The postponement of rights is a reality that splits Peru and further opens the inequality gaps between the national subjects, in the image of power groups, and the subjects whose citizenship is questioned for not complying with national ideals. In Argentina, since the return of democracy, despite provincial political reforms, at the municipal level, the fundamental characteristic is the possibility of re-election of the mayors. The paper aims to analyze the impact of the possibility of indefinite re-election of mayors in first-class municipalities in the provinces of Chaco and Formosa, upon the politics local regimes between 1983 and 2015. In the cases analyzed, the provincial constitutions and municipal regimes allow the indefinite re-election of the mayor; however, the same rule has different effects on local regimes.

The Sumapaz region has been a center for peasant organizations and social mobilization. Simultaneously, different manifestations of the armed violence that takes place in Colombia and their multiple peace processes have impacted the region across time. This simultaneity of mobilization and violence has defined the history and memory of the habitants of this region making of this region a reference point for the understanding of the local, national even global dynamics between war and peace around Cold War. From the 1950’s and within the framework of the bipartisan civil war, their aftermath with the consociationalist agreement of the Frente Nacional, and within the framework for the continuum of armed violence, violent repertoires have been deployed in this area. This has impacted the history and the memory of the inhabitants of this area. This article aims to understand the way in which this violence has taken place, and how irregular warfare emerged in the Sumapaz area.

Bajo el pretexto de conocer un poco la experiencia del periodista Jesús Abad Colorado en el grupo de Memoria Histórica de la Comisión Nacional de Reparación y Reconciliación (CNRR), tuve la oportunidad de conversar con él en Bogotá en 2010, en un momento en el que hacía mi tesis doctoral y los trabajos con la memoria comenzaban a ganar en reconocimiento y protagonismo . Este “narrador con imágenes” ha recreado la geografía de nuestra guerra, los rostros de la tragedia, pero también las esperanzas nacionales. La conversación que sostuvimos por espacio de dos horas fue editada para facilitar su lectura y convertida en un breve relato, conservando la fidelidad de lo dicho. This article proposes a reflection on the extraterritorial work of the Commission for the Clarification of the Truth, Coexistence and Non-Repetition with Colombians in exile. The work is divided into six sections. The first two sections introduce the dynamics of Colombian migration in the 21st century and offer a brief historical and demographic review of Colombian forced migration from the second half of the last century. The third part examines the concepts of victims abroad, exile, and refuge from positive law and politics dimensions, as an analytical framework to study Colombians in exile. The fourth and fifth parts address the experience of the Paraguay Comission of Truth and Justice and its work on exile as a violation of human rights. This is useful to identify not only problematizing elements of the extraterritorial deployment but also the challenges faced by the Truth Commission in Colombia. Finally, some reflections are given in a form of conclusion.

This text explores, within the framework of a land restitution process in Colombia, the importance that the link with the ancestors (with the «spirits», with the «invisible», or with «the ghostly», as acting entities) has in the process of mending the social. In other words, to recognize the territory/body damaged by war, to return to the spaces of terror and disappearance and to re-inhabit the fracture that is the product of violence. It is located specifically in the Colombian Caribbean, around the work of a network where members, men, and women of Afro-Colombian, Raizal, peasant and regional indigenous organizations participate. At the time, a network of support and collective accompaniment that emerged two decades ago as part of a process of mutual care for its members in times of forced displacement and threats.
