The article is devoted to the historical analysis of terrorism at the present stage of the formation of the system of international relations. The issues of the reasons for the unpreparedness of the Russian society for terrorist threats at the beginning of the sovereign development of the Russian Federation are being resolved, gradual adaptation to the tasks of countering terrorism both inside the country and beyond its borders, on the territory of countries friendly to Russia, is being traced. The article identifies the zones most vulnerable to terrorist influence, structures a narrative reflecting the Russian view of the evolution of terror in recent years, outlines the patterns of involvement of international terrorism in the arsenal of broader hybrid aggressions in the modern world, including ones against our country. In conclusion, discussion questions are formulated that may become the subject of future research on the problem raised in the article.

The article is devoted to a comparative analysis of the creation, functioning, and results of the activities of the Chosen Counciland the Secret Committee. The comparison is carried out according to the following parameters: reasons for creation, chronological framework, composition, relationship with the head of state, place and role in the structure of state power, main events, results, and consequences of their activities. Such a study has not yet been conducted in Russian and foreign historiography. The authors come to the conclusion that the creation and activity of the Chosen Council and the Secret Committee can be considered a pattern in the historical development of Russia, when at a certain stage of its history there was a need for institutions that could develop and carry out serious reforms, not being associated with the former ruling elite, but not completely breaking with it.
