The issue of counter-terrorism is considered to be a priority in ensuring the national security of the state and is one of the priority tasks of the Security Service of Ukraine, the reform of which involves the introduction of innovative technologies. Proactive and risk-oriented approach involves the presence of scientifically sound theories, building theoretical models based on them, defining and analyzing the real state of risks and dangers, building predictive models of their development in time and space to develop recommendations to the government to neutralize them. Terrorism monitoring is a specific information technology, the implementation of which involves the development of innovative techniques and procedures, mostly heuristic, as the search for optimal algorithms to prevent social conflicts or prevent terrorist activities. The Security Service of Ukraine as an element of the system of protection of national statehood should play the role of organizer of feedback, focusing on its work in addition to detecting and destroying terrorist groups – this is a regular task of special forces to monitor the state of the entire national security system. threats, the adequacy of the level of self-assessment of the country's readiness to ensure anti-terrorist security, primarily through the implementation of preventive measures to protect national statehood and combat terrorism, including by forecasting, identifying and timely neutralization of new types of threats and aggressions.

The article systematizes scientific works on the study of the hybrid war of the Russian Federation against Ukraine, in particular its manifestation as the leveling of basic democratic values of modern society, which include the promotion of equal rights and opportunities for women and men, as well as the author’s definition of «gender hybrid threats» and classification of gender hybrid threats. Thus, the authors note that gender hybrid threats are phenomena, trends and factors that are created artificially using diverse means and methods (political, economic, social, informational, psychological, national, religious, ethnic) to mislead or neutralize measures to implementing a policy of gender equality in order to create dilemmas and obtain disproportionate results. The authors also developed the following classification of gender hybrid threats: by localization of threats – internal, external, regional and global; by spheres of influence – political, social, informational, educational, cultural, historical and others; by nature – falsified, manipulative, propagandistic; by objects – targeting citizens, society, governmental and non-governmental bodies, the state; by subjects or sources of threats – state, non-state, national, foreign origin; by direction – point, or directed action, and complex; by source – regional, terrorist.

The publication is dedicated to questions of individual protection from negative information-psychological influences, considering the phenomenon of «hybrid war». The essence of the concepts «hybrid war» and «negative information-psychological (manipulative) influences are revealed». It is substantiated that the concept of hybrid war has been for a long time used in the West military discourse and is not something new but widely known as «unconventional» war. It is said that there are a lot of different ways of message dissemination in modern oversaturated society that influence personality’s consciousness. At the same time mass media are the most efficient instrument of information and psychological influence and that is why they are considered to be a part of strategic forces of informational confrontation. It is determined that the ability of the individual to counteract manipulative influences is understood as the implementation of anti-manipulative mechanisms (methods, technologies and techniques of psychological protection) on the basis of developed emotional-volitional stability, aimed at ensuring constructive personality’s behavior. The necessity of organizing protection against negative information-psychological influences at the social, group and personal levels is substantiated. It is noted that the media is the most effective tool for the implementation of information-psychological influence on large groups of people and therefore they can be considered part of the strategic forces of information confrontation. It is determined the main measures to protect the population from such hidden influences, which should be implemented in the general system of information and propaganda support in order to form a stable and controlled moral and psychological state of the population and troops. It is substantiated that given these levels, measures and other psychological prerequisites for combating manipulative influences, the individuals will be able to optimize their own anti-manipulative behavior and successfully organize the work on the psychological protection implementation under any conditions of influence.

The article is dedicated to the specifics of distinction of the crime provided by art. 361-2 of the criminal code of Ukraine with related crimes. Specifics of the subject of this corpus delicti is revealed. Factors resulting in criminal law articles competition are studied. It is stated that the vast majority of related crimes is designed either «for a special subject» or includes the transfer of information to a particularly dangerous addressee (foreign party), or provides the mandatory occurrence of socially dangerous consequences. It is shown the specifics of classified information unsanctioned sell or distribution classification: 11) created and-or protected with violation of Ukrainian law; 2) in case of no law regulation protected by its owner according to his own preferences, for example by creating a secure computer network or by data encryption. According to the results of the comparative analysis of the crime under Art. 361-2 of the Criminal code of Ukraine, with related crimes, their distinguishing criteria are identified and systematized depending on the specific type of the information that is subject of the crime. It is substantiated that decriminalization of the crime under Art. 361-2 of the Criminal code of Ukraine, as it is proposed by some scientists, will lead to negative consequences, because there will be several significant gaps in criminal law regulation of public relations concerning certain types of information protection. As the result of conducted research it is substantiated that there is a necessity of comprehensive review of the system of criminal laws that provide protection of public relations in the field of access to information taking into account significant changes in the sphere of information computer processing, determined due to achievements of scientific and technological progress. The article analyzes the basic concepts of information society development. Modern threats to the information security of the state have been identified. Peculiarities of development of legal bases of Internet space in foreign countries are revealed. The article substantiates that at present a person exists in an information-laden society, and the impact of this factor is much more complex and deeper than it may seem. The point is that the information environment penetrates a person, becomes a component of it, even when the person himself prefers not to react to the influences of the cyberspace that surrounds him. It has been proven that the solution to the problem of global cybersecurity lies in the creation of conditions for the protection of the individual as a subject of the global information society from internal and external threats. Therefore, it is considered appropriate to study in more detail the specifics of the information society in the context of creating appropriate conditions for the realization of all human rights and legitimate interests, comprehensive personal development. It is argued that due to the globalization of information use of cyberspace, in the formation of the relevant interstate infrastructure there are many new complex problems in the field of human security, society and the state. The vast majority of them can be solved only by improving the relevant international and national legislation, effective international cooperation to address security challenges and threats in cyberspace, and establish effective control over their sources. Among the main current challenges and threats to the global information society should be identified as follows: destructive impact on various actors (propaganda); economic freedom; clash of cultures; law enforcement issues in the context of cyber cross-border; excessive social mobility, information alienation, suggestion, zombies.

Today, in many developed countries, the analytical component in the institutional support of risk assessment and threats to national security is implemented by situational centers (SCs) at the strategic level through scientific-analytical and predictive support of the national security threat planning process. On the other hand, the common feature of such domestic situational centers is that they were created and continue to function mainly for operational management in the «manual» mode. Whereas the solution of the tasks of strategic analysis and forecasting in the field of national security requires the development of appropriate analytical content in the above-mentioned structures regarding threat assessment and identification of vulnerabilities. The outlined main problems of development of the analytical component in the institutional support Ukraine national security risks and threats assessment allow to identify a number of perspective areas of its development, in particular: inclusion in the process of continuous strategic monitoring and analysis of existing threats; forecasting the level of threats to national security and the risks they cause in the activities of the security and defense sector of Ukraine, their dynamics and the identification of new threats; planning to counter threats to national security and the risks caused by them in the activities of the security and defense sector of Ukraine.

The article discusses the certain aspects of the women’s service and work in the units of the security and defense sector. The author cites the experience of introducing gender equality into the work of special services of foreign countries and informing the public about the results of such good practices. It also notes the need to attract more women to work in the field of information security.
