Electronic Government (E-Government) was implemented to achieve the good governance. Ministry of Tourism (Kemenpar) has implemented E-Government, even though its implementation does not meet the expectation yet. Kemenpar’s performance value of PeGI (The ranking of E-Government of Indonesia) in 2014 was 2.47, it has decreased to 2.04 in 2015, and was ranked as a Low category. This declining value not only affects the governance and the quality of public service, but also shows that, there were obstacles encountered by Kemenpar to implement E-Government. The purpose of this study is to find factors which inhibited the implementation of E-Government. Quantitative approach with questionnaire and liniear regression analysis will be conducted in this study. This study found that there were only 6 out of 9 factors proven that will inhibit the implementation of E-Government in Kemenpar, i.e lacking of objectives and strategies for implementation, lacking of collaboration and coordination within Kemenpar, the technology that has not integrated, the E-Government service frequently unavailable and resulted to low levels of intention to use, lacking of confidence in digital information, and the failure when using the service resulted to low levels of data storage security.

In 2015, Maternal Mortality Rate (MMR) was still high especially in Indonesian. It had strong a correlation in Millenium Development Goals to achieve the better quality of human life. Surprisingly, most of maternal mortality case is usually preventable with good quality of knowledge. In this day, the use of social media has been increasing. In 2016, social media has been using by 2,34 billion people worldwide and the sixth highest number of internet user comes from Indonesia. Besides that, pregnant women have a tendency to use social media for seeking out about health information during pregnancy in prenatal, perinatal and postnatal also reproductive health topics. We created Jakpros application, a smart mobile application who designed for women. The purpose of it is for serving better health service and reliable information. Our aim in this study is to analyze how the educational page in Jakpros application can increase pregnant women knowledge. We recruited 126 pregnant women participant from 9 several sub-district hospitals in Jakarta. We detected their knowledge of reproductive health in pre-test questionnaire about basic pregnancy. After that, we guided them to download Jakpros application on their mobile phone. We asked them to use it in 2 weeks, and we were seeing their knowledge in post-test. The observational analytics study was using cross-sectional and analyzed by SPSS 24 to see the differences in knowledge. Their knowledge has been increasing after they used the educational page feature in 2 weeks. Along with this era, Jakpros application is an effective platform for making pregnant women is more educable.

One of the challenges during game development is to find a way on how to make the players actually enjoy the game itself while being quite hooked by its gameplay. In almost in every game, player must play the game through challenges to complete the game’s main objectives. Enjoyment is highest when the game’s challenges, which are either hard-coded or adaptively put forth by AI, are of appropriate difficulty with respect to the player’s skill. In order to balance out between these two aspects, a difficulty adjustment is needed. In this paper, we study an application of Monte Carlo Tree Search (MTCS) for creating such a balancing using role playing games as the case study. The key idea is the intuition that a game’s difficulty is balanced if any of the player or the AI can win or lose the game by only a small margin. We conduct experiment to see if the method is appropriate for this problem

The analysis of learner’s learning process on an interactive learning media tends to involve a huge amount of data gathering. The analysis aims to explore patterns and relationship of such data to understand the learning experience and identifying learner’s trap states in the learning process. Such data analysis tends to be a nuisance for stakeholders such as class instructors (i.e., teachers) and educational researchers. This research suggests a development of a web-based software application that utilizes the usage of visual artifacts as an approach of educational data mining to analyze learner’s learning process in an interactive learning media. The developed software aims to visualize the learner’s activity sequence, furthermore, to identify learning paths toward bottleneck states due to lack of understanding of a problem given. Such information is then passed to the instructors as a key information to create a proper feedback to the learners based on its results. As a case study, this research uses the data log of Monsakun, a digital learning environment that focuses on exercising arithmetic using story-based question by using a problem-posing approach with an integration of mathematical sentences.

As one of the world’s fastest-growing internet market, South-east Asia, led by Indonesia, spelling enormous potential for the online travel and tourism market. However, research related to this field especially in the tourism supply chain is still very limited. This study will examine supplier performance measurement using a balance scorecard approach to fit the requirement of an online travel agent company called Khkhotel.com that acts as a transaction broker. Based on a previous research, it is said that a transaction broker needs to build a strong partnership with its supphers to serve its customers very well. Moreover, with the increasing number in partnership and competition, there is an increasing need for onhne travel agent companies to measure and get an up-to-date information about their supplier performance. This study has successfully translated the Klikhotel.com’s vision and strategy through a balanced scorecard that generates a road map for executing a new strategy.

Startups with a platform-based business model generates self-employed people despite its possibility to cause a disruption. The technical workers who work independently in a ”gig economy” create new jobs that are expected to reduce the unemployment rate. Several startups are failed and must be closed although they have received some funding from investors. In 2015, there were 20 startups in Asia that failed and had to be closed, which seven of them were from Indonesia. In 2017, there were six startups that had to be closed. The purpose of this research is to analyze startup sustainability with the platform based business model in Indonesia. This research is conducted using qualitative method with semi structured interview model to the founders or C-level of startup with platform based business model in Indonesia. The result shows there are six main themes that affect the platform based startup sustainability: startup ecosystem, human resources, investors, finance, products, and competitors.

Undergraduate thesis is a student scientific activity which is accountable and also needs supervision and examination from lecturers to make sure it has a good quality. Therefore, supervisor and examiner should be the person that expert in a specific theme of undergraduate thesis. The purpose of this research is to build the examiners recommendation system on proposal seminar of undergraduate thesis. The method that applied is Content-based Filtering. Content-based filtering is applied because this research focuses in using the content of document. Undergraduate thesis report document is used as reference in this recommendation system. Undergraduate thesis report document is grouped based on the theme by using K- Means Clustering. The closeness of undergraduate thesis proposal is calculated from every centroid produced. The system will recommend which lecturers are in the cluster of nearest centroid. System testing is performed by measuring system performance using Ordered Analysis with Euclidean distance. The result of recommendation system has error value 0.385 which means the recommendation system has average level in the range of scoring 0-1. The accuracy of subset between recommendation result and actual data is 85%.

Facial expression recognition is an active research challenge in computer vision and artificial intelligence since facial expressions contribute non-verbal information in human communication. Capturing facial features become an important phase in facial recognition systems. Finding suitable feature descriptor is essential to determine the recognition results. We propose a novel geometric feature extraction method which apply simple calculation techniques for facial components to ensure the robustness for each variation of pose. Unlike any other features which require more efforts in a transformation process, the proposed method efficiently works directly on pixels basis. We apply our proposed features into a facial expression recognition system and validate emotion results on extended Cohn Kanade (CK+) emotion dataset and gives accuracy rate 93.67%.

The number of population increases over time. At the same time, technology has advanced to a point where most of our data is stored as digital data. Due to the increasing amount of people and digital data, speed become more important. One example is the use of Electronic Identity Card (e-KTP), specifically fingerprint in Indonesia. Identification can take a lot of time for a large amount of people. Thus, there is a need for optimization in fingerprint identification. One of the possibility of optimizing fingerprint identification is through indexing. This paper proposes an optimization for fingerprint indexing, based on Minutia Cylinder Code representation, with the speedup of 2.5 to 66.8 times using GPU.

One example is the use of Electronic Identity Card (e-KTP), specifically fingerprint in Indonesia. Identification can take a lot of time for a large amount of people. Thus, there is a need for optimization in fingerprint identification. One of the possibility of optimizing fingerprint identification is through indexing. Taxi service as a reliable means of public transportation is a public need. Classification of payment types is performed on New York City Yellow Taxi Trip Open Data that considered as big data and there is a number of unlabelled data greater than the number of labeled training data was situated. We used the framework namely learning from unlabelled data (lfun) and deep learning neural network as the classifier to address the classification problem. Experimentation to find out the better performance of using lfun was conducted. We achieved the f-measure average value reaching 0.725 for classification using the lfun framework.
