Understanding the maturity of EU code of conduct on data centres: A Mauritian case study explained 了解欧盟数据中心行为准则的成熟度:解释毛里求斯的案例研究

Information Technology (IT) significantly impacts the environment throughout its life cycle. Most organisations and data centres in Mauritius have not paid enough attention to this until recently. Given the relative energy and materials inefficiency of most IT infrastructures today, many green IT initiatives can be easily tackled at no incremental cost. The EU Code of Conduct for Data Centres (EUCOC) is one of such initiatives developed in response to increasing energy consumption in data centres and the need to reduce the related environmental, economic and energy supply security impacts. Despite the importance of performance metrics, there is relatively little activity on applying metrics in the Mauritian data centers. In this paper, the EUCOC best practices were applied and analysed in one of the Mauritian data centre and compared with a similar one in the UK. Additionally, this paper also recommends on useful metrics for data centres that are at the early stage of the “Greening process”.

Exploring three approaches to offer distance learning courses through a social network of health researchers in three African countries 探索在三个非洲国家通过卫生研究人员的社会网络提供远程学习课程的三种方法

The Institute of Tropical Medicine in Antwerp hereby presents the results of two pilot distance learning training programmes, developed under the umbrella of the AFRICA BUILD project (FP7). The two courses focused on evidence-based medicine (EBM): with the aim of enhancing research and education, via novel approaches and to identify research needs emanating from the field. These pilot experiences, which were run both in English-speaking (Ghana), and French-speaking (Mali and Cameroon) partner institutions, produced targeted courses for the strengthening of research methodology and policy. The courses and related study materials are in the public domain and available through the AFRICA BUILD Portal (http://www.africabuild.eu/taxonomy/term/37); the training modules were delivered live via Dudal webcasts. This paper assesses the success and difficulties of transferring EBM skills with these two specific training programmes, offered through three different approaches: fully online facultative courses, fully online tutor supported courses or through a blended approach with both online and face-to-face sessions. Key factors affecting the selection of participants, the accessibility of the courses, how the learning resources are offered, and how interactive online communities are formed, are evaluated and discussed.

Streamlining capacity development for employment 精简就业能力建设

Unemployment has been viewed as a challenging situation for different economies. The issue of unemployment has been outlined as one of the inhibitors of economic growth. As African countries are concerned with addressing the issue of unemployment; this paper proposes a strategic intervention to counter unemployment through Capacity Development and bridging the skill gap between the market skill requirements and the skills of individuals. The proposed model aims at creating a supply demand balance and drive the attraction of new business opportunities while feeding the talent pool with more qualified human resources. This paper also outlines a relevant Capacity Development initiative that is being conducted in Egypt along with significant successful results. It also discusses the future prospects and developments that this model accommodates for; including streamlining knowledge sharing and Capacity Development between African countries as well as a set of recommendations to empower the application of this model.

An integrative ICT platform for eHealth 电子保健综合信息通信技术平台

Both eHealth and mHealth have much potential for efficient and effective health service delivery. However, fragmentation of applications and the lack of interoperability have been identified as major challenges for the effective deployment of eHealth and mHealth solutions. This paper presents the design of an integrative ICT platform for eHealth that enables (1) the integration of heterogeneous health related information, (2) the orchestration of eHealth and mHealth services and (3) easy deployment of mobile services independent of mobile device, operating system or network. The aim of the platform is to accelerate the adoption of mHealth solutions in support of the reengineered primary health care model and to facilitate the integration of existing eHealth and mHealth solutions on a service and information level. The platform is designed for the context of the South African primary healthcare system, but is relevant to any eHealth environment where integration, orchestration and mobile communication is required.

The health situation especially in developing countries must be improved. This is the aim of several governmental and nongovernmental organizations. To improve the health situation it is important to know about the spatial and temporal distribution of a specific risk. The existing risk, e.g. for the outbreak of a disease, can be visualized with risk maps. We developed a mathematical method, with which it is possible to estimate the existing risk at a specific location. Because of the use of Fuzzy Logic it is possible to combine information about the existing risk with other data based on Fuzzy Logic, like the spatial distribution of medical resources. Thus it is possible to take effective countermeasures to improve the health situation.

Impediments to interagency statistical information sharing amongst government agencies in Uganda: A G2G adoption 乌干达政府机构间统计信息共享的障碍:采用G2G

Statistical Information Sharing (SIS) amongst Government agencies is a form of Government to Government (G2G) mode of e-Government and despite its importance it continues to be a challenge. This paper examines the barriers of SIS amongst Government agencies in Uganda using a literature review on G2G, Information sharing models, Public Administration theories to propose a conceptual framework for study. The study adopted a case study design using a triangulation of both qualitative and quantitative approaches. The study covered 13 Government agencies that are involved in two data sharing collaborations coordinated by the National Statistical Office since 2008. The study population of 70 included IT, Statisticians, data sharing staff that participated in an online survey and 9 key interviews were also done. Correlation and Regression analysis were done using SSPS. The study revealed that 4 major impediments to SIS namely IT compatibility, costs, data standards and top management support with the respective correlation coefficients (R) IT Compatibility = 1.596, Cost =0.529, Data Standards = 0.446, Top Management = 0.443 and Coordination = 0.310 respectively. The research recommended Government to provide standard IT equipment, create a collaborative platform to ease SIS, document and standardize all meta data across the agencies central government should increase funding for SIS related activities and increase of top government support amongst others.

Streamlined approach to online banking authentication in South Africa and Europe 简化了南非和欧洲的网上银行认证方法

Online banking now requires additional levels of authentication in order to prevent fraudulent transactions. The first, and still most prevalent, method of authentication in South Africa makes use of the mobile phone. By using an SMS to send a one-time password, or Push USSD to immediately require action from the user, the online bank system attempts to verify the authenticity of the transaction. Newer methods, particularly found in Europe, make use of specialised devices that incorporate existing bank tokens, i.e. chip card, to further validate any online transactions. Both of these methods have security defects and usability issues. A new method that uses the best of the approaches and includes additional factors, e.g. biometrics, is explored.

Requirements for secure graphical password schemes 安全图形密码方案要求

Visual or graphical passwords have been proposed as possible alternatives to alphanumeric passwords. People can remember these better and for longer periods than they can alphanumeric passwords. Visual passwords can, however, not yet be readily adopted for use due to the disadvantages associated with them. There has therefore been a move in literature to discussions on efficient implementation of visual password schemes. This paper analyses the current challenges in the design of visual password schemes as well as the factors affecting security and usability of such schemes. The paper further presents requirements of a visual password scheme providing ease of use, a large enough password space and secure password images.

Applying keystroke dynamics techniques to Facial Thermography for verification 将击键动力学技术应用于面部热成像验证

The problem of verifying that the person accessing a system is the same person that was authorized to do so has existed for many years. Some of the solutions that have been developed to address this problem include continuous Facial Recognition and Keystroke Dynamics. Each of these has their own inherent flaws. We will propose an approach that makes use of Facial Recognition and Keystroke Dynamic techniques and applies them to Facial Thermography. The mechanisms required to implement this new technique are discussed, as well as the trade-offs between the proposed approach and the existing techniques. This will be followed by a discussion on some of the strengths and weaknesses of the proposed approach that need to be considered before the system should be considered for an organization.

The emergence of new technology calls for fundamental rethinking and transformational shifts in the way we look at government functions and its service provisioning to the public. Governments are increasingly being solicited to take on the roles of a facilitator and enabler - to collaborate with the public, private and community sectors in creating new digital channels and solutions to be closer to citizens and businesses. This paper deliberates on the role of the Mauritian Government for creating a society of the future for citizens. To build a one stop shop model for public services, Government is required to view itself through different lenses: citizen-centricity, internal-external balance and sustainable outcomes. Servicing citizens digitally has been a successful model across developed countries. This model has to be embraced and adapted locally under Public and Private Partnerships.
