This chapter recounts Mayor Michael Bloomberg's public appearance at the Christian Cultural Center after he announced his run for president in 2019, wherein he apologized to the community for his record on “stop-and-frisk.” It elaborates that stop-and-frisk was practiced by the NYPD to stop people on the street, particularly young men of color, to question and search them. It also recounts the US Supreme Court's ruling in 1968 that allowed the police to stop-and-frisk a citizen given that there is a reasonable suspicion that a crime had been committed. The chapter reviews Bloomberg's record on crime and punishment. It mentions Bloomberg's response to abysmal reports of mistreatment of juvenile delinquents in upstate New York facilities and talks about how he sought to improve programs for juvenile offenders.
