The e-Judiciary system: Obliteration of the digital divide through ICT4D in traditional justice systems 电子司法系统:利用传统司法系统中的信息通信技术消除数字鸿沟

Rural and marginalized communities of South Africa are largely governed by a system of traditional authorities, constituted by a Chief and his Counsellors. The latter thus forms a traditional judicial system which is citizen-oriented in operation. Such a system practices customary law as a method of providing justice to the community at large. A major disadvantage with this system is the lack of a proper safe-keeping environment for judicial information, which also makes it challenging to disseminate vital information to the community. This challenge, to a large degree, is encompassed by the existence and continuation of digital divide in traditional justice administration. To alleviate such a challenge, a research study was undertaken with the objective of designing and implementing an e-Judiciary (electronic Judiciary) system. The designed system operates as a web application to support traditional justice administration. It further provides a centralized portal for safe-keeping of judicial information and serves as a platform for the administration of minor offences that are solved by the traditional courts. This in essence provides a better working environment for traditional judicial leaders and eliminates the difficulty of accessing legal information by the rest of the community. Through the availability and use of the e-Judiciary system, community members are provided with understanding and knowledge about judiciary operations and services in their community. Such a system has been designed using FOSS (Free and Open Source Software) and is part of an ICT4D (Information and Communication Technologies for Development) initiative of the SLL (Siyakhula Living Lab) research group.

The purpose of this paper is to provide a general overview of an initiative known as ICT for rural education development (ICT4RED), as part of the larger TECH4RED. With a specific focus on the research and teacher proffesional development components. The ICT4RED initiative is supporting rural teachers to integrate tablets in teaching mathematics and science in schools in Cofimvaba in the Nciba district of the Eastern Cape in South Africa. The teachers have to “learn to earn” the technology and have to apply the use thereof in their classrooms with evidence of this use. This is operationalised through 10 proffesional development sessions over a period of 6 to 9 months. This paper will focus mainly on the teacher professional development as well as research components attached to this initiative.

Software quality assurance in Scrum: The need for concrete guidance on SQA strategies in meeting user expectations Scrum中的软件质量保证:在满足用户期望的SQA策略方面需要具体的指导

The purpose of this study is to identify and present the concerns of project stakeholders in relation to Software Quality Assurance (SQA) in a Scrum environment. Guided by the tenets of Classic Grounded Theory Methodology, this exploratory and inductive case study uncovers SQA concepts related to the main concern of Meeting User Expectations. In trying to resolve the main concern, the Scrum project stakeholders alluded to lack of “Concrete Guidance” on SQA strategies, tools, and techniques in Scrum, The lack of concrete guidance in Scrum requires a development team to devise Innovations which may include Adopting Practices from other methodologies and carefully designing the Process Structure to accommodate the Adopted Practices, ensure Continuous Improvement of the process, and provide an environment for Collaborative Ownership. By demonstrating the incompleteness of Agile methods with particular attention to the lack of concrete guidance in Scrum, the study draws on method tailoring literature to argue for customisation of Scrum. The study further proposes that Scrum needs to be viewed as a framework of `empty buckets' which need to be filled with situation specific SQA practices and processes in order to meet user expectations.

The design and implementation of a network simulation platform 一个网络仿真平台的设计与实现

Network security risks are becoming an increasing threat as new network attack methods are constantly being developed by hackers to compromise secure networks and devices. The use of a network simulation environment that can realistically replicate these events and their effects can enable researchers to identify these threats and find ways to counter them. In this paper we present the design of a network simulation platform which can enable researchers to study dynamic behaviour of networks, network protocols, and emerging classes of distributed applications in a controlled setting under realworld conditions.

Green cloud architecture for African local collectivities 非洲当地集体的绿色云建筑

In this work, a low energy consumption and better quality of experience suitable architecture to provide cloud services for African users has been proposed. In addition, analytical model of carbon emission level corresponding to each service involved has been elaborated. The solution which has been presented enables the energy consumption in the greenest and most efficient way by choosing the related cloud service model as well as the appropriated data center. A thorough analysis of current cloud models in terms of accesses' costs, time-consumption, accuracy and data availability according to the data centers location has been investigated in order to trace out its weaknesses. An integrated green architecture which allows installing data centers close to the final customers has been introduced. To reduce the carbon footprint, we have proposed a “green cloud data centers” in order to reduce the CAPEX/OPEX of providers and the accesses' costs of the clients. It has been shown that the proposed solution outperformed the existing one in a greener and more sustainable way to provide African's customers better quality of service of these new generations' services at lower costs.

Characterization of medical images using edge density 利用边缘密度表征医学图像

The use of medical images by medical practitioners has increased to an extent that computers have become a necessity in the image processing and analysis. These images along with their detail are crucial when practitioners are diagnosing medical problems in patients. This research investigates if the edge density of a medical image can be used to characterize it. The performance of the edge density feature is assessed by finding its accuracy to retrieve images of the same group from a database. The medical images used in this research are x-rays of the human body from five different regions, namely; hands, breast, pelvis, skull and chest regions. The edge density feature has shown to produce considerably good results in both, classification of medical images and image retrieval. For the classification using the nearest neighbor and 5-nearest neighbor techniques yielded 82.5% and 85% classification success rates respectively and 75.75% for image retrieval. The edge density approach used in this research is comparable to approaches used in literature considering that other approaches used more than one feature to achieve a higher accuracy and the results obtained in this paper only uses the edge density feature.
