Upgrading within global value chains: backward linkages, forward linkages and technological capabilities 全球价值链内的升级:后向联系、前向联系和技术能力

ABSTRACT The aim of the paper is to present a hypothesis of upgrading within global value chains (GVCs). In Stage I, both backward and forward linkages are low at lower level of productivity growth, but it provides ‘window of opportunity’ to increase participation in GVC. Firms enter Stage II with increasingly backward linkages. Only those firms with enough accumulated technological capabilities for transforming into high value-added activities participates in GVC with increasingly forward linkages in Stage III. In Stage IV, both backward and forward linkages again decrease, albeit at a higher level of productivity growth, wherein the firms manage production processes fragmented at different locations. This hypothesis of ‘upgrading within GVC in four stages’ is verified while examining the pattern of backward and forward linkages of global electronics industry with a specific focus on the electronics industry of South Korea, Taiwan and Mexico. It was found that the electronics industry of South Korea and Taiwan exhibited the pattern of ‘upgrading within GVC in four stages’ while Mexican electronics industry got caught in the ‘Stage II’ or ‘low value-added trap’. The proposition is examined from technological capability-building aspects of the systems of innovation approach.

Understanding technological knowledge spillover in a science technology park ecosystem: an ethnographic study 理解科技园区生态系统中的技术知识溢出:人种学研究

ABSTRACT Technological knowledge spillover is a passive process that is difficult to exploit due to the unknown nature of the phenomenon. However, spillovers in certain geographical proximity improve growth and beneficial to the surrounding actors. Therefore, it is essential to understand the nature of technological knowledge spillover and how it happens in reality. This study closely observed and unravelled how spillover happened in the Science Technology Park ecosystem through two years of immersive ethnographic research. Two spillovers occurred from several projects. Eleven actors are involved in the technology transfer and knowledge spillover processes within two technological projects in the ecosystem. This study provides a descriptive explanation of how spillovers happen. Also, two propositions are discussed for extending the existing theory in the context of spillover in the Science Technological Park ecosystem. First, actuators and connectors in the ecosystem could promote technological knowledge spillovers; they also influence the breadth of spillovers in the ecosystem. Second, to gain benefits from the spillovers, actors must be adequately motivated and competent enough or able to leverage their network to exploit the spillage into commercial businesses.

Network analysis of open innovation in the era of the Fourth Industrial Revolution 第四次工业革命时期开放创新的网络分析

ABSTRACT Open innovation (OI) is a crucial strategy regardless of sector, public or private, or academic or practical. However, the concept itself is often considered abstract and broad. Therefore, this study explored the coauthorship network and its groups to empirically observe the phenomenon of an open innovation. It also examined the semantic network of subject fields in open innovation research. We used coauthorship data to observe collaboration among authors. To examine how an open innovation is conceptualised and explained in academia, we used the abstracts of papers and the classification data of the journals where the papers were published. The results of the analysis found a mainstream group, which is a small group-to-group connection. We observed that the small groups are connected by key authors. We found that a social network of authorship and a semantic network of abstracts are both closely related. Our results provide a deeper understanding of an open innovation.

The impact of R&D expenditure on firm performance in emerging markets: evidence from the Vietnamese listed companies 新兴市场研发支出对企业业绩的影响——来自越南上市公司的证据

ABSTRACT The impact of research and development (R&D) investment on firm performance is interesting, but it is not easy to conduct this topic in emerging markets due to the data unavailability. We investigate this topic in the context of Vietnam, a fast-growing developing country with impressive progress in economic and social development by employing a unique panel data set of 343 listed companies during the period 2010–2018. We estimate the panel data with two different techniques, including the fixed effect model and the two-stage least squares (2SLS) model. We find that investment in R&D has positive impacts on revenues, profits, return on assets (ROA) and return on equity (ROE). In addition, regression results suggest that firms with high R&D outperform those with low R&D in terms of profit, revenue and ROA. To the best of our knowledge, this is the first paper examining the impacts of R&D on firm performance in Vietnam. We propose that Vietnamese firms should invest more on R&D activities, such as the production of fundamental research and applied research to have better performance and enhance their competitiveness in the future.

Detouring route of SMEs in post catching-up conditions: context and dilemmas behind the quest for science-based business model innovation 后追赶条件下中小企业的绕路:科学商业模式创新的背景与困境

ABSTRACT SMEs in post catching-up economies are assumed to possess high tech (science-based) business savvy with which to innovate new business models. Businesses operating without it are encouraged to commit and contribute to a coordinated R&D consortium – or risk missing the boat in the process of developing niches. In our view, it is fallacious to be preoccupied with coordinated joint R&D and patenting activities in construing the importance of science and leading SME growth agendas. This paper seeks to provide a rich and robust narrative, with the goal of bringing qualitative rigour to our typology and discovering contextual details that might be overlooked in proposing such development measures. We used two authoritative cases to uncover the dynamics and dilemmas of SMEs during times of change. This paper sheds light on why desirable results might not result from narrating the importance of science and intellectual capital for SMEs, or from seeding a routine for patenting and science-related business venturing. The inherent characteristics highlighted for traditional and IT-software based SMEs in Taiwan lead us to dwell deeper on what led to emergence of SMEs – and what could result from different industrial migration rates.

The impact of technological capability on MSME innovation: a case study of Vietnam 技术能力对中小微企业创新的影响:以越南为例

ABSTRACT This paper explores the dynamic complementary interaction between investment in technological capability and investment in specific innovation projects based on a decision model of innovation, using Vietnamese MSME data. The empirical results show that firm size, technological capability and current specific R&D investment have a positive impact on innovation. Firm age was positive but not significant, implying that conscious technological effort may be more important for innovation than passive learning by doing. The combination of significant economies of scale and technological capability imply that government assistance for firms with low technological capability maybe important, but government assistance is shown to be either insufficient or ineffective. Results from this paper suggest that government policy aimed at facilitating increases in firm size and providing technical extension services would be more constructive than merely providing R&D subsidies to MSMEs.

University technology transfer and entrepreneurship as drivers of regional development: evidence from Korea 大学技术转移和创业作为区域发展的驱动力:来自韩国的证据

ABSTRACT In recent years, research has focused on the role of universities as ‘entrepreneurial actors’ who transform academic knowledge and commercialise research in local economies. While there is empirical evidence to support the argument that technology transfer accelerates new venture formation, which in turn stimulates regional employment growth, there is little research on the structural influences of these three elements at the regional level. This study examines whether entrepreneurship induced endogenously from university technology transfer can predict entrepreneurship’s contribution to regional employment growth by applying the instrumental variables and two-stage least squares (IV-2SLS) for panel-data models. Our results confirm that university technology transfer promotes entrepreneurship and stimulates regional employment growth. Furthermore, we find that the quality of technologies transferred is more important than the quantity. This study contributes to filling the gaps in knowledge about the impact of university technology transfer on regional development by adding a causal relationship of entrepreneurship endogenously induced from university technology transfer.

Enhancing diffusion of consumer innovations on knowledge sharing platforms 加强消费者创新在知识共享平台上的扩散

ABSTRACT In the past decade, studies showed that many consumers innovate for themselves. Sometimes their innovations are useful to others and potentially enhance social welfare. Unfortunately, diffusion fails as consumers lack incentives to inform others. Online knowledge sharing platforms (OKSPs), which can be stimulated with government support, may alleviate this problem. Platform communication may trigger passive consumers into active knowledge contributors. It is however uncertain if and how platform communication affects consumers who never shared designs before. We conducted a randomised controlled experiment with 715 members of an OKSP in 3D printing. Our intervention included a series of general and personal messages, tailored to various motives to share knowledge: altruism, status, ideology, learning and community. Platform members who never uploaded designs before are positively influenced by our intervention. Specifically, messages tailored to altruism, ideology and learning made platform members upload more designs. Hence, platform communication can improve the availability of innovative designs to potential adopters, and is a useful step to alleviate diffusion failure of consumer innovations.

Role of foreign MNCs in technological activities of India’s IT services industry: an analysis from patent granted data 外国跨国公司在印度IT服务业技术活动中的作用:来自专利授权数据的分析

ABSTRACT India has now become one of the biggest sourcing countries for engineers and scientists. More than 25 per cent of all worldwide patent sourcing by the US companies has at least one inventor from India or China. This paper is a fresh attempt to discuss different aspects of measuring technological activities of Indian IT services industry with the help of detailed patent granted data, particularly first name inventor (FNI). The Indian IT industry has experienced several transformations. After the economic reforms of 1991, the presence of foreign MNCs in this industry started rising. Presently, the industry is dominated by foreign MNCs in terms of patent applications, the patent granted, and software exports. The study found that more than 50 per cent of patents granted to IT companies by the USPTO has at least one First Name Inventor from India. Results also show that the industry has become the world’s largest sourcing destination for foreign MNCs. Today, almost all big foreign MNCs from all over the world, including IBM, Apple, Qualcomm, Samsung and Nokia have established their subsidiary in India. Bangalore has become the most desired destinations for foreign MNCs.

ABSTRACT The continuous growth of digital transformation aims to leverage the changes and opportunities for IoT technologies in public sector, which has created an impact on the sustainability of digital societies. The Internet of Things (IoT) contains significant challenges such as citizens’ perceived value towards intention to use in public services that could stand in a way of realizing its potential benefits. Our study aims to investigate the influencing factors of citizens’ usage intention concerning IoT service orchestration in public services along with the mediation influence of perceived value. A comprehensive public IoT Perceived Value Model (IoT-PVM) was enumerated to provide success factors for IoT service orchestration. This model was analytically tested by PLS-SEM approach. The results highlighted that perceived value has a mediation effect in IoT public service intentions to use with 59% perceived variance. The success of government IoT services is best measured by the perceptions of citizens, therefore, this study contributed to identifying the factors concerning public engagement with IoT service orchestration along with describing the positive role of digital society affinity. In terms of practical significance, a use case IoT model was presented with provides an intersectional perspective of citizens concerning IoT service orchestration in public services.
