PANDEMIA: OS DESAFIOS DAS MUDANÇAS INSTITUÍDAS E DA MANUTENÇÃO DA SEGURANÇA JURÍDICA 大流行:实施变革和维持法律确定性的挑战

The purpose of this scientific article is to analyze the changes caused by social distance and the restrictions imposed and what are the impacts of these changes on society, both in daily activities and in terms of legal security. Thus, a qualitative research of the theme to be examined was carried out, using the technique of bibliographic and documentary research, with analysis of points of Provisional Measures 927/2020 and 936/2020, of the Federal Constitution of 1988, as well as of the telepresencial teaching method. In this way, it will be possible to conclude with this brief study, that given the inertia of more effective public policies, workers and students rights were made more flexible in order to minimize the effects of the pandemic and ensure that citizens can enjoy, at this unique moment, the constitutional guarantees minimum rights attributed to them by law. However, the absence of these effective policies and sometimes the still existing legal insecurity of the legislation, opens up the vulnerability, harming and limiting low-income workers and students with restricted access to technology.
