The initiative of One Belt One Road (OBOR) has economically benefited many countries in terms of export and import cargo. Malaysia is one of the countries that greatly export and import commodities business across international borders via different modes. However, this study shows that the OBOR initiative’s adaptation in Malaysia seaports is still beginning. The purpose of this study is to identify the issues faced by Malaysian seaports, to adapt the OBOR initiative, as well as to develop a new approach to overcome the obstacles that have been identified. A qualitative research approach was carried out to archive the objective of this study. A total of six maritime experts were interviewed and the results were analyzed by content analysis and coded using Nvivo 12 software. The results show that Malaysia suffers from financial instability, a lack of port capacity, and poor employee readiness. To overcome the issues, the experts proposed upgrading the port capacity, improving the port system with modern technology, and expanding the employee’s knowledge, as well as the safety and security of the port. This study proposes a novel framework to adapt maritime tourism as a new business market into OBOR strategy. This framework will overcome the current issues that Malaysian seaports have encountered. In the current digital world, the introduction of many advanced technologies known as “Smart” has great potential to progress the maritime tourism agenda into a smart maritime tourism industry to gain more benefits.

In today’s hypercompetitive business environment amid the ongoing COVID-19 pandemic, there is an urgent need for organizations to maximize their flexibility and capabilities to be able to operate in continuously and rapidly changing markets. Organizations must embrace effective methods and practices to not only cope with shifts in their corresponding markets but to recreate their markets and identify new opportunities. This research seeks to contribute to the expanding body of literature exploring crucial organizational performance determinants amid and post-COVID-19 eras. The study synthesizes the key research findings in the context of talent management, entrepreneurial orientation, and organizational learning to propose a conceptual model depicting these factors as key concepts to enhance organizational performance in the current turbulent business world. It also attempts to synthesize the knowledge from the aforementioned fields to better understand of the potential mediating role of organizational learning.

The COVID-19 pandemic began in Wuhan, China, in December 2019. It has created chaos around the world, including the shipping industry. It struck at a difficult time for the maritime industry as companies are trying to navigate the issues of climate change, political risks, piracy and other problems as highlighted by the International Maritime Organisation in 2020. Thus, this study tries to identify the problems and discover key survival strategies adopted by the Malaysian shipping industry during the pandemic. The results show that Malaysia’s shipping industry is suffering from a sharp reduction of business as cargo volumes decline, rising costs and labour issues due to pandemic restrictions. The key survival strategies of companies included the implementation of digitalisation and automation technology. These approaches are found to be maximised by industry players to increase work efficiency, optimise human resources and prevent the spread of COVID-19.

The maritime logistics industry is an international business ecosystem and backbone of Malaysia’s economic development. Due to the COVID-19 pandemic, we have witnessed a drastic decline of industries all over the world, which may take a very long time to recover. This paper discusses the digital transformation of the maritime logistics industry based in the Klang Valley of Peninsular Malaysia as a strategic plan to improve existing business processes and make it resilient in face of the challenges brought on by the pandemic. We evaluated the digitalisation practices of maritime logistics companies to identify enablers that can help restore the economy as the industry tries to move on under the shadow of COVID-19. The Fuzzy Delphi (FD) method is used to collect and analyse data based on the response of 18 experts with more than five years of industry experience. A total of 15 key enablers were determined and ranked in terms of priority, with the top three being changes in the long-term industry growth rate, marketing innovation and implementation of digital platforms. These key enablers may then be used to develop good strategies to enhance competitiveness and build the resilience of this sector against the disruptions brought on by the pandemic.

The purpose of this study is to assess the use of information and communication technology (ICT) in the development of maritime communities and to build the concept of blue social capital. Blue social capital comprises a social network, social trust and development resilience that take place in the Internet. As individuals constantly accept ICT changes, it helps them to obtain information easily as well as increase their social capital. However, there are still a handful of maritime communities who do not know that the blue social capital may help promote their well-being and present them with the benefits of development. Lack of exposure in ICT is one of the reasons that some people do not understand the potential of blue social capital. The problem of cybercrime and poverty will also occur if the maritime community members are not trained to use ICT. This study uses a systematic literature review to examine the relationship between ICT and building of blue social capital towards maritime community development. The literature review analyses arguments between social capital components and ICT. An expected result is a positive relationship between ICT and blue social capital in the context of maritime community development. Future research should focus on blue social capital community empowerment in urban areas.

Feeder services play a significant role in Malaysian shipping economy. A total of 87.5 per cent of feeder companies have established themselves in Port Klang, as their focal point of service, while the remaining 12.5 per cent have chosen neighbouring Singapore Port as their base. Recently, the industry players have faced many challenges, such as hyper-competition, price wars, the COVID-19 pandemic, and threats of bankruptcy, which leads to the situation known as the disruptive era. While plenty of studies have discussed the issues of feeder services by focusing on the “hub and spoke” design, route design and environmental context, there is lack of research on proactive sustainable approach in the case of Malaysia feeder services. As a result, this paper reviews the impact of the United States-China trade war, COVID-19 pandemic and hyper-competition among feeder service companies in Malaysia. An extensive literature review and online interviews are conducted with feeder service operators, government agencies and port authorities, and the data analysed using Thematic Analysis. The results show that offering competitive freight rates, reliable services and alliance between feeder operators are important in business sustainability. Meanwhile, unstable oil prices, high chartering costs and less creativity in problem-solving are factors that reduce business sustainability. This paper hopes to assist feeder service operators, researchers and government agencies in understanding and planning sustainable strategies for the industry in the disruptive era.

During the COVID-19 pandemic, international cross-border restrictions were implemented worldwide. In Malaysia, it was anticipated that the Movement Control Order (MCO) would negatively impact the maritime business as badly as it would on most other economic activities in the country. However, the lockdown in Malaysia, which aimed to “restrict movement”, “reduce contact” and further “isolate the virus”, did not impact maritime business as much as other industries. In fact, the maritime waterways remained the main artery to transport essential goods nationwide during the pandemic. This paper analyses the impact of the pandemic on the maritime business in Malaysia by studying the commercial and technical aspects. Primarily, the paper focuses on dry bulk trade, container business, port infrastructure, and parties involved in the maritime supply chains. It finds that the impact of the pandemic was minimal, and certainly not as prominent as anticipated; in fact, the Baltic Dry index touched a new high during this period. This paper uses secondary data and draws on the analyses of the Baltic Dry Index, Platts Report by S&P, and Review of Maritime Transport by the United Nations Conference on Trade and Development. The paper is divided into three sections: The changes in selected maritime sectors before and during the pandemic, the factors affecting dry bulk market growth in Malaysia, and the lessons learnt and corresponding recommendations to improve Malaysian maritime business post-pandemic.
