The development of eco-city in China turns to a phenomenon recently, and some sample projects have been scheduled in the nationwide. Nevertheless, the planning of eco-city focuses on static construction with green technologies; in this study, the planning and operation of eco-city will be regarded as a complex system engineering that requires collaboration of systems from various categories and considerations for the sustainable development of eco-city. The framework suggests a core of circular economy that activates and maintains the development of eco-city; four key categories in the process of system engineering will interlink to each other and interact with economy activities in the framework. Several pilot international standards of eco-city, including LEED-ND, CASBEE-UD, and EEWH-EC are applied to monitor and evaluate the performance of entire eco-city system. Through the system engineering process, challenges and goals of eco-city will be analyzed and clarified at early stage, and a supposed framework of system design will be applied for planning and operating with monitoring mechanism. This work will enhance viewpoints of urban designing towards a more dynamic, systematic insight of eco-city development.

Institutional innovation is the key to form the new pattern of urban-rural integration in China. This paper describes the efforts and policies of Chinese government in the last three decades and analyzes the impacts of these policies on the urban and rural development. First, the Five-Year Plans since 1980s are analyzed to uncover how the national strategy of urban-rural integration has been promoted. Second, the institutional innovation and its practice by the central government since 2008 are reviewed. Third, the historical impact of different hierarchical administration systems on the urban-rural relationship is analyzed. Finally, the significance and mission of administration reform are discussed. The practice of the national strategy of urban-rural integration provides great impetus and opportunity for the innovation of administration reform to improve in those aspects such as administration efficiency and administration scale.

This paper explains why China's future requires a “right” urbanization and how it can be achieved. The paper first indicates that the process of a “right” urbanization should be gradual in order to reduce destruction to the rural sector and the end result should appropriately diminish Chinese rural and urban divide. In addition, the paper advises that Chinese urbanization should avoid two pitfalls: the belief that a complete urbanization destines China to a better future and the belief that Chinese urbanization can be separated from rural development. The paper also proposes two approaches in order to achieve a “right” urbanization: the allocation of more resources to rural migrant workers, and an appropriate balance of urbanization, industrialization and rural development through empowerment of rural migrant workers. Responding to proposals of current radical urbanization in several inland cities and regions, and a relatively stagnant pace in the coastal area, e.g. Guangdong province, the last part of the paper examines the Pearl River Delta (PRD) model which mainly influenced the development in the Chinese reform, and suggests that a progressive PRD model according to the two approaches above can be a “right” model in the future Chinese urbanization.

Under the background of overall urban and rural development plan, this article, taking Nanjing as an example, reviews the urban and rural transport system reform and analyses the existing problems and the block dragging continue reform. On this basis, this article references other cities' advanced transportation administration system experience and offers a strategic program of the integrated urban and rural transportation administration reform model, detailing countermeasures from such eight aspects as transport policy, organization, planning, construction, operation, service, tax fee, information, The results of this study not only contribute to the advancement of urban and rural integrated transportation system, but also may serve as countermeasures reference for urban transportation managers to grasp the Big Department System Reform.

Mega-city region development is one of the dominant themes of urban development in the global economy. China's Pearl River Delta (PRD) region is one of the country's most advanced regions and has become a focal point of city-regional development. This article examines the latest regional planning and development to analyze the economic, political, and social transformations in the PRD region. Major mega-city regions in the PRD and their economic, political and social interplays are studied. Regional policies including economic development, transportation planning, and social integration in selected city regions are analyzed to draw practical lessons and develop policy recommendations. This article finds that the interplay of economic, political, and social factors, both global and domestic, are important in shaping the planning and development policies in the PRD region and calls for further studies to promote mega-city region development.
