The interwar period was a difficult one for the Polish state authorities. In parallel with the reconstruction of the Polish state and national identity, the foundations of Polish law were being laid. In a short interval, many significant organisational changes were taking place, which also included the State Police. During this period, the administrative apparatus in Poland was considerably streamlined, and efforts were also made to build its own model of internal organisation of the state. Between 1919 and 1939, the structures of the State Police were reorganised several times. Social, religious and nationality problems or cultural differences in the newly established statehood were among the indirect causes of crime. Accordingly, among other things, a criminal police force was established to combat it. The purpose of this article is to discuss its organisation and activities in the interwar period and to give the most important legal changes that took place for this formation. The author formulated the following research hypothesis: the reorganisation of the structures of the State Police was fundamental in terms of the organisation and activities of the criminal police. In the analysis, the dogmatic-legal method was used and, due to the time scope, also the historical-legal method.

Artykuł recenzyjny jest poświęcony zeszytowi metodologicznemu wydanemu przez ukraińskich poligraferów. Przedstawili oni gotowe rozwiązania, które można zastosować podczas badań osób podejrzanych o sabotaż oraz szpiegostwo. W recenzowanej publikacji zostały omówione między innymi techniki przeprowadzania badań poligraficznych oraz przytoczone przykłady zestawów pytań używanych w trakcie testów. Notes on the margins of the Ukrainian methodological notebook on polygraph research conducted to identify Russian saboteurs and agents This review article is devoted to a methodological notebook published by Ukrainian polygraphers. They presented ready-to-use solutions that can be applied when investigating sabotage and espionage suspects. Among other things, the reviewed publication discusses techniques for conducting polygraph examinations and provides examples of question sets used during testing.

Imperialna polityka zagraniczna Federacji Rosyjskiej spowodowała poważne zmiany w architekturze bezpieczeństwa Europy Środkowo-Wschodniej. W artykule zostały przytoczone wyniki badań zrealizowanych w latach 2019–2020 metodą sondażu diagnostycznego za pomocą techniki wywiadu eksperckiego. Wzięło w nich udział 11 ekspertów w dziedzinie bezpieczeństwa i obronności. Przedmiotem badań były zagrożenia generowane przez Rosję w związku z jej ekspansywną polityką zagraniczną wobec Ukrainy i państw bałtyckich, a także ich wpływ na bezpieczeństwo Polski w perspektywie strategicznej. Na podstawie wyników tych badań oraz analizy literatury zostały opracowane trzy scenariusze (destabilizacyjny, poszerzania strefy wpływów i izolacyjny) dotyczące możliwych działań podejmowanych przez Federację Rosyjską w Polsce i wobec Polski. The foreign policy of the Russian Federation as a source of threats to the Baltic states and their impact on the security of Poland The imperial foreign policy of the Russian Federation has led to extensive changes in the security architecture of Central and Eastern Europe. In the article the results of studies were cited. Studies were carried out in the years 2019-2020, by the method of a diagnostic survey using the technique of expert interview. Eleven experts in the field of security and defense participated in the research. The threats generated by Russia in connection with its expansive foreign policy towards Ukraine and Baltic states and their impact on the security of Poland were the subject of the research. On the basis of the results of these studies and literature review, three scenarios were developed (destabilizing, expanding the sphere of influence and isolation) which concern possible actions taken by the Russian Federation in Poland and towards Poland.

Okres dwudziestolecia międzywojennego był trudny dla polskich władz państwowych. Równolegle z odbudową państwa polskiego i tożsamości narodowej tworzono fundamenty polskiego prawa. W krótkich odstępach czasu dokonywano wielu istotnych zmian organizacyjnych, które objęły również Policję Państwową. W tym okresie znacznie usprawniono aparat administracyjny w Polsce, dążono także do budowy własnego modelu organizacji wewnętrznej państwa. W latach 1919–1939 kilkakrotnie przeprowadzano reorganizację struktur Policji Państwowej. Problemy społeczne, wyznaniowe, narodowościowe czy różnice kulturowe w nowo powstałej państwowości stały się pośrednimi przyczynami przestępczości. Do walki z nią powołano między innymi policję kryminalną. Celem niniejszego artykułu jest omówienie jej organizacji i działalności w okresie dwudziestolecia międzywojennego i podanie najważniejszych zmian prawnych, których dokonano dla tej formacji. Autor sformułował następującą hipotezę badawczą: reorganizacja struktur Policji Państwowej miała zasadnicze znaczenie w zakresie organizacji i działalności policji kryminalnej. The state’s dependence on the supply of natural gas from external sources requires legislative measures to be taken to protect customers from the negative effects of political and economic events affecting the state’s internal security. In the natural gas sector, ensuring energy security and preventing emerging threats is particularly important. The purpose of this article is to present the legal solutions to protect certain groups of customers in the natural gas market and minimise the negative socio-economic effects in the event of an interruption to gas supply or a sudden increase in gas prices. The introduced legal regulations emphasise the unique specificity of the natural gas market, the essential feature of which is its relationship with imports.

The objective of this article is to bring a closer look into the processes of social radicalisation which are the concomitant of COVID-19 pandemics in Federal Republic of Germany. Furthermore, the author is trying to reconstruct the procedures of recon analytics taken by internal civil counterintelligence services in federal states of Germany. Nascent of grassroots movements united against COVID-19 restrictions, obligatory vaccination and general questioning of COVID-19 pandemic, has led to inscribe mentioned groups onto the official agenda of internal civil intelligence services ditto provide measures of operational reconnaissance related to these groups.

Celem artykułu jest zanalizowanie uwarunkowań, standardów i zasad współpracy Komisji Nadzoru Finansowego z wybranymi podmiotami systemu bezpieczeństwa państwa. Jest to szczególnie istotne w kontekście dynamicznego rozwoju rynku finansowego, wyzwań płynących z informatyzacji tego rynku w dobie pandemii oraz sytuacji geopolitycznej związanej z wojną w Ukrainie. Autorzy przyjęli hipotezę, że skuteczność współpracy podmiotów odpowiedzialnych za bezpieczeństwo państwa zależy z jednej strony od właściwych podstaw prawnych, a z drugiej od czynników miękkich, takich jak wzajemne zaufanie, wspólnota celów oraz kompetencje pracowników i funkcjonariuszy instytucji publicznych. Artykuł ma charakter przeglądowy z komponentem teoretyczno-empirycznym. Dokonano w nim analizy dorobku doktryny i aktów prawnych oraz przeanalizowano zgromadzony materiał empiryczny. Na potrzeby prowadzonych rozważań wykorzystano metodę dogmatyczno-prawną oraz analizę materiałów źródłowych Urzędu Komisji Nadzoru Finansowego oraz Komisji Nadzoru Finansowego. Determinants, standards and principles of cooperation between the Polish Financial Supervision Authority and selected stakeholders of the state security system The aim of the article is to analyze determinants, standards and principles of co-operation between the Polish Financial Supervision Authority and selected stakeholders of the state security system. This is especially important in the context of the dynamic development of the financial market, challenges resulting from the computerization of this market in the era of pandemics and the geopolitical situation related to the war in Ukraine. Authors accepted the hypothesis that the effectiveness of cooperation of entities responsible for state security depends, on the one hand, on the proper legal basis, and on the other hand, on soft factors such as mutual trust, community of goals and competence of employees of public institutions and officers. The article is a review with a theoretical and empirical component. The doctrine and legal acts were analyzed, and also empirical material collected during the research process was analyzed. For the purposes of the considerations, the dogmatic-legal method and the analysis of source materials of the Polish Financial Supervision Authority were used.

The article discusses administrative regulations relating to the organization of the system for the protection of classified information in the Republic of Croatia and Bosnia and Herzegovina, as well as presents the criminal laws on crimes against the protection of classified information in force in these countries, along with an interpretation of these laws. The article also presents selected administrative regulations governing the procedure for carrying out security clearances for the issuance of a security clearance allowing access to classified information. In addition, the rationale for classifying information and assigning it a specific classification is discussed. On the basis of an analysis of the provisions in force in Bosnia and Herzegovina (Article 164 § 9 of the Criminal Code) and a comparison with those in force in Poland, among other things, a conclusion was drawn that Polish legislation does not include a countertype that would relieve from criminal liability depositaries of secrets who transfer classified information (without obtaining the consent of the authorities specified by law) in order to prosecute the perpetrators of crimes. The above can be the basis of a legislative de lege ferenda request. The article does not exhaust the topic covered, but merely indicates selected issues of the system of protection of classified information. The exploration that has been initiated may be used to conduct in-depth studies of the issue at hand in the future.
