Finally, Kah-Sing Chan presents a study of the usability ofelectronic storefronts. The study is based on an analysis of thenavigational organization of the web site and survey data collectedfrom web site users. As scientists in public health, we are often asked to assist in the process of setting priorities in the area of public health. The task of public health scientists is often to help in establishing a sensible balance between, on the one hand, local needs, political priorities and availability of resources, and on the other hand, knowledge about causes and consequences of various public health problems as well as cost-effectiveness of different programmes. Many of the readers of this journal have experience of such work at local, regional or national level. In this issue, Weil and McKee present an interesting experience from a consultation on public health priorities at a European level. They have used the network of the European Association of Public Health (EPHA) to identify key public health issues perceived in different countries, based on criteria that emphasised European added value, and to agree on a list of ten priorities. The questions and criteria were formulated in a very general way. Thus, as could be expected, the boundaries of public health as well as the terminology and definitions used varied strongly between countries. Possible alternatives would have been to work with a more structured questionnaire, to formulate alternatives or to use a Delphi type of approach. The method used was probably more interesting as a first step in this procedure of starting to discuss priorities at a European level. Furthermore, the authors point out that more structured methods are difficult to use in a network of organisations with different backgrounds, cultures and national representativeness. Given the method used and the heterogeneous character of the organisations and respondents involved, many of the priorities given are remarkably similar. Inequality in health, alcohol and drug use and ageing were public health problems consistently mentioned by several countries, and a number of other problems in the final list were given high priority by several countries. It is not quite clear how the responses from the first round were brought together and synthesised to a final list. This was made during a meeting, in which staff from the European Commission also participated, but the format and procedure of this second phase is not described. He was here 27 years. He outlasted eight governors and added 19 new degree programs. He was responsible for the construction of 37 buildings on campus. And yet, it took a mere 20 minutes for Ronald Carrier's presidency to end gracefully on the steps of Wilson Hall yesterday before more than 500 students, faculty, staff, administrators, alumni and prominent local leaders. Dressed in a charcoal suit and fighting back tears with his wife, Edith, by his side, JMU's fourth president retired. Carrier will remain president until his successor is hired, but will not stay as president beyond Dec. 31. "Everything changes. Even the things that are most precious to you will change," Carrier said. "1 have served as president of James Madison University for 27 years. That's a long period of time by any stretch of measurement." Carrier's retirement comes at the closing of another session of the Virginia General Assembly but in the middle of a semester, which is an extremely busy time for the JMU Board of Visitors and administration. "I wanted to do this today rather than at the Board meeting on Friday — go ahead and announce it," Carrier said. "But I wanted to announce it today so that we could get this out of the way. Public health nursing is the practice of professional nursing designed to promote holistic health, prevent illness, and provide care to all population groups. It ranges from specific nursing intervention for individuals to a focus on the population as a whole. Public health nurses provide a wide variety of services to residents of Iowa of all economic levels. Attachment A lists services provided by public health nurses. During the 1977 Legislative Session, the General Assembly first appropriated funds ($1.6 million) for public health nursing. The public health nursing appropriation is used to maintain and expand the existing services with the objective of preventing or reducing inappropriate institutionalization of elderly and low income persons. During FY 1997, the appropriation was used to reduce institutionalization for 3,108 clients and prevent institutionalization for an additional 3,732 persons. The State appropriation is allocated by the Department of Public Health to local Boards of Health in all 99 counties. Provider agencies are selected by local Boards of Health and the programs and services are delivered under a variety of auspices. I S S U E
