Currently, domestic researchers pay much attention to the development of provisions on projects in the activities of organizations, their impact on the efficiency of organizations and the development of new provisions related to project management and organization of project activities. However, the definitions of projects and project management often given by domestic researchers are not linked to the key concepts of the theory of organization management, which leads to the fact that the provisions given by domestic researchers often have no practical application. The article systematizes approaches to defining the essence of projects in the activities of organizations, considers the reasons why projects and project activities become relevant for organizations in a competitive environment, as well as problems and their tasks in the activities of commercial organizations.

This is equally characteristic of other countries on our planet. The reason for this is the diversity of forms and purposes, and the richness of typology. It is customary to distinguish the basic functionality of NPOs – economic, social and institutional. The article makes an attempt to analyze a new type of social assistance to low-income citizens, low-income families, as well as citizens in a difficult life situation in order to formulate proposals for its improvement. The President of the Russian Federation Vladimir Putin during the meeting with senators held on 23 September 2020 pointed out that "One of the key factors in war on poverty is the social contract" (https://ria.ru/20200923/bednost-1577654986.html). The social contract is a very effective type of social assistance, as it is aimed to activating the citizens themselves in increasing their level of material security. As a result of the contract, they get the opportunity to find a permanent income, including by opening their own business or running a personal subsidiary farm, solve their difficult life situation, retraining. Despite the positive dynamics of the increase in the number of signed social contracts, the mechanism of these contracts itself needs to be improved. In particular, the author suggests that social protection institutions move to proactive social work with poor citizens, informing them more fully about the features of the social contract. It is also proposed to transfer the distribution of quotas for the conclusion of a social contract in various areas of the activities carried out within its framework to the subjects of the Russian Federation, to revise the terms of the social contract in the direction of «job search».

A system of incentives for the work of employees of the enterprise has been developed based on a competitive and innovative approach in the context of three directions: the formation of competitive advantages of the enterprise, increasing the competitiveness of products and enterprises, maximizing the profits of the enterprise. The purpose of the study is to consider the peculiarities of the formation of the market of educational services of a small city and the analysis of the factors that influence this.
