Capacity as Aggregation: Promises, Water and a Form of Collective Care in Northeast Brazil 作为集合的能力:巴西东北部的承诺、水和一种形式的集体关怀

As the twenty-first century gets underway, people have been experimenting with many forms of political organization. In Northeast Brazil, that experimental spirit led to the creation of the Water Pact, a process involving more than eight thousand participants through a series of public promise-making rituals in which they made pledges to care for water, attending to the specificities of their own context. The Pact gathered those promises into a multi-scalar formation that, the organizers believed, would yield the necessary resources to address the state’s water problems. The Pact would break with an unsuccessful history of infrastructural and legal reforms concerning deep-water access in the state of Ceará. This article examines how that collective was produced, what its constituent units were and how the logic of aggregation guided practices leading to its coalescence. My purpose is to re-examine the aggregate as a quantitative form of capacity that should be qualitatively reconsidered.

Hospitality as Diplomacy in Post-Cosmopolitan Urban Spaces: Dervish Lodges and Sofra-Diplomacy in Post-War Bosnia-Herzegovina 后世界主义城市空间中的招待外交:战后波斯尼亚-黑塞哥维那的僧侣小屋和沙发外交

If the first step in developing an ethnography of everyday diplomacy requires re-scaling analytical focus on the forms of mediated exchange beyond the realm of the nation-state, this needs to be followed by an exploration of 'the sites' where everyday diplomacy actually takes place. One such 'site' which epitomises the quintessence of diplomatic practice is dining and commensality. By re-scaling this axiom beyond state-level diplomacy, I explore how the notion of sofra (table/dining etiquette) is deployed by a Muslim Dervish brotherhood in a post-cosmopolitan town in postwar Bosnia-Herzegovina. I suggest that the notion of sofra embodies both a mode of being diplomatic as well as a site of everyday diplomacy. The sofra thus enables the brotherhood to stage ‘events of hospitality’ to forge and mediate relationships between various ‘others’ locally and transnationally.

In the two decades after the Second World War, Meyer Fortes was a central figure in what was then called ‘British social anthropology’. Sometimes dismissed as simply a follower of Radcliffe-Brown, Fortes’ theoretical influences in fact ranged from Freud to Parsons. He formulated a distinctive theoretical synthesis, and produced the most influential version of ‘descent theory’. Fortes is currently out of fashion, but four decades after his retirement from the Cambridge chair a revaluation is in order.

Not Soft Power, but Speaking Softly: ‘Everyday Diplomacy’ in Field Relations during the Russia-Ukraine Conflict 不是软实力,而是轻声说话:俄乌冲突期间的“日常外交”

Based on long-term fieldwork in Russia, but focusing mainly on the aftermath of the 2014 Malaysian airliner downing in Ukraine, this article examines the individual ethnographer and informants alike as unwilling ‘diplomatic’ representatives in the field. Firstly, I discuss the authoritarian political context in Russia and how it affects the notion of ‘soft power’ and ‘public’ discourse. Then I relate the familiar ‘political testing’ experience of researchers by informants, and ‘neutrality’ in field relations (Ergun and Erdemir 2010). Next, I draw on the anthropology of indirect communication to characterize ‘everyday diplomacy’ after the event as a particular kind of civility. I go on to examine attendant affective states of ‘tension, disturbance, or jarring’ (Navaro-Yashin 2012) that both threaten civility and enable it. Finally, I argue that classic ethnographic rapport-building deserves further examination in the light of the porosity of politics, the social environment and the field.

Diplomat, Landlord, Con-Artist, Thief: Housing Brokers and the Mediation of Risk in Migrant Moscow 外交官、房东、骗子、小偷:莫斯科移民的住房经纪人和风险调解

This article explores the role of brokers in the market for accommodation in contemporary Moscow. Drawing on fieldwork with Kyrgyz migrant workers and the variety of intermediaries [ posredniki ] on whom they depend, it introduces two interventions into a growing anthropological re-engagement with brokerage. First, it highlights the importance of spatial and social proximity for understanding brokerage relations. Second, it attends ethnographically to the kinds of skills that are understood to distinguish ‘successful’ from ‘unsuccessful’ intermediaries. Drawing together recent literature on ‘everyday diplomacy’ with emic identifications of the posrednik’ s work as a diplomatic craft, it examines brokerage as a skilled practice for encountering and mediating difference in contexts of political and administrative indeterminacy. The posrednik becomes an important figure in the migrant economy to the extent that economic life is suffused with uncertainty. This has implications for comparative anthropological concern with processes of social navigation in contexts of precarity.
