This article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. The article details the specific mechanisms used to pursue this articulation through the creation of a policy network known as NiñezYA. This in turn suggests that other foundations and NGOs could use the same strategies to increase their influence in policy making.

This article analyzes how leadership is practiced in social movement organizations (OMS). Drawing on Critical Leadership Studies, and based on qualitative empirical research conducted in the organizations of the Spanish 15M protest movement, we analyze leadership perceptions, tensions and practices in dealing with these challenges. Our findings indicate that leadership practices in the investigated OMSs are autonomous, reflective and rule-based. Emphasizing collective reflection and rules highlights two aspects of leadership in OMSs that have been largely ignored in the discourses. Nevertheless, they turn out to be important means to address the challenges of autonomous leadership.

Medellín and the Aburrá Valley are internationally recognized for their capacity to design bold projects regarding transportation and sustainability. However, the city's mobility dynamics show a different reality: the number of vehicles has grown steadily over the last 20 years. The metropolitan inhabitants spend 44% more time mobilizing in the city than 12 years ago and air quality has become the main challenge on the city's environmental agenda. The purpose of this article is to understand, from the analysis of public policies, the reasons why no progress has been made in the implementation of policies that effectively discourage the use of private vehicles in the Aburrá Valley. Through the analysis of the demand management instruments enforced between 1999 and 2019, it is concluded that mobility policies produce contradictory effects with each other: they systematically avoid the restriction and disincentives to the use of automobiles and motorcycles and focusing predominantly on the expansion of road infrastructure. At the same time, they undertake actions, to a lesser extent, to stimulate the use of other means of transportation.

The pandemic is already forcing many individuals, businesses, and governments to rethink much of what they do and how they do it. As such, it presents an opportunity for public administrators to reimagine the criteria they use when designing and implementing programs and policies, and to more actively engage in prevention of identity-based violence. In this contribution, we suggest a new analytical lens to guide public administrators’ decision making, one informed by the theory and practice of mass atrocity prevention. This perspective recognizes that the decisions and actions of public administrators in response to the pandemic will influence whether individual countries and the global community writ large will be at increased risk of mass atrocities or if they will be more resilient and better positioned to prevent such atrocities. The COVID-19 pandemic represents both an imperative and an opportunity to reduce risks of mass atrocities, and public administrators have a vital role to play in this process.

This work aims to reflect on the link between the bureaucratic capacities probably involved in the management of States that are recognized in two currents: neoliberal and neo-developmentalist and the development of the training offer in Administration and Public Management in Argentina during the last twenty-seven years, from questioning ourselves: what would be those capacities in each case? And what training offers would feed those capabilities? The work postulates that this training field is defined by the promises regarding their graduation profiles and the scope for them designed, at the same time that it is constituted as an institutionally consolidated horizon for the formation of state bureaucracies. The problem of the formation and training of political cadres for the management of the State is a concern that cuts across both theory and political practice. It is a question that needs to be addressed from both perspectives, since different complexities and challenges are posed when it comes to thinking about academic programs: What competencies do cadres require for the management of the State? Where do these training and capacity building instances have to be developed? How do they achieve their concretion and institutionalization? This paper studies the problem of private organizations role on governance, in order to advance in the understanding of decision-making processes regarding to the assignment of private resources on public issues. In particular, from an institutionalist perspective and using polycentric governance as an analytical category, it studies the decision of some private organizations to allocate resources on public education in Antioquia, Colombia. The qualitative analysis allows asseverate that, indeed, there are multiple decision-making centers lack in articulation but, at the same time, with formal and informal scenarios to get cooperative agreements. In brief, this paper is a contribution to governance analysis on public issues from a private perspective, an issue that deserves to be more explored from government and public policies studies due to it constitutes an important matter on the public decisions processes. This paper analyzes the process of formulation and adoption of accreditation as a component of the higher education quality policy in Costa Rica. This is done from a neoinstitutionalist approach, using the Scharpf (1997) model. Public universities are identified as promoters and directive actors, while private universities are regarded as allied actors. Some international organizations and the government are also key actors in the formulation and adoption process. The adoption of the public interest nature of the National System of Accreditation of Higher Education (Sinaes) is carried out via Law N°8256 of the Republic. The belief and perception of the actors fundamentally lies in considering that the quality of higher education is affected by the massification and proliferation of private universities, as well as the ideas of international organizations that propose as an alternative solution the creation of national education systems accreditation and use evaluation tools to ensure quality. To carry out the analysis, it used discourse analysis, in official documents from Conare and the University of Costa Rica are used, as well as articles from the newspaper La Nación. The purpose of this paper is to analyze the institutional dimension of the Municipal Council of Ituango, Antioquia (institutional capacities and normative competences), as well as the attitudinal dimension (perceptions, positions) of its councilors, for the implementation of point two of the referred Peace Agreement to political participation and democratic openness. An analyticalinterpretative exercise is chosen that allows not only to provide a comprehensive approach to a collegiate government body such as the Council, but also to understand the diverse dynamics that constitute it, which in some way affect decision-making, in the programmatic orientations, the focus of the resources, among other topics. Public security has taken relevance in the public policies that seek to upturn the causes of a phenomenon, and it is here where we find crime prevention. As such, by studying the causes of a phenomenon, observing it in a broader dimension and analyzing its qualitative and quantitative aspects, we can contribute to the creation of public policies that work from the root cause of the problem, not just react to the problem itself. The main goal of the present investigation, which is still in its first steps, is to analyze the possible structural causes which could be related to the increment in criminal rates, trying to find up to what point issues derived from marginalization, which manifest as social cohesion problems, contribute to an increment in delinquency.
