Korea’s visibility in the United States seems noticeably increasing these years. All around, we see Hyundai Sonatas more often than in previous years. An increasing number of people seem to be carrying cell phones and other gadgets from Samsung and LG. However, some people seem to fail to connect such items to Korea, much as we don’t necessarily think of “British” when we fill up our gas tanks at the BP stations. A while back, I was sending a small parcel item to my parents in Korea at a post office branch. I said “South Korea,” but apparently the U.S. Postal Service chart listed two Koreas under their cumbersome official names: Republic of Korea (ROK) and the Democratic People’s Republic of Korea (DPRK). The staff person said South Korea must be the DPRK because it has the word Democratic! Well, this puzzling experience happened in the City of Cleveland proper, where more than half the public high-school students fail to graduate. If so, then it’s not that puzzling, I thought. Further, the memories of the Korean War appear to be indelible in the minds of the U.S. public. But the reality is: Korea is now one of the world’s rapidly advancing countries. Korea’s new President Lee Myung-bak, in his Feb. 25 (2008) inaugural address, declared South Korea is “among the 10 largest economies in the world.”

This paper makes an attempt to make a better understanding of expert-teacher interactions through an examination of discursive practices by native English speaking ‘expert’ and English teachers from Asia. I analyzed ten online interaction events with an aim to scrutinize the construction of knowledge and expertise among in an unfolding interaction, and looked particularly into claims of expertise, participants’ positioning and identity in these virtual interactions, and any hierarchical differences in their discourses that result from the power differences between the ‘expert’ and the participating teachers. In order to analyze the data, I used the critical discourse analysis (CDA) framework and draw insights from critical pedagogy. The analysis shows that the ‘expert’, positioned as the authority of knowledge, suggested solutions to challenges that the teachers in different parts of world are facing, and also articulated his view of good pedagogical practices. The analysis also reveals that the expert’s pedagogical ideologies at times compete and contrast with those of the teachers. The study, therefore, questions the effectiveness of the taken-for-granted pedagogical theories and practices from the native English speaking professionals for the teachers in the periphery countries and suggests that teachers in the receiving end need to critically evaluate appropriateness of such pedagogical practices taking consideration of the local teaching/learning contexts. Allocation of exclusive rights enabling the authors and other producers of intellectual property to exclude non-paying users is the core aspect of copyright law. This exclusion was a foremost precondition before the market for goods containing intellectual property could come into existence. Exclusive rights are essentially monopoly rights but the extent of this monopoly is largely determined, among other factors, by the nature and scope of these rights. While these rights are critical to secure incentives to the creators so that adequate creation and development of intellectual property may take place, they may also impede the free flow of information and hence retard the creation. These rights are therefore drawn with proper delimitations to ensure that information and ideas are not unduly monopolized to the detriment of social and economic development. This paper looks into the nature and scope of the rights granted to the authors. It has six sections. This write-up aims to first clarify the notion of phenomenology by offering sayings of different experts of this genre. Thereafter, it attempts to briefly trace its genesis and classify this broad idea in three different schools viz. transcendental, hermeneutic and existential. After discussing very precisely on each of these schools, it focuses on the premises of hermeneutic phenomenology as a method for doing research. The purpose of this essay is to collect and exhibit a crude paradigmatic clue of doing a hermeneutic phenomenological research. During the course, it emphasizes on the metaphysical stance, methodological grounds, quality concerns and ethical issues that contribute to its paradigmatic assumptions. Since Independence India has made a noteworthy development in different sectors of rural development. The thrust of these programmes have been to make a frontal attack on poverty through unique employment generation programmes, productive asset transfer through institutional credit and subsidy programmes and programmes of rural housing, drinking water and sanitation. Strong thrust has been given to social security programmes for providing assistance to the destitute and poor families. Assistance and encouragement to voluntary agencies and training of functionaries of rural development form part of the emphasis on accelerated rural development in India. This paper is based on the field work experiences of the authors and concludes that any strategy for rural development must involve the effective and professional management of the NGOs (non governmental organizations) active participation of the community at all the levels.
