Reflection upon the development of, and the future for, welfare states 对福利国家的发展和未来的思考

This chapter makes a summary of what we know about austerity, retrenchment and populism, based especially on the contributions in this book on these topics. Based on the pressure on welfare states in the aftermath of the COVID19 crisis there is further a discussion of how the virusmay have long-term consequences and whether these will be the same across different types of welfare states. This section, by its very nature, becomes more speculative, but there is, however, inspiration from the recent financial crisis and developments in the European economies in particular, which may have an impact on the scope and assessment of how the viruswill impact. © Bent Greve 2021.

The United Kingdom before and after Brexit 英国脱欧前后

The United Kingdom’s liberal welfare state has undergone profound changes since the Great Recession. Torn between individualism (advocated by successive governments under David Cameron, Theresa May and Boris Johnson) and predistribution (advocated by the Labour Party), the country has also not been immune to populism through the rise in influence of the UK Independence Party in the mid-2010s and policies advocated by Boris Johnson. Over the past decade, the most notable event that divided the country was the vote to leave the United Kingdom. Even though Brexit is best understood as a distinctive process of differentiated disintegration in the European uUnion and its long-term socio-economic effects remain difficult to predict, it certainly had a direct impact on the nature of the British welfare state itself, as welfare chauvinistic measures were proposed by David Cameron as part of the failed renegotiation package. These proposals were approved by the European Council, further suggesting that welfare chauvinism can be accepted (or at least tolerated) by other European member states. This chapter explores the past, present and future of the liberal welfare state in Europe. Following a review of the definition and conceptualisation of liberal welfare regimes, it offers a history of the development of the British welfare state and how it shifted towards neo-liberalism from the 1970s onwards. It then focuses on the Great Recession and the subsequent Brexit vote to assess how these events have affected the British Welfare State. The chapter then concludes by reflecting on the impact the Covid-19 crisis may have on the future of social policy in the UK. © Bent Greve 2021.

South Europe: reclaiming welfare post-crisis? 南欧:危机后恢复福利?

This chapter examines whether the austerity-induced reforms in South Europe, over much of the 2010s, have reconfigured the scope and scale of the public welfare systems, undermined political trust and nurtured populism. The analysis highlights cross-country trends in modernizing/rationalizing the main pillars of the welfare state prior to the Great Recession. It traces convergence in the thrust of retrenchment and flexibilization under prolonged austerity and external conditionality in the wake of the financial and debt crisis and assesses how far in the last few years recovery has spurred some reform reversals. Further, it unpicks the significance of the surge/revival of left and/or right-leaning populist movements and ideas in the last decade and the cross-country varying electoral success of a populist social agenda. Against this backdrop some preliminary considerations are raised as to how South European societies are navigating the covid-19 storm. © Bent Greve 2021.
