In the age of the digital economy, every industry needs new infrastructure – an industry digital platform that can be used as a digital twin of an industry. According to the Russian Ministry of Agriculture, the use of specialised information platforms within the national agricultural industry increases the profitability of agricultural production by not less than 20%. This is due to a targeted optimisation of expenses and an efficient allocation of funds, which increases the relevance of their use in the sphere of reclaimed agricultural production. This research aims at providing a theoretical foundation for conceptual approaches to the development of a digital platform for the reclaimed water utilisation industry. The study is novel in that it forms the principal directions for the theory and practice of creating a digital information platform for the reclaimed water utilisation industry based on the integrated technologies for solving primary tasks of agricultural production on reclaimed lands. From the practical point of view, the study is important because it systematises the existing approaches to the development of platform economy in reclamation agricultural ecosystems and creating proposals for discussion within the main directions of its evolution. The research used information, analytical, and comparative methods, as well as the method of system analysis and both statistical and expert estimates. We analysed the use of the systems for digitalising agricultural production on reclaimed lands and found the demand and the opportunity to develop the information support for the sphere of reclamation based on modern innovative technologies. The article describes the features of the digital platform offered for development. This platform will be used in the reclaimed water utilisation industry and will provide informational and technological support for the development of reclamation activities. We also assessed the predicted results and perspectives for further development of platforms in the sphere of reclamation for the Russian agricultural industry.

The article substantiates the need for integrated development of rural territories. This article substantiates the need for integrated development of rural territories. The possibility of developing rural areas through special methods of farming based on the joint use of agricultural and nonagricultural resources (biological resources of the animal world, forestry land and agricultural land) is shown. The organization of agrotouristic hunting complexes is proposed, and they are considered a viable alternative to agricultural enterprises. The integrated activities of agrotouristic hunting farms are not only aimed at mass hunting sport, but will also ensure the viability of nearby rural settlements, focusing on the development of rural, ecological, gastronomic, cultural, educational, event and sports tourism. The functionality and significance of the proposed business idea for the “healthy” development of rural areas, with particular attention to priority social areas, are noted. In order to assess the appropriateness of a business idea, a pilot project of an agrotouristic hunting complex has been developed as part of the study.

Agroindustrial complex is a key sector of economy providing food security of the region and the country. One of the factors worsening food security is constant and increasing personnel shortage. The article studies the issues of developing federal and regional labor market. The methodology of the research consists of two parts. The first is devoted to the macro and micro levels of the market labor implementation. Labor market models used in the world practice have been generalized. Novelties in the population employment have been determined. The personnel need has been analyzed, workers’ release in the municipal units in the regions, by the branches and work groups have been studied. Factors influencing favoring personnel providing in the industry have been determined. The state gives financial support to agricultural good producers. The second part of the article studies forms, kinds, methods and scopes of the state support to the human resourcing in the region. The influence of state support for personnel in AIC on the labor supply has been estimated. The changes in dynamic of the state support have been estimated. The conclusion has been made about the importance of the state support for the personnel in developing regional agrarian labor market. The research determines the key elements for motivating highly qualified specialists in AIC. The priorities for the labor market development in the region have been determined. The results are the basis for the management making in AIC, including the Tyumen region.

Management of the development of socioeconomic systems should be reasonably considered as control of the processes of their changes. The management of the processes of quantitative and qualitative changes has a pronounced adaptive orientation, while the objects of various adaptation adjustments are traditionally the set of goals, the content of the system’s functionality, its structural construction, and economic boundaries. The complexity of the structure of the agro-food complex and the heterogeneity of its structural elements complicate the functionality of the management system for this type of territorial-sectoral entities and require the formation and use of a specific development management mechanism. The goal of managing structural changes in agro-food systems is to create the optimal structure and maintain proportions between the structural elements that maximize the efficiency of agriculture through state regulation of the development processes of territorial-industrial complexes, the impact on the product orientation of large, medium, and small businesses, the development of infrastructure support system, and intensification of innovation in agro-food complex. It is proposed to use models of balanced development as a tool for designing a development strategy for regional agro-food complexes, which are a formalized description of conceptual provisions that determine the evolution of agro-economic systems and reflect the state's position as the natural macro-regulator.
