The IEEE Workshop on Applied Time Series Analysis, which was jointly organized and cochaired by Professor C.H. Chen, Southeastern Massachusetts University and Professor H.-W. Schuessler, University of Erlangen, was held October 22-23, 1983 at the Institut fur Netzwerktheorie and Schaltungstechnik, TUM in Munich, F.R. Germany. The Workshop was concerned with both theoretical and practical issues of applied time series analysis including the topics on segmentation of time series, array processing, nonstationary time series and applications to radar, geophysical, speech and biomedical signals. The papers presented are briefly summarized and reviewed.

The subject of engineering faculty and engineering graduate shortage is examined in the irrelation to the following factors: engineerings alaries and percent yearly increases therein, national cost of living index, national inventiveness, state of economy, export/import volume ratio, and national gross national product. Comparative examples a recited froin other industrialized countries. The social esteem engineers and engineering faculty areheldin, as compared to other professionals such as lawyers and medical doctors, may also have an underlying impact on the lack of societal pressure to reverse such declining trends. The study is concluded with a discussion of other relative effects of retirement benefits/pensions, wage busting, and finallist of practical recommendations for consideration and adoption at state and national leve1 .

The purpose of this paper is to attempt to promote the recognition of a phenomen which occures in digitizers used to digitally record or digintally transmit noisy analog signals, i.e. to record or transmit signal plus noise rather than pure signal. We are concerned with situations where integrity of the signal is important, but not the integrity of the noise. The phenomena is easily analyzed and understood using elementary concepts from probablity theory, but does not appear to be widely recognized. We will give specific example in seismic signal processing where this behavior predominates.
