapil of Semarang Regency had tried implementation this policy with some program they have, however the programs still have some obstacles. The policy is obstacled by characteristic of executor, communication between organization, characteristic of executor, and socio economic of community. And policy supported by standards and objetive of the policy, Disposition of executor. The Researcher recommendation is add more staff, improvement of facilities, improvement socialization to community

Health is an important aspect of the development of the country. The government was realizing the first level of health services then formed the Puskesmas. Patients want satisfaction through improving the quality of health services. In 2015-2019 there was a decrease in the number of visitors to the Puskesmas Cilacap Tengah I. It was due to the lack of service quality, unfriendly staff, and doctors who were not clear in providing information related to patients' illnesses. This study aims to analyze the relationship between service quality and patient satisfaction at Puskesmas Cilacap Tengah I. This study uses a quantitative approach. The sample of this research is 99 using the accidental sampling technique. The analysis technique used the Kendall b test and the Kendall W test. The inclusive education system is very wide open for children with special needs to be able to attend school and be in the same class with other children in the same school. This spirit is contained in The Act Number 20 of 2003 concerning the National Education System which ensures that children with special needs have access to education similar to other students. This study aims to analyze the management of inclusive education at SMPN 4 Mojosongo Boyolali using the management process according to Mee, namely planning, organizing, actuating, and controlling. The method used in this study is a descriptive qualitative method using informants from teachers or educators at SMPN 4 Mojosongo Boyolali. The results obtained indicate that the implementation of inclusive education has not yet been fully implemented, in the form of curriculum and teaching materials that are still equated with other students, the absence of special facilities and infrastructure for inclusive students, and the absence of a special supervisor teacher

This research aims to determine the relationship between work motivation and employee’s ability on employee’s performance of City Population and Civil Registry Office in Batam. This research is an explanation study using quantitative method. The respondents are 39 employees of City Population and Civil Registry Office in Batam. The research results is the correlation coefficient value of work motivation on employee’s performance using Kendall Tau rank is 0.634 with coefficient of determination value is 40.2%. The correlation coefficient value of employee’s ability on employee’s performance using Kendall Tau rank is 0.580 with coefficient of determination value is 33.64%. The concordance coefficient of work motivation and employee’s ability on employee’s performance is 0.994 sig (0.000) < α (0.005). The coefficient determination value of work motivation and employee’s ability on employee’s performance is 98,8%. The conclusion of this research is there is a positive and significant correlation between work motivation and employee’s ability on employee’s performance of City Population and Civil Registry Office in Batam. The obstacles found in this research are inadequate office facilities, and poor relations between fellow employees. The suggestions given by researcher are make the rules work in writing and clear and strengthen relationship between employees.

Waste is one of the crucial issues facing the city of Semarang. In overcoming this, the Semarang City Government is promoting the establishment of waste banks in every kelurahan, one of which is in Pedurungan Kidul Village. In practice, every waste bank must be influenced by several factors that support or hinder the performance of the waste bank. This study aims to analyze the supporting factors and inhibiting factors that affect the implementation of the Waste Bank Program in Pedurungan Kidul Village with reference to four aspects according to the Ministry of Public Works of the Republic of Indonesia. This research uses qualitative methods with descriptivecomparative research design. Data were obtained from observations and interviews with administrators and customers of two Waste Banks in Pedurungan Kidul Village, Pedurungan District, Semarang City. The results showed that there was one supporting factor, namely institutional and three inhibiting factors, namely human resources, facilities and infrastructure, and communication. More inhibiting factors then result in the non-optimal performance of the waste bank. The recommendation that can be given is to diversify social media as a communication strategy between the Environment Agency, the Waste Bank, and the community.

One indicator of the success of development in the health sector is the decline in maternal mortality. The problem of the quality of health in mothers can be overcome by the existence of Integrated Antenatal Services. In line with the Minister of Health Regulation No. 97 of 2014 that all pregnant women must receive integrated, comprehensive and quality antenatal care. In its implementation, for the last five years at the Tlogosari Wetan Health Center, there are still findings of death in pregnant women. This condition indicates that the integrated antenatal care has not been carried out optimally by the Tlogosari Wetan Health Center. Successful implementation requires the carrying capacity of the resources needed to achieve the success of a program, otherwise it will be an obstacle if the availability is not optimal. The aims of this study were to: (1) analyze the implementation of integrated antenatal care at the Tlogosari Wetan Health Center and (2) analyze the obstacles to the carrying capacity of integrated antenatal services at the Tlogosari Wetan Health Center. This study uses a qualitative descriptive approach and uses the Shabeer Cheema Implementation Theory with a focus on carrying capacity. The research technique used purposive The results of this study indicate that the implementation of integrated antenatal care at the Tlogosari Wetan Health Center has not been optimal. The inhibiting factors for integrated antenatal support are (1) incompatibility of services in accordance with SOPs, (2) lack of health resources for midwives and the quality of training that is not evenly distributed, (3) integrated antenatal funding that is not optimal, and (4) medical equipment Inadequate ultrasound equipment in antenatal care. Several efforts are needed, such as reviewing the implementation SOP, equitable distribution and integrated antenatal training, improving financial management, procurement of health equipment and improvement of puskesmas infrastructure.
