Psychological Services to support probation in Northern Ireland and Malta 在北爱尔兰和马耳他支持缓刑的心理服务

Two Probation Services, the Probation Board for N. Ireland and the Department of Probation and Parole in Malta, that directly employ Psychologists, have come together to write this article, describing how psychological services have been developed over the years to support and add value to the work of Probation services. This article will describe the development of the two services, the psychological assessments and the interventions they deliver, that enhance the work carried out by probation officers. The benefits of this specialist role within the wider justice system will also be considered. The authors will highlight key principles of good practice and the learning for probation services for the future.

‘Pushed from above and pushed from below’: Emotional labour and dual identities amongst senior probation officers in England and Wales “上推下推”:英格兰和威尔士高级缓刑官的情绪劳动和双重身份

Senior Probation Officer’s (SPOs) in England and Wales work at the ‘front and centre’ of the organisation’s hierarchy. They act as both manager and developer of frontline probation practitioners. Previous research has focused on the emotional labour undertaken by probation practitioners yet there is very little research on the emotional labour of SPOs, even though they must be skilful emotion managers of their own emotions and those they supervise. Using data gathered from interviews with 28 SPOs and managers across England and Wales, we analyse how SPOs’ emotions are ‘controlled’ by senior management, and how SPOs ‘control’ the emotions of frontline workers they supervise. SPOs attempts at managing emotions are resisted by their supervisees, and SPOs resist the emotional displays they are expected to present in their work role. We conclude by considering the impact of emotional labour on SPOs and how best to support them in their role.

Criminal careers behind foreign bars: A latent class analysis of Dutch prisoners 国外监狱背后的犯罪生涯:荷兰囚犯的潜在阶级分析

While at least 1900 Dutch prisoners are imprisoned abroad annually, existing knowledge on this group of prisoners is often limited to descriptions about detention conditions. The current study explores latent classes of criminal careers before entrance in foreign prisons and whether reoffending behavior differed between the distinct typologies of Dutch prisoners. Using registration and reconviction data, the results show four typologies: (a) high persistent offenders, (b) low-rate offenders, (c) sporadic offenders, and (d) long-term incarcerated offenders. Furthermore, the results indicate that high persistent offenders are more likely to get reconvicted after release from foreign prisons than other typologies.

Exploring the black box of French community supervision 法国社区监督黑匣子探索

This article explores how probation officers (POs) in France employ evidence-based practice in the real world. Using 78 audio tapes of 11 POs and 33 offenders in 2 probations services, we assessed PO skills with an adapted version of the Jersey Checklist. Our results suggest that French probation officers generally possess good communication skills, and use – to a certain extent – core correctional practices. They do, however, underperform with regard to cognitive behavioural techniques.

‘Lockdown probation leaders’ and Fundamental Human Needs “锁定试用期领导者”与人类的基本需求

The outbreak of the Covid-19 pandemic in 2020 disrupted lives across the globe and nations were suddenly forced to adapt in conditions that were unprecedented, uncertain and life-threatening. Nations responded by closing borders and ordering their citizens to work from home, forcing organisations and those working in them to find new ways of carrying out their core functions in conditions of disorientation, isolation, competing demands and in some cases, fear. The extent to which organisations were able to negotiate the crisis would depend on how their managers responded to their staff. This study draws on an analysis of semi-structured interviews with 26 Scottish Criminal Justice Social Workers and managers which took place during the national lockdown of March–June 2020. Drawing on theories of leadership and self-determination theory, the findings reveal that good managers at such a time of crisis are servant leaders who prioritise the fundamental human needs of their staff and reduce their level of uncertainty.

Individualising probation conditions in cases of domestic violence: The study of sentencing practice in Lithuania 家庭暴力案件中缓刑条件的个体化:立陶宛量刑实践研究

Based on an empirical quantitative study, the paper examines the sentencing trends and individualisation of probation conditions in domestic violence cases. The study sample included 577 Lithuanian court verdicts for moderate bodily injury in a domestic setting between 2015 and 2019. The study results suggest that the length of the probation period imposed by the courts may depend on the offender’s conviction history but is not related to the offender’s socio-demographic characteristics and the mitigating or aggravating circumstances. Such characteristics as employment and marital status, mitigating and aggravating circumstances may relate to the type of sentence decisions. The study revealed a discrepancy between the main characteristics of the offender and the nature of probation conditions imposed by courts. Based on study results, the authors of this paper presume that Lithuanian sentencing practice lacks evidence-based individualisation of probation conditions.

Running on the treadmill: Practitioner experiences of mass supervision 在跑步机上跑步:群众监督的实践经验

This article explores the impacts that the addition of individuals serving short sentences has had on daily practice and working culture for probation workers. These practitioner perspectives are explored through the lens of ‘mass supervision’, providing a new insight into the harms and implications for its inherent deskilling qualities and constraints. This empirical research underlines three main themes related to the harms caused by mass supervision: firstly, that it inhibits innovative practice; secondly, that it necessitates a more limited model of supervision that undermines practitioner autonomy and the reach and scope of the supervisory relationship; and thirdly, that mass supervision corrodes the values of probation staff, leaving many experienced practitioners struggling ethically, practically and emotionally. The experience of mass supervision is compared to a treadmill by several practitioners and employed as a metaphor to analyse practice in the confines of mass supervision as generic, monotonous and relentless.

This empirical research underlines three main themes related to the harms caused by mass supervision: firstly, that it inhibits innovative practice; secondly, that it necessitates a more limited model of supervision that undermines practitioner autonomy and the reach and scope of the supervisory relationship; and thirdly, that mass supervision corrodes the values of probation staff, leaving many experienced practitioners struggling ethically, practically and emotionally.
