The Unitary State of the Republic of Indonesia is an archipelagic country with the largest number of islands in the world and has abundant wealth, including those contained in the outer islands. However, it turns out that the Indonesian government has not fully empowered and managed the outer islands optimally. This study aims to analyze the protection of Indonesia's outer islands based on the concept of an archipelago state.The results show that the existence of the outer islands in Indonesia has received international recognition based on the United Nations Convention on The Law of the Sea 1982 through the use of archipelago baseline. Protection of the outer islands is carried out in the form of state policies through statutory regulations and any management actions.

The Court of Council Honorific is one of complementary council organ which has a purpose in establishing a code of conduct. This study aims to know and analyze the existence of Court of Council Honorific. The study uses a normative method. The result of the study shows based on Act 17 in 2014, and than Act 2 in 2018 explain that the Court of Council Honorific has constancy which membership belongs to the inside parliament. In the violation of a certain code of ethics, it allow for elements from outside of the Court of Council Honorific. That is to dismiss that notion the Court of Council Honorific is not independent to handle the council members who suspected of breaking the code of conduct.

In the Decision of the Constitutional Court of the Republic of Indonesia Number 97/PUU/2013, it is stated that the handling of The Regional Election disputes is no longer be the authority of the Constitutional Court. This raises a consequences, the Regional Election disputes wil be handled through the Special Judiciary. This study aims to analyze the concept of Regional Election disputes court. This study uses a normative method with statute approach. The result of this study shows that the formation of a Special Judiciary to handle the Regional Election disputes is a necessity because it is a mandate of the Law. The State Administrative Judicial as the executor of judicial power has a duty and authority to examine, decide, and resolve State Administrative disputes. Along with tecnological development, judicial practices within the scope of the Indonesian Supreme Court hal implemented the ecourt application. The aims of this study is to analyze policies regarding the implementation of Electronic Litigation in the State Administrative Judicial, as well as to find the obstacles encountered. This study uses a normative method with a statute approach, that is Act 5 in 1986 concerning State Administrative Judicial and its amendment, and Supreme Court Regulation Number 1 of 2019 concerning Administration of Cases and Trials in Court Electonically. The result of the study show that the application of Electronic Litigation at State Administrative Judicial is carried out comprehensively, that is from the registration stage until reading of judicial decisions. The obstacles that still being faced are related to the stage of evidence which in practice still requires a conventional trial, and the limited access to the internet network in several regions in Indonesia.

The South China Sea Region is one of the largest waters in the world and has a strategic role both in terms of economy, politics and security so as to make this region have great potential that can be utilized by countries around the region. The consequences of many interests in this region is potential conflict form many state. This article analyzes several disputes that occur in the South China Sea based on international law. The purpose of this article is to find out the steps taken by states to resolving these international legal disputes. Through the analysis in this article it was found that in the perspective of international law, the dispute over the South China Sea was sourced from differences of principles in determining maritime boundaries. The analysis of this article also found several steps and efforts that can be taken by the disputing countries to resolve the South China Sea dispute.Keywords : South China Sea; International Dispute; International Law

The development of information technology now has a significant impact on the development of business transactions in the trading system. One of the application of information technology is in the delivery of advertisements to potential consumers of goods and services through the media Short Message Service (SMS). The usage of SMS media is certainly very beneficial for telecommunications companies and business operators. However, not all the consumers of telecommunications companies feel comfortable with the short message containing the advertisement. In hence, this article analyzes consumer protection against advertising through SMS media at PT Telkomel in Makassar City. This article will also look at the advantages and disadvantages for consumers as a result of advertising through SMS media. The purpose of writing to determine the legal protection of consumers and the advantages and disadvantages for consumers against advertising on PT Telkomsel via SMS in the city of Makassar. The result of the study indicate that consumer protection protects consumers from the actions of business actors who in adversiting their products throught SMS have violated consumer rights which are cleary regulated concerning Consumer Protection, and know that the existens of advertisements through SMS in more harmful consumers especially in terms of consumer privacy.

Pelakunya bisa berasal dari wilayah negara mana saja yang berakibat hukum pada identitas yang berimplikasi pada penentuan jurisdiksi pengadilan. Authoritarian state power always has an impact on violations of human rights. In fact, in a period of authoritarian change of power in a country towards democratic governance often leaves scars in the form of gross violations of human rights. This condition is exacerbated by the inability of the judiciary to provide a sense of justice for victims of gross human rights violations committed by the ruling government. Indonesia has also experienced the same thing, where gross violations of human rights were committed by an authoritarian government. Some of the gross violations of human rights have not even been resolved to date. The concept of Transitional Justice is considered to be one of the answers to the problem of gross human rights violations that have occurred in Indonesia.This article will analyze the concept of Transitional Justice in dealing with gross human rights violations in Indonesia.The purpose of this paper is to find out the application of the concept of Transitional Justice in Indonesia.Based on the analysis used, it was found that the application of the concept of Transitional Justice in Indonesia could be done if there was an institution called the Truth and Reconciliation Commission.

Dalam Undang-Undang Nomor 28 tahun 2014 tentang Hak Cipta juga menerapkan prinsip fair use dengan berbagai batasan dan juga kategorinya. Jika dikaitkan dengan tindakan cover version sebuah lagu, maka prinsip ini bisa saja digunakan selama hal tersebut memenuhi unsur yang terdapat dalam Undang-Undang Hak Cipta. Hanya saja, fenomena tersebut harus dilihat dalam kasus per kasus sesuai dengan kategori dan keperluan serta tujuan dari tindakan cover version. Peraturan perundang-undangan yang ada pun belum mencakup hal tersebut, sehingga masih menimbulkan pertanyaan, apakah tindakan ini merupakan pelanggaran Hak Cipta atau bukan. Penyelenggaraan pemerintahan yang baik adalah landasan bagi penyusunan dan penerapan kebijakan negara yang demokratis dalam era globalisasi yang dapat dijadikan sebagai pedoman untuk menghindari praktik tercela seperti korupsi, kolusi, dan nepotisme. Masalah utama adalah bagaimanakah mekanisme pemerintah dalam menerapkan prinsip pemerintahan yang baik.penelitian ini berlokasi di Daerah Kabupaten Toraja Utara menggunakan metode analisa kualitatif normatif. Analisa kualitatif normatif ini dilakukan secara deskriptif dan preskriptif, karena dalam penelitian ini bermaksud untuk melukiskan data dan realita terkait dengan masalah pelaksanaan prinsip-prinsip kebijakan daerah dalam rangka penyelenggaraan pemerintah yang baik bersih dari korupsi, kolusi serta nepotisme. Tata kelola pemerintahan yang baik tertuju pada penyelenggaraan Penerapan Prinsip Pemerintahan di daerah kabupaten Toraja Utara, prinsip-prinsip yang di implementasikan dimaksudkan agar ada upaya untuk meningkatkan sinergi bersama dengan semua badan yang ada dikabupaten Toraja Utara, serta melibatkan peran serta masyarakat dalam mengawasi jalannya penyelenggaraan tugas dan tanggungjawab pemerintah sehingga diharapkan penyelenggaraan seluruh kegiatan pemerintah daerah kabupaten Toraja Utara bebas dari praktik Korupsi, Kolusi, dan Nepotisme.
