Analysis of Safety Performance of Construction Projects in India Using Safety Audit Elements, AHP and Taguchi Loss Function: A Case Study 基于安全审计要素、层次分析法和田口损失函数的印度建设项目安全绩效分析——以印度为例

Construction safety performance is traditionally assessed based on workplace conditions and analyzing accident statistics, there is no provision to consider the safety management systems which affect site safety. One of the systems use to measure safety performance is occupational safety and health audit which identify failures within a system and the information gathered assist to determine the best course of corrective action. Therefore, this study was designed and conducted to develop a method for evaluating the safety performance of five highway project sites in India using the Analytic Hierarchy Process and Taguchi loss functions. In the first stage of the study, the Analytic Hierarchy Process was applied by obtaining the judgments of the expert team to determine the weights of the safety audit elements. In the second stage, the five project sites were analyzed and ranked by determining the total loss score using the Taguchi loss functions. Based on the Analytic Hierarchy Process analysis, the weights of the safety management (0.1949), hazard identification and risk assessment (0.1460), and safety education and training (0.1268) had the highest impact on the safety performance of the five project sites. The results of the Taguchi loss functions of the five project sites showed that the total loss score was the lowest and highest for project site 3 (77.89) and site 5 (81.54), respectively. In the current study, an integrated method was developed for evaluating the safety performance of five highway project sites. The weights of the nine safety audit elements were vital in determining the total loss score by using the Taguchi loss functions for ranking the five projects sites based on safety performance. Therefore, using this method can be an effective step in identifying the project site with better safety performance as a benchmarking unit for the other sites.

The Effect of Integrated Management System Establishment on the Safety Performance Indices: A Case Study in a Manufacturing Industry 综合管理体系建立对安全绩效指标的影响——以某制造业为例

Safety programs are among the effective factors that may have a key role in upgrading workforce productivity and promotion of qualitative and quantitative indicators of production. The aim of this study was to investigate the effect of integrated management systems (IMS) establishment on safety performance improvement. This study was a retrospective study conducted at the Mazrouf Glass factory in Yazd, Iran. To investigate the effect of IMS establishment on the safety performance during the studied years, indices of injury frequency rate (IFR), injury severity rate (ISR), frequency-severity index (FSI), and Safety T. Score (S.T.S) were used. The paired-samples t-test was used to compare safety indices before and after the establishment of the IMS. The results showed that the establishment of IMS had a meaningful effect on the reduction of the IFR and ISR. Also, no meaningful effect was found between IMS establishment and FSI and S.T.S. IMS establishment could reduce the IFR and ISR, which in turn may promote productivity indicators. Eventually, it could be concluded that IMS establishment can be used as an effective proceeding to improve workplace safety indices.

Design and Development of a Hazard Identification Tool for Laboratory Fire Risk Assessment using Delphi Technique 基于德尔菲法的实验室火灾风险评估危险源识别工具的设计与开发

The prevalence of fire in laboratories is high due to the potential sources of the fire hazards, including the use of various equipment and chemicals, as well as the possibility of human error. Accordingly, this study was designed and conducted with the aim of developing a tool to identify hazards and assess laboratory fire risk. In the present study, we used the Delphi technique in three rounds in 2020 with the participation of 17 experts in the fields of safety engineering, occupational health engineering, chemistry, and chemical engineering. The scattering index of coefficient of variation (CV) was higher than 20% and the acceptance criterion for each item was considered with an average of ≥4. In addition, the validity and reliability of this tool were evaluated using content validity ratio (CVR), content validity index (CVI), and Cronbach's alpha reliability index. After three rounds of Delphi study, the hazard identification and risk assessment questionnaire for laboratory fire were developed with 45 items, including chemical materials and compounds, electricity, and fire response. The coefficient of variation (CV) in this Delphi study was equal to 0.05. The results of the validity and reliability evaluation of this tool showed that the content validity index (CVI) and Cronbach's alpha coefficient were equal to 0.902 and 0.88. The questionnaire of the present study indicated an acceptable validity and reliability for identifying hazards and assessing laboratory fire risk. Therefore, this tool provided a quick, easy, and practical way to identify hazards and assess the risk of laboratory fires.

The Effectiveness of Life Skills Training on Assertiveness and Work Engagement among Staff of Shemiranat Welfare Vocational Centers 生活技能训练对舍美拉特福利职业中心员工自信与工作投入的影响

The aim of this semi-experimental study based on the pre-post-test method was to discuss the effectiveness of life skills training on assertiveness and work engagement among personnel of Dr. Shariati vocational and rehabilitation center of Tehran. The statistical population consisted of all staff working (18 people) in 2018. Gambriel and Richi (1975) and Selano and Shufili questionnaires (2001) were used to estimate assertiveness and work engagement. The internal coincidence of instruments was 0.88 and 0.95. In total, 60 educational programs were considered as experimental interventions pertaining to life decuple skills (6 hours training for each skill). In order to test the hypothesis, t correlative groups were used. The results showed that experimental intervention influences on the increment of the assertiveness and its subscales (controversial and fundamental) and general work engagement had a negative impact on the attraction and power by interval 95% (p<0/05).

Evaluating the Viewpoints of Postgraduate Health Students of Qazvin University of Medical Sciences toward the Effectiveness of Health Safety and Environment Workshop in 2020 卡兹温医科大学卫生专业研究生对2020年健康安全与环境研讨会有效性的看法评价

It is necessary for managers in all types of organizations to take an appropriate training approach in order to maintain and promote health, achieve safety, and prevent environmental damages. We aimed to evaluate the effectiveness of Health Safety and Environment training workshops from the students’ point of view to inform the relevant officials about the participants’ opinions and make efficient decisions in order to improve the quality of training courses in the field of health, safety, and environment. A qualitative study was conducted using face-to-face or telephone interviews with a purposeful number of 37 students studying at the faculty of the health of Qazvin University of Medical Sciences. To analyze data, thematic analysis using a framework approach was applied. Findings related to the students’ viewpoint about the effectiveness of the HSE workshop were presented in six main themes including satisfaction with the educational content, awareness about HSE concepts before the workshop, the importance of HSE subject in the participants’ field of study, important topics presented in the workshop, experience from HSE workshop, major workshop problems, and solutions. Based on the study results, one of the key objectives of all medical universities should be training their students about health and safety matters to potentially prepare them for future job positions with maximum safe behaviors in workplaces. In fact, medical universities play a key role in developing the health and safety knowledge of students helping them in protecting themselves while working in hazardous working conditions.

Resilience Analysis of Crisis in Medical Environments: A Structural Equation Modeling based on Crisis Management Components 医疗环境危机的弹性分析:基于危机管理组件的结构方程模型

Enhancing the index of crisis resilience is one of the key goals in medical environments. Various parameters can affect crisis resilience. The current study was designed to analyze crisis resilience in medical environments based on the crisis management components. This cross-sectional and descriptive-analytical study was performed in 14 hospitals and medical centers, in 2020. A sample size of 343.5 was determined based on the Cochran's formula. We used a 44-item crisis management questionnaire of Azadian et al. to collect data. The components of this questionnaire included management commitment, error learning, culture learning, awareness, preparedness, flexibility, and transparency. The data was analyzed based on the structural equation modeling approach using IBM SPSS AMOS v. 23.0. The participants’ age and work experience mean were 37.78±8.14 and 8.22±4.47 years. The index of crisis resilience was equal to 2.96±0.87. The results showed that all components of crisis management had a significant relationship with this index (p <0.05). The highest and lowest impact on the resilience index were related to preparedness (E=0.88) and transparency (E=0.60). The goodness of fit indices of this model including RMSEA, CFI, NFI, and NNFI (TLI) was 2.86, 0.071, 0.965, 0.972, and 0.978. The index of crisis resilience in the medical environments was at a moderate level. Furthermore, the structural equation modeling findings indicated that the impact of each component of crisis management should be considered in prioritizing measures to increase the level of resilience.

Various parameters can affect crisis resilience. The current study was designed to analyze crisis resilience in medical environments based on the crisis management components. The components of this questionnaire included management commitment, error learning, culture learning, awareness, preparedness, flexibility, and transparency. The data was analyzed based on the structural equation modeling approach using IBM SPSS AMOS v. 23.0. The participants’ age and work experience mean were 37.78±8.14 and 8.22±4.47 years. The index of crisis resilience was equal to 2.96±0.87. The results showed that all components of crisis management had a significant relationship with this index (p <0.05). The highest and lowest impact on the resilience index were related to preparedness (E=0.88) and transparency (E=0.60). The goodness of fit indices of this model including RMSEA, CFI, NFI, and NNFI (TLI) was 2.86, 0.071, 0.965, 0.972, and 0.978. The index of crisis resilience in the medical environments was at a moderate level. Evaluating Ports Environmental Performance based on the Fuzzy Analytic Hierarchy Process (FAHP) 基于模糊层次分析法的港口环境绩效评价

Appropriate environmental performance is considered one of the most important indicators in the sustainable development of organizations and industries. Evaluating the environmental performance in ports as one of the two main parts of the maritime transport system is of particular importance. Therefore, the current study was designed and conducted to develop a method for evaluating the environmental performance of ports based on the fuzzy analytic hierarchy process (FAHP). In the present study, 22 experts in the field of environment and marine sciences were selected in 2020. Firstly, various studies on the factors affecting the environmental performance of ports were reviewed. Secondly, a questionnaire was designed to assess ports’ environmental performance. Thirdly, this questionnaire was developed using the Delphi technique. Finally, by determining the weight of each parameter, the method of environmental performance assessment in ports was developed based on the FAHP. The final normalized weights for six environmental performance factors including reactive and proactive performance, sustainability, socio-cultural, economic, and governance were estimated 0.202, 0.241, 0.226, 0.070, 0.080, and 0.182. Additionally, it was found that each of the parameters had a different weight and impact on these factors. The highest and lowest impact on the environmental performance index belonged to environmental risk assessment (weight=0.217), cultural effects, and justice (weight=0.107). In the current study, a new method was developed for evaluating the environmental performance of ports based on six factors, 32 parameters, and FAHP. Therefore, this method may provide an effective step in reducing environmental impacts and improving the level of environmental performance in ports to achieve the goal of green port.

Descriptive Study of Safety and Health Training Content in Iranian Universities and Higher Education Institutes 伊朗大学和高等教育机构安全与健康培训内容的描述性研究

The root cause of many workplace incidents is the lack of knowledge on occupational safety and health principles. Despite the safety and health authorities in organizations, safety and health is the general responsibility of all other experts working in an organization. Experts and managers are expected to think, decide and work safely in workplaces. However, we don’t have enough information about the level of safety and health-related education when they were in universities. In addition, there is not too much reliable published reports on the academic teaching of safety and health courses and syllabus in higher education in Iran. Therefore, the current study was aimed to provide a general view of the status of occupational safety and health teaching subjects in different academic disciplines (excluding specialized fields in occupational safety and health) in the Iranian higher educational system. Firstly, the latest edition of the entire program (curricula) of all academic disciplines held in Iranian universities was downloaded. Secondly, the required information, including discipline title, program’s degree, number of required (core) and elective (non-core) courses, and program’s date of approval, were recorded in an Excel sheet. Every course’s title and syllabus were then studied to find out any safety and health-related topics. Finally, data were analyzed and reported. 251 academic disciplines in the Ministry of Health and Medical Education (MOHME) and 771 disciplines in the Ministry of Science, Research and Technology (MSRT) were investigated. Most of the curriculums have been revised by both ministries since 2011. Results showed that 20 percent of the MOHME‎ ‎disciplines and 10.4 percent of MSRT‎ disciplines were included in the occupational safety and health courses. The number of courses with health and safety content (syllabus outline) in the MOHME ‎‎and the MSRT‎ were 168 and 173. Most health and safety courses presented in the MOHME academic majors were in the basic medical sciences category of disciplines. A majority of MSRT covered academic safety and health courses and topics were presented in the engineering category of disciplines. Presenting lessons with health and safety content at the MOHME ‎was more practical than that of the MSRT. The quality and quantity of teaching on safety and health topic were not at satisfactory levels. Revising the course syllabus of the academic disciplines and adding theoretical and practical courses related to each field's specific health and safety curriculum can make a significant contribution in improving the general knowledge of the safety and health of the university graduates. In turn, it improves future workplace safety and health conditions, managers’ insights and decision-makers on the importance of safety and health at work. It protects the people's life and the property of the organization.

Fuzzy Logic in HEART and CREAM Methods to Assess Human Error and Find an Optimum Method Using a Hierarchical Fuzzy System: A Case Study in a Steel Factory HEART和CREAM方法中的模糊逻辑用于评估人为错误并使用层次模糊系统找到最佳方法——以钢铁厂为例

Numerous studies have been conducted to assess the role of human errors in accidents in different industries. Human reliability analysis (HRA) has drawn a great deal of attention among safety engineers and risk assessment analyzers. Despite all technical advances and the development of processes, damaging and catastrophic accidents still happen in many industries. Human Error Assessment and Reduction Technique (HEART) and Cognitive Reliability and Error Analysis Method (CREAM) methods were compared with the hierarchical fuzzy system in a steel industry to investigate the human error. This study was carried out in a rolling unit of the steel industry, which has four control rooms, three shifts, and a total of 46 technicians and operators. After observing the work process, reviewing the documents, and interviewing each of the operators, the worksheets of each research method were completed. CREAM and HEART methods were defined in the hierarchical fuzzy system and the necessary rules were analyzed. The findings of the study indicated that CREAM was more successful than HEART in showing a better capability to capture task interactions and dependencies as well as logical estimation of the HEP in the plant studied. Given the nature of the tasks in the studied plant and interactions and dependencies among tasks, it seems that CREAM is a better method in comparison with the HEART method to identify errors and calculate the HEP.
