يهدف البحث الحالي إلى معرفة مدى امتلاك طلبة المرحلة الرابعة في كلية التربية لمهارات التفكير الناقد وتم اختيار العينة من طلبة المرحلة الرابعة كلية التربية / جامعة القادسية في الفصل الثاني 2014 – 2015 وتكونت عينة البحث من (332) طالب وطالبة وأعد الباحثين اختبار يقيس (5) مهارات وهي (معرفة الافتراضات، الاستنتاج، التفسير، الاستنباط، تقويم الحجج) ولكل مهارة (ست مواقف) وبالتالي الاختبار الكلي للتفكير الناقد مكونمن (30) فقرة وبعد التأكد من صدق الأداة من خلال عرضها على المحكمين وحساب ثباتها باستخدام معامل ارتباط بيرسون وطريقة إعادة الاختبار أصبحت الاداة جاهزة للتطبيق وللمعالجة البيانات تم استخدام الاختبار التاني لعينة واحدة ولعينتين مستغليتين لمعرفة دلالة الفروق الاحصائية بمستوى دلالة (0، 05) وأسفرت نتائج البحث من وجود ضعف في مهارات التفكير الناقد لدى طلبة الجامعة ويعزى ذلك إلى عدم توفر التخطيط الصحيح للمناهج الدراسة وعدم امتلاكها لمواقف تعليمية تساهم في إثراء عملية التفكير لدى الطلبة في متغير الجنس تم الكشف عن وجود فروق بين الذكور والإناث في مهارات التفكير الناقد ولصالح الإناث في المهارات الفرعية وفي ضوء البحث تم التوصل إلى عدد من التوصيات والمقترحات. ,The current research aims to find out the extent to which the fourth stage students in the College of Education for critical thinking skills were selected sample of students in the fourth stage College of Education I University of Qadisiyah in the second quarter 2014- 2015 and formed the research sample of (332) students and prepared researchers test measures (5) Skills They (knowledge assumptions, conclusion, interpretation, inference, calendar arguments) and for each skill (six positions) and thus the overall test of critical thinking component (30) paragraph After confirming the veracity of the tool through submission to the arbitrators and account persistence using the Pearson correlation and the method of re-testing laboratories The tool is ready for application and data processing was used samples t test for one sample and two samples Mstglten to see significant statistical differences level of significance (0.05) and resulted in the search results from a weakness in critical thinking among university students the skills an due to the lack of proper planning provide a curriculum study and they do not possess the positions educational contribute to the enrichment of the thought process of the students in a changing sex is detected the presence of differences between males and females in critical thinking skills in favor of females in the sub-skills in the light of research has been reached on a number of recommendations and suggestions.

هدفت الدراسة إلى تقديم تصور مقترح لتطوير عملية الترخيص لمزاولة مهنة التعليم بفلسطين في ضوء بعض التجارب الإقليمية والعالمية المعاصرة، من أجل ضمان اختيار أفضل العناصر وحماية المهنة من العناصر متدنية الكفاءة الأكاديمية والمهنية، وذلك في إطار دراسة شاملة تتناول التأصيل والتحليل التاريخي والفلسفي لقضية الترخيص لمزاولة مهنة التعليم، والقراءة المتبصرة لبعض التجارب والخبرات الإقليمية والعالمية في هذا المجال، وقد استخدمت الدراسة المنهج الوصفي، وخلصت إلى تقديم تصور مقترح لتطوير عملية الترخيص لمزاولة مهنة التعليم بفلسطين، متضمنا فلسفة ومنطلقات وأهداف وآليات تطبيق، وكذلك ضوابط وتوصيات ينبغي مراعاتها لنجاح التطبيق، وقد تم عرض التصور المقترح على مجموعة من خبراء التربية في فلسطين لضبطه وتدعيمه والتأكد من صدقه واتساق بنوده ومحاوره. Abstract : A Suggested Proposition for Developing the Licensing Process for Practicing the Profession of Education in Palestine in the Light of Some Contemporary Regional and International Experiences. The study aimed at providing a proposal through which the licensing process for practicing the profession of education in Palestine in the light of some contemporary regional and international experiences can be developed, in a framework of a comprehensive study of rooting and historical and philosophical analysis of the issue of licensing the practice the teaching profession, and thorough reading of some contemporary regional and international experiences and expertise in this field, the study used a descriptive approach. In the conclusion, the study brought a proposal to develop the licensing process for practicing the profession of education in Palestine in the light of some contemporary regional and international experiences, after analyzing those experiences and taking advantage of them and adapting them to the Palestinian environment, the proposal included a philosophy and perspectives, objectives and implementation mechanisms, as well as limitations and recommendations should be taken into account for the success of the implementation, A Suggested proposition has been presented to a group of education experts in Palestine to adjust and strengthen and ensure consistency and sincerity of its clauses and themes.
