Special Aspects of Transfer to Distance Learning at the Stage of Pre-university Training for Foreign Students 外国留学生大学预科阶段远程学习转移的特殊问题

The article deals with special aspects of transfer from full-time (class) to distance learning during pandemic COVID-19 self-isolation period in 2020. Opinions of researchers, material developers and teachers about advantages and disadvantages of distance learning are given in the paper. Social survey was carried out, where foreign students of pre-Master degree level and pre-PhD level training of preparatory faculty for foreign students of Kazan (Volga region) Federal University were questioned. Points of view of surveyed foreign students about advantages and disadvantages of distance learning were analyzed basing on the results of the survey. The survey highlighted the questions connected with educational process, problems of technical support and also emotional state of the students. Analysis of the students’ opinions allowed to set teachers several serious problems to solve: choice of educational on-line platform, explanation of theoretical material in accessible form for foreign students, development of educational material for independent studies. —The research group on the basis of studies of attitudes and value orientations of youth compiled a conditional “portrait of a modern young man” with highlighting (emphasizing) his main characteristics in terms of defining his behavior, outlook on life and seeing himself through the prism of the categories of pragmatism. The article presents some fragments of the results of a comprehensive research on the problems of forming the ideas of pragmatism among college students of Karaganda region. The article is also includes live excerpts from focused group interviews. The research used the traditional methodology used in conducting focused group and in-depth interviews. The article based on the original data of a comprehensive research on the problems of forming values of pragmatism among young students of Karaganda region.

Problems of Digitalization of Education in the Context of the COVID‑19 Pandemic COVID - 19大流行背景下教育数字化的问题

—The article is devoted for the analyze of problems of digitalization of education in the context of the COVID ‑ 19 pandemic Information base was taken from the results of surveys of university teachers and students of several universities and monitoring data, foreign university experiences and personal practices. The main problems of transition to on-line education were defined on the base of analyses of all the data. In details we studied the information which show the reasons for being not ready for such type of education both for students and teachers. The authors underline the importance of emotional intellect which working in on-line format. It was found out that many aspects of involvement in studying are connected with the age of professors and that might be taken into consideration. One of threats of transferring to digital education was defined as loss of specialists who take part in education and don’t have enough level of computer competitions. This leads to the reduction of educational quality. The authors suggested several variants for decreasing the risk of threats. Testing the proposed variants has proven the practical application of the proposed approach for saving academical potential. The methodology proposed by the authors is made according with new educational standards and higher economic efficiency of educational process.

—The priority direction of the domestic economy is the sphere of public security. In a stable economy, the state is able to provide the population with all the necessary means to preserve life and health. Data allow sequence of events of scientific ideas and legal problems to be established as a result of studies of the materials. The implementation of reforms has allowed the country to improve the quality of medicines and access to medicines. The Russian stood at the dawn of a period that has seen the restoration and accomplishment. However, they have been disrupted as a result of political and socio-economic changes. The pharmaceutical sector is a priority industry. The concept of sustainable development has the potential to set the framework for improve the pharmaceutical sector. Societies must change the legal regulation mechanism. Those measures should include the prevalence of the information and telecommunications technologies. Since the Internet opportunities for the exchange of experience and technologies in the world community, including in the pharmaceutical sector, have expanded.

Digital Society and Transformation of Requirements for the System of Higher Qualification Specialists Training (Economic Sciences) on the Example of Russia and Belarus 数字社会与高等学历(经济科学)人才培养体系要求的转变——以俄罗斯和白俄罗斯为例

—The purpose of the article (research) is to determine the change (transformation) of requirements to the system of economic professional education at the level of training of specialists of higher qualification in conditions of digitalization of economy and society. The scientific novelty of the research consists in development of theoretical bases of state and public management of the system of professional economic education at the level of training of specialists of higher qualification in conditions of mixed economy and digital society. Author's contribution is equal. Modern methodology of social research based on the system approach was used to conduct the research, including methods of modeling, forecasting, comparison, systematization and periodization, formal-logic and statistical analysis, as well as instruments of included observation and scientific analysis of documents and results of activity. A comparison and analysis of the dynamics and main stages of development of the subsystem of higher qualification training in Russia and Belarus in the sphere of economics were made. The main problems and requirements to the results of training of highly qualified professionals in the field of economics in conditions of digital transformation of society and economy were formulated. The position of the system of training of specialists of higher qualification (economic sciences) as basic and infrastructural in the digital economy has been defined. The conceptual model of the system of training of specialists of the highest qualification (economic sciences) which is actual for a digital society is offered.

Pedagogical Design of E-courses as a Means of Motivating Students to Cognitive Activity 激发学生认知活动的电子课程教学设计

At present, especially in the light of ongoing pandemic, the problem of using remote forms of activity has become noticeably actual. This article presents experience of developing guidelines for the pedagogical design of electronic courses based on the Moodle distance learning system. Methodological recommendations on the pedagogical design of electronic courses are aimed at providing the necessary meaningful information, forming a certain sequence of presentation and introduction of modern digital ways to convey educational content. The main task of the research is to develop methods of distance learning by introducing modern information technologies. John Keller's motivation model formed the basis for the concept of distance learning methodology. The purpose of the study is to develop rational and effective guidelines for the pedagogical design of distance courses based on the Moodle educational environment. The eigenvalues and accumulated variances of the experimental data formed the basis for the factor analysis procedure. Model Analysis of the Russian Electric Power Industry in the Context of Digitalization 数字化背景下的俄罗斯电力工业模型分析

—Reforms in the Russian electricity power sector are entering the final stages. However, there are also unsatisfactory results of their implementation along with the positive ones such as the use of the mechanisms of the so-called " merit order pricing" (MOP) and "capacity adhesion contract" (CAC). These mechanisms are aimed at maintaining the operations of existing and construction of new non-competitive stations by increasing the supplied electricity price from its equilibrium market value. However, the use of these mechanisms creates a serious problem for the Russian economic development. If one considers these mechanisms in the power as a whole, then they contribute to the energy efficiency within the sector through supplied electricity price increase, and, at the same time, they significantly limit the opportunities for economic growth for other industries. This is due to the fact that the supplied electricity price hike entails the need to increase prices for their output. The increase in the supplied electricity price of even by 10% leads to the slowdown in economy. The article analyzes the marginal system of quasi-market pricing in the Russian power industry. A basic model of the activity of economic market participants in the context of digitalization has been developed on the basis of the previously constructed dynamic probabilistic model of economic systems. Its application has proven the negative impact of merit order pricing on the economic system. A better way of handling this and maintaining ineffective economic entities in the power industry, various methods of direct budgetary support while maintaining the market price for supplied electricity should be used instead of using quasi-market

However, there are also unsatisfactory results of their implementation along with the positive ones such as the use of the mechanisms of the so-called \" merit order pricing\" (MOP) and \"capacity adhesion contract\" (CAC). These mechanisms are aimed at maintaining the operations of existing and construction of new non-competitive stations by increasing the supplied electricity price from its equilibrium market value. However, the use of these mechanisms creates a serious problem for the Russian economic development. If one considers these mechanisms in the power as a whole, then they contribute to the energy efficiency within the sector through supplied electricity price increase, and, at the same time, they significantly limit the opportunities for economic growth for other industries. This is due to the fact that the supplied electricity price hike entails the need to increase prices for their output. The increase in the supplied electricity price of even by 10% leads to the slowdown in economy. The article analyzes the marginal system of quasi-market pricing in the Russian power industry. A basic model of the activity of economic market participants in the context of digitalization has been developed on the basis of the previously constructed dynamic probabilistic model of economic systems. Its application has proven the negative impact of merit order pricing on the economic system. The Role of the Socio-Pedagogical Environment in the Formation of the Teacher’s Personality 社会教育环境在教师人格形成中的作用

—Management and leadership both in small and large groups of people within any social environment and under all psychological conditions are associated with the phenomena of authority and respectability. The main objectives of this study are to investigate the relationship between the teacher’s authority and group parameters. In the educational process a teacher’s authority most likely affects students’ motivation for learning, their diligence, discipline and attention. It also increases students’ interest in the subject and then through these intermediate links the teacher’s authority affects the learning outcomes. There are three factors in building teachers’ authority and respectability: the teacher’s personality, the students’ value expectations, and the parameters of the social environment. The first two factors are mirror images of each other. The results show that there can also be distinguished some more definite factors such as the professional and psychological qualities involved in interacting with students: subject knowledge, methodological skills, organizational skills, communicative and moral-communicative qualities, empathic personality traits, as well as a number of others. All these qualities are only shown in the teacher-student interaction. The findings support the idea that the structure of students’ value expectations is influenced by various micro- and macro-social conditions.

What Makes a Headline go Viral on youtube.com? 是什么让标题在youtube.com上走红?

The article presents a descriptive linguistic investigation of communicative features and communication foci, as well as ‘theme and rheme progression’ analysis of rhetoric structures of video headlines on youtube.com video hosting, distinguished with over 15,000 and more ‘likes’ or viewings. Youtube.com videos are viewed as creolized media-messages – semiotic entities, based on verbal headline and the movie content dialectic unity. The research makes an attempt to elicit typical rhetoric tools and strategies, used in video headlines in order to promote viewings, likes, sharing and popularity. One of the most prominent functional components of a ‘headline as utterance’ rhetoric is that of ‘attention-grabber’, focusing on new, relevant, and triggering emotions message for the viewer. The article pays close attention to two-focus rhematic structure of the yootube.com video headlines. As a result, two degrees of topic expression in the videos headlines are distinguished. The article introduces classification of video headlines based on linguarhetoric analysis, which includes headlines-messages, headlinesassertions, headlines-citings, and finally – headlines in the form of either a reflexive question or a rhetorical question. Most popular on youtube.com headlines cover the following functional semantic micro-genres: ‘List Posts’(36 per cent), ‘How-to posts’(23 per cent), ‘Resource Posts’ (17 per cent), ‘Heart-toheart’ posts (10 per cent), ‘Question posts’ (14 per cent). Today the content of higher education should be aimed at the use of all educational resources, including various methodological approaches that ensure the qualitative development of students’ speech activity. In this regard the article investigated the following issues of the development of students' foreign speech communication in the context of an inductively conscious approach: The main aspects of the development of foreign language communication; The benefits of using an inductively conscious approach in teaching English; The pedagogical potential of an inductively conscious approach to teaching English; A model of pedagogical technology for the development of foreign language speech communication; The most important provisions for the development of foreign language speech communication. The results of the experimental work showed the validity of using an inductively conscious approach during the development of students' foreign language
