Reintegration of crisis services employees: a systematic literature review 危机服务人员的重新融入:系统的文献回顾

PurposeCrisis services personnel are frequently deployed around the globe under highly demanding conditions. This raises the need to better understand the deployment process and more especially, sustainable reintegration after deployment. Despite recent research efforts, the study of the post-deployment stage, more specifically the reintegration process, remains fragmented and limited. To address these limitations, this review aims at (1) describing how reintegration is conceptualised and measured in the existing literature, (2) identifying what dimensions are associated with the reintegration process and (3) identifying what we know about the process of reintegration in terms of timing and phases.Design/methodology/approachFollowing the preferred reporting items for systematic reviews and meta-analyses (PRISMA) protocol, the authors identified 5,859 documents across several scientific databases published between 1995 and 2021. Based on predefined eligibility criteria, 104 documents were yielded.FindingsResearch has primarily focused on descriptive studies of negative individual and interpersonal outcomes after deployment. However, this review indicates that reintegration is dynamic, multi-sector, multidimensional and dual. Each of its phases and dimensions is associated with distinct challenges.Originality/valueTo the authors’ knowledge, this is the first research that investigates reintegration among different crisis services and provides an integrative social-ecological framework that identifies the different dimensions and challenges of this process.

Relationship dynamics of trailing spouses before and during a time of crisis 在危机之前和危机期间跟踪配偶的关系动态

PurposeThis qualitative study explores how trailing spouses form their relationships before and after a crisis such as the COVID-19 pandemic and what patterns can be observed. It explores their significant relationships with friends and extended family, focusing on dynamics and change.Design/methodology/approachThe authors conducted semi-structured interviews with seven trailing spouses in Malaysia: before the pandemic, in the beginning and at the end of the first year of the pandemic. The authors used longitudinal interpretative phenomenological analysis (LIPA).FindingsBeing aware of the limits of resources emerged as a key factor in how trailing spouses develop and maintain relationships with friends and extended family. The fact that the pandemic changed the dynamics of their social networks illuminates how crucial these relationships or their absence are in their adjustment and readjustment process. Children play a significant role in these relationships.Research limitations/implicationsComparative research into the friendships and relationships of different groups of trailing spouses in various locations could capture more specificity of the relationship dynamics.Practical implicationsThe explored patterns can promote a better understanding of the relationship dynamics of trailing spouses' networks, which can, in turn, support and facilitate both adjustment and repatriation processes. They can help explain how and what kind of social networks best support trailing spouse transition during a time of crisis or adjustment. These findings could be incorporated into intercultural training programs.Originality/valueNo current study that the authors know of has explored trailing spouses' relationship dynamics in a longitudinal study before and during a crisis.

Being an “outsider in”: skilled migrants' career strategies in local organizations 成为“局外人”:技术移民在当地组织中的职业战略

PurposeAlthough the literature on the careers of skilled migrants is growing, relatively little is known about their experiences inside host country organizations. This article is a replication and an extension of a study by Zikic et al. (2010) on career challenges and coping strategies of skilled migrants. In contrast to the replicated study, where the focus was on the unemployed pool of talented migrants, in this study, the authors look at the career experiences of those who are already employed. Similar to the study of Zikic et al. (2010), the authors seek to explore how migrants understand their careers and what approaches they use to enact career opportunities from the perspective of “insiders” in local organizations.Design/methodology/approachThe authors used a qualitative explorative approach. Based on 24 in-depth interviews with highly qualified specialists, who were hired for positions in Luxembourg corresponding to their professional profiles, the authors explore what challenges they face at the workplace and how they tackle them.FindingsThis research not only replicates the study of Zikic et al. (2010) but also extends the authors’ knowledge of the careers of skilled migrants in the context of local organizations. By focusing on employed skilled migrants, the authors open a “black box” of their career challenges and strategies and extend an earlier career typology (Zikic et al., 2010) into what happens within local organizations. In particular, this study identifies two major challenges that skilled migrants experience, namely, “trying to fit in” and “managing career mismatch”. Then, it shows three unique strategies that skilled migrants use to manage their careers. This allows us to cluster skilled migrants into three categories that the authors conceptualized, namely “workhorses”, “career rebels” and “career conformists”.Originality/valueThis study contributes to the literature on the careers of skilled migrants by theorizing the experiences of migrant careers after organizational entry. It also contributes to the talent management literature by providing nuanced insights into the challenges, strategies and profiles that this global talent has.

PurposeThe purpose of this paper is to assess the country-level drivers of managers' and executives' mobility. Both sub-groups play a fundamental role in entrepreneurship, innovation and ultimately on wealth creation in destination countries. The objective is to capture how the impact of economic, cultural and institutional factors differ for these sub-groups’ vis-a-vis the broad highly skilled group's mobility.Design/methodology/approachThe paper investigates the country-level drivers of managers' and executives' bilateral migration from 190 countries to 32 Organisation for Economic Co-operation and Development (OECD) countries. It builds a model on four macro-contextual attractiveness factors of destination countries: economic conditions, cultural affinity, institutions and quality of life. The authors use fixed-effects regressions and carry several model specifications comparing the impact of different attractiveness factors on the migration of lower skilled, highly skilled, managers and executives.FindingsThe authors find that economic incentives do not motivate managers' or executives' mobility. The quality of life is more significant in driving executives' mobility than economic measures are. Cultural affinity, institutions and quality of life are more important for managers. Ethnic relations are significant for the overall highly skilled sample.Practical implicationsThese results have implications for global companies interested in recruiting managers and executives and their recruitment strategies. International businesses attempting to maximize their access to international managers, for instance, can develop recruitment packages that capitalize on the particularities of the quality of life of the potential destination country. Such packages can contribute to streamlining the process and focusing on candidates' needs to increase the likelihood of relocation. The study’s results, in addition, have policy implications in terms of the “branding” of countries whose aim is to attract managers and other highly skilled talent. Officials can build an effective country-branding strategy on the existence of ethnic networks, effective institutions and quality of life to attract a particular segment of the talent pool. For instance, they can develop a strategy to attract executives by focusing on a specific cultural characteristic and elements of the quality of life such as the effectiveness of their country's healthcare and education systems.Social implicationsThe paper also points out to the issues that policymakers must resolve in the absence of an education system that guarantees the talent pool that the economy needs. For those countries that rely on foreign talent (such as Switzerland, Singapore and the USA), it is paramount to promote safety, quality of life and institutional development, in order to guarantee a sufficient inflow of talent.Originality/valueMost global studies focus on the complete migrant stock or on highly skilled workers in

PurposeThe social context of expatriation is crucial for expatriate success, including for building local host country national (HCN) social network support that can facilitate effective adjustment through information exchange. However, expatriates have particular difficulties in breaking out of the expatriate bubble and building social ties with HCNs in certain countries, especially in Scandinavia. This paper focuses on the case of Denmark and explains why many expatriates find it difficult to make social connections with Danes.Design/methodology/approachThis study involves a meta-ethnography of literature on Danish culture, as well as semistructured interviews with a total of 16 expatriates in Denmark.FindingsThree main cultural elements are identified as crucial for explaining the difficulty expatriates face in connecting with Danes, namely homogeneity, the value placed on equality and the public–private divide. The homogeneity and inward-looking mentality make it more difficult for outsiders to break into the social circle. Outsiders have to earn the trust that is difficult to obtain, reflecting Denmark's high score on GLOBE's institutional collectivism.Practical implicationsIn light of the challenges that many expatriates face in creating a new social network abroad, organizations can support them in several ways. The authors discuss context-specific strategies for making new social connections in Denmark, which may be usefully applied in other countries.Originality/valueThis study focuses on the context of expatriate social network formation and shows that cultural differences in socializing affect the ease with which expatriates can make connections with HCNs, who can have a positive impact on expatriate adjustment and performance success.

PurposeThe purpose of the present study is to examine the role of the feedback environment in expatriate adjustment and subsequent performance. Based on newcomer adaptation and sensemaking theories, the authors proposed that the supervisor and coworker feedback environments would serve as informational resources, reducing the ambiguity associated with the expatriate's new setting.Design/methodology/approachThis study was conducted with a broad sample of assigned expatriates (N = 95) originating from 33 different countries and currently working in 35 different host countries. Mediation analysis using a bootstrapping methodology was conducted to test the hypotheses.FindingsThe authors found that the supervisor feedback environment and coworker feedback environment were both related to expatriate adjustment through role clarity. The authors also found that the supervisor feedback environment was indirectly related to expatriate job performance and intent to leave the international assignment through both role clarity and adjustment.Originality/valueThis study examines the extent to which the supervisor and coworker feedback environments enable expatriates on an international assignment. Expatriates face challenges that may be ameliorated by constructive feedback practices. The authors discuss how organizations can improve expatriate sensemaking and adjustment through improved feedback practices.

PurposeFocussing on the stratification of expatriates and the boundaries between different types of expatriates and locals, this study investigates the lived experiences and testimonies of Eastern European expatriates and their relationships in Dubai. The purpose of this article to develop the current knowledge on expatriates cohabiting in a cosmopolitan city by providing empirical evidence on expatriate bubbles in Dubai.Design/methodology/approachExplorative qualitative research was conducted using online and face-to-face interviews, along with a week-long intensive ethnography with observations, interviews and informal discussions.FindingsThree distinct groups of people live in Dubai, namely, Westerners, expatriates from the East and Emiratis. They hardly mingle with each other on equal terms, but they do work in a complementary fashion. In Dubai, the status of East European experts, a subgroup of Westerners, is similar to their Western counterparts and in that they are considered European. Consequently, they experience a slight status development in comparison to when they work in the West. The research provides evidence on social stratification of expatriate bubbles.Research limitations/implicationsThis very short ethnography with a relatively small number of qualitative interviews could be complemented by a further in-depth study.Originality/valueExpatriate bubbles have not previously been empirically investigated from an Eastern European perspective, nor has the unique case of Dubai been analysed extensively. Distinct expatriate bubbles with their stratified hierarchies have been identified in this study.

PurposeThe insulation of globally mobile workers into communities is often influenced by political considerations within the host country. Most studies examining this area have focused on how expatriates and globally mobile workers seclude themselves into insulated communities when working abroad. This perspective does not take into consideration political and societal factors that often pressure globally mobile workers into secluded communities composed of people similar to themselves. This study examines how host-country political imperatives can help create and maintain insulated communities of foreign workers.Design/methodology/approachThis study is based on a case study methodology that examines the J-1 Visa program in the United States and how it has, in many instances, evolved into a de facto guest worker program that secludes foreign workers into insulated communities. The case study includes interviews with five J-1 administrators at sponsoring organizations that employ J-1 recipients.FindingsThis study finds that political pressures do have an impact on the insulation of J-1 recipients into secluded communities in the United States. This is largely accomplished through the legal requirements of the program, pressure from sponsoring employers on the government and the significant political and economic ties that the United States maintains with the home countries of J-1 recipients.Originality/valueThis is one of the few studies to examine insulated communities of globally mobile workers from a political perspective. It is exploratory in nature and recommends that further studies be conducted.

PurposeWhile there is anecdotal evidence that internationally mobile workers often form isolated nation-based communities or “expatriate bubbles,” previous academic scholarship on the expatriate communities and their subjective boundaries is limited. The primary purpose of this article is to advance the theoretical or conceptual understanding of expatriate communities as bubbles.Design/methodology/approachAs developed by Lamont and Molnár (2002), the theory of symbolic boundaries is applied and set to scrutinize the production and maintenance of insulated expatriate communities. Empirically, an ethnographic study of a community of Finnish expatriates in a Southeast Asian country is undertaken to describe how symbolic boundaries are constructed.FindingsThe main theoretical implication of the paper is the recognition that expatriates themselves are involved in creating the “bubble.” The boundaries separating the national expatriate community are not externally imposed but can be viewed as consequences of the active boundary work of the expatriates. The empirical study demonstrates how the Finnish expatriates negotiated the symbolic boundaries of their community, drawing on cultural, moral and spatial modalities in different levels of boundary work.Originality/valueThere need to be more systematic attempts to develop a theoretically grounded understanding of insulated expatriate communities and their boundaries. This article contributes to the sociological conceptualization of expatriate bubbles by utilizing the symbolic boundary approach, which adds perspective to the embryonic theory of the subjective boundaries of expatriate communities. The multiplicity of different types of symbolic boundaries and their modalities suggests that an expatriate bubble is rarely a finished state or structure.
