A place to start? 从哪里开始?

How do economic geographers determine where to begin their research projects, where to locate and delimit their case studies, where and how to “cut in” to problems? In the absence of self-evident or pregiven answers to these questions, the problem-cum-choice of where and how to start is inescapably tangled up with issues of preliminary conceptualization and indeed theorization, since cases are not so much found as made, being in various ways coproduced with different “theory-method packages.” There is (and can be) no singular or universal answer to these questions. Instead, this brief intervention outlines one rationale for getting “started,” founded as such rationales should be with reference a particular approach or mode of theorization. The approach here centers on the problematic of recombinant development, on the role of extended case-study designs, and on the still sparsely realized potential of conjunctural modes of analysis.

Landscape of competition: Education, economisation and young people’s wellbeing 竞争格局:教育、经济和年轻人的福祉

This paper probes the function of competition in society through an analysis of the affective landscape that competition creates. Our focus is on education and the connected process of subjectification. We argue that the analysis of competition in human geography needs to advance through abstractions of political economy to the entanglements and relations in which competition is internalised through embodied experience. We conceive competition as a process of organising power relations that work through affective subjectivation and knowledge-production. Those processes are efficiently at work in education, and hence, in young people’s everyday lives. It is our suspicion that education is increasingly organised in a way that naturalises competition and marginalises or even closes horizons from other actual and possible modes of social relations and organisational principles. This organising frame links to ideas about learning as an individual endeavour, a linear process that can be pre-planned and measured with representational evidence. To challenge the harmful ethos of personal control and responsibility of young people for their own education and life-paths, we pursue a nonrepresentational analysis of the educational landscape of competition and approach the (learning) human subject as emergent and relationally agentive. Then, also young people’s wellbeing needs to be mirrored against the landscape in which it is continually built. As a case for our argument, we discuss two documents linked to Finnish education: an OECD document on education and national competitiveness, and the newly revised curriculum for upper secondary education.

Given that neoliberal rationality implies the economic opening of state spaces in a borderless global market, this article proposes a critical reassessment of the origins of actually existing neoliberalism, with the twofold aim of addressing the empirical shortcomings of the conventional narrative and specifying the conditions of the emergence of neoliberalization. The present authors demonstrate how the US Department of State implemented a foreign economic policy between 1933 and 1947 which constituted one of the first neoliberal experiments of the twentieth century, engendering the hotbed of transatlantic neoliberalization which unfolded, albeit incompletely, in the following decades. This revisitation of the origins of neoliberalization has, in turn, enabled a theoretical reframing of the neoliberal spatiality, intersecting multiple stream framework analysis and the neo-institutionalist approach, in order to highlight the complexity of the factors responsible for the emergence of political neoliberalism in the context of the global crisis of the 1930s and 1940s.

Measuring local, salient economic inequality in the UK 衡量英国当地显著的经济不平等

Neighbourhood-level economic inequality is thought to have important implications for social, political, and economic attitudes and behaviours. However, due to a lack of available data, to date it has been impossible to investigate how inequality varies across neighbourhoods in the UK. In this paper, I develop a novel measure of within-neighbourhood inequality in the UK by exploiting data on housing values for over 26.6 million addresses – nearly the universe of residential properties in the UK. Across two surveys, I demonstrate that housing value inequality is perceptually-salient – what people see around them in terms of housing discrepancies is associated with their beliefs about inequality. This new measure of local, salient inequality represents a powerful tool with which to investigate both the anatomy of local inequality in the UK, as well as its attitudinal and behavioural consequences.

The changing geography of service employment and the relocation of back-office service tasks to developing economies present a challenge to contemporary world city network research and methodology, as cost-driven offshoring may wrongly suggest a city’s increased importance in global city rankings. In particular, financial service firms, but also management consultancies, law firms, and other advanced producer service firms have offshored tasks abroad. These firms’ offices are attributed a vital role in the world city network literature and form the basis for world city rankings using the interlocking network model. Based on empirical research on advanced producer service firms in Metro Manila, the Philippines, this paper argues that the existence of linkages and the appearance ‘on the map’ of dominant economic flows does not automatically lead to an increased command and control position of Manila. Instead, the attraction of lower-end services leads to Manila’s dependent articulation into global service production networks. The findings challenge the key assumptions about ‘command functions’ and ‘strategic role’ of global cities that underpin the global city rankings. The paper critiques current conceptualisations of command and control in global urban network theory in the light of changing intra-firm divisions of labour in advanced producer service firms, and stresses the importance of qualitative research.

Defining the role of cities within economic networks has been a key theoretical challenge, particularly as nuanced understandings of positionality are increasingly championed over hierarchical notions of influence or power in the World City Network (WCN). This paper applies social network analysis (SNA) to identify the critical role that a wide range of cities plays in the Australian economic system. Drawing upon the set of Australian Securities Exchange (ASX) listed firms, four distinct sub-networks are compared against the overall urban network. Each of the materials, energy, industrials, and financials sector sub-networks are found to have unique configurations of inter-urban relations, which are articulated through institutional and industry-specific factors, grounded in diverse histories and path-dependent trajectories. This analysis applies five different centrality measures to understand how positionality within the overall network and respective sub-networks might better inform policymakers formulating ‘globalizing’ urban policy. This addresses the long-standing theoretical debate regarding territorially articulated hierarchies of urban/corporate power, extricating WCN research from the core-periphery assumptions tied to its world-systems theory lineage. Understanding how, rather than if, cities are global provides contextual knowledge about how cities are situated within broader circuits of production, and the exogenous relations that shape urban economies around the world, providing a framework for research in other global contexts.
