The formation of quality work culture in the organization will only be achieved if employees practice a comprehensive and positive work ethic and integrity. In order to improve the level of ethics and integrity, the focus should be on overall improvement in the organization not only at the grassroots but all up to the top level. Comprehensive involvement of all parties will significantly improve the integrity of the organization. Recognizing the importance of integrity as the core of quality staff development and higher organizational performance, this study is expected to help the public sector organization plan strategies to achieve a higher level of ethics and integrity. The corporate Integrity Assessment Questionnaire (CIAQ) was used to measure the implementation of the integrity system in a public sector organization. The questionnaires were distributed to 850 employees at the agency via e-survey. It was found that the level of ethics and integrity of the agency is at 74%. “Vision and goals” dimension shows the highest score which shows that the organization has given attention to ethics and integrity through its approach to ethics and integrity in the organization, including, its formal articulation of the underlying philosophy about ethical and moral conduct embedded by the organization. The lowest score of the “disciplinary action and reward” dimension indicates that the public sector organization needs to relook policies and guidelines for discipline and reward so that it is in line with best practice. Thus, the public sector organization needs to provide rewards and incentives to encourage ethical conduct and implement strict disciplinary action to punish unethical work conduct improve in terms of ethical communication, work culture, infrastructure, training and ethics education, discipline, and reward.

With Malaysia's rapid urbanisation and continuous improvement of living standards, vehicle ownership and trip volume continue to grow. Increases in motor traffic in large cities and their environs result in a number of social, environmental, and economic issues, which are frequently attributable to the widespread use of automobiles as the primary mode of urban transportation. This exacerbates traffic congestion on the country's highways, particularly in urban areas such as Kuala Lumpur. This traffic congestion poses an ongoing threat to the sustainability of transport development. Thus, by using the system dynamics, this study establishes a cause-and-effect relationship regarding the implementation of road pricing as a tool for reducing congestion and a stepping stone for enhancing sustainability. Road pricing is a direct charge assessed to drivers who use the road network with the goal of reducing the number of private vehicles on the road during peak hours. The developed Causal Loop Diagram (CLD) composed of five subsystems: road congestion, road attractiveness, new road construction, public transportation, and road pricing. The road congestion, new road construction, and road pricing all encounter mutual reinforcement as a result of a variety of negative polarities. As a result, authorities should place a greater emphasis on these loopholes, as they will inevitably result in unexpected changes. Additionally, by incorporating holistic perspectives from previous works and experts in the field, CLD can aid in identifying the primary factors underlying the problem being studied. In future work, the developed CLD should be extended to the next stage of the SD model, dubbed stock-flow-diagram (SFD).

The public's impression of the overall government structure is greatly influenced by the performance of the local governments. As indicated by Public Complaint Bureau statistics, the operational responsibilities that these local authorities are expected to depict have to some extent fallen short of the public expectations. This could have a negative impact on the public's confidence in their local government. As a result, this study aims to investigate the factors associated to public trust in local government. Purposive sampling was used in this quantitative study, which included 120 Kuantan residents as respondents. As a part of this study, the data was analysed using SPSS 24. Transparency, accountability, and responsiveness were found to be strongly connected with public trust in Kuantan City Council. This study adds to the body of knowledge about the components of good governance and the effect they have on public confidence in local government. It is intended that this study would help the local government in Pahang establish a sound public policy and programme in order to increase the public trust.

Social enterprise movement has emerged as a forceful social innovation paths to eliminate or address social problems. Aligned with the 11th Malaysia Plan and Transformasi Nasional 2050, Malaysia is committed to building a sustainable and equitable people-centric economy. To achieve the goal, the Malaysian government had set up Malaysian Global Innovation and Creativity Social Entrepreneurship (MaGIC) Unit in 2013, to propel the social enterprise sector and bring significant societal well-being to the disadvantaged groups. However, it is still at the nascent stage. As most of the social enterprises in Malaysia are still confronted with critical survival and performance challenges, it has become imperative for these entities to formulate strategies to enhance their resilience and performance. Hence, the main research objective is to examine the role of internal capabilities (i.e., management vulnerabilities and situation awareness) and external capabilities (i.e., training and financial support) influencing social enterprise performance in Malaysia. A mediating variable adaptive capacity was adopted to reflect the relationship between the predictors and the level of resilience of social enterprises in Malaysia. Due to the borderless nature of challenges and fluctuating environmental and unpredictable market condition, this research focuses on how Malaysian social enterprises would be able to adapt to the turbulence condition by resilience build, from the lens of Resource Dependence Theory and Resource Based View Theory. This study will employ a quantitative analysis to establish an explanatory model and more comprehensive understanding of this emerging field. The findings would advise the social enterprise's practitioners on their organisation’s strategic direction and offer a guiding model to the social enterprise investors, policymakers and future researchers.

Shariah companies need to maintain good performance to ensure the sustainability of companies. Shariah companies operate based on Islamic moral foundations, specifically in terms of their accountability and transparency which are considered as key values that need to be considered when conducting their business operations. However, corruption cases can affect the performance of Shariah companies. Studies have shown that Shariah-compliant companies are underperforming as compared to their conventional counterparts. Therefore, the objective of this study is to examine whether BOD ethical commitment (corporate ethics values, action to promote ethics, code of ethics and whistleblowing policy) and risk management and internal control system (content, implementation, role, objective, framework and separation section) will affect the performance of Shariah companies. Data was collected from the 2019 annual reports of 60 Shariah manufacturing companies. Data was analysed using Smart Partial Least Square. The study found BOD Ethical Commitment (whistleblowing policy) and Risk Management and Internal Control System (separation of risk management and internal control) have a significant relationship with performance. The study implies that shariah-compliant companies should focus on the disclosure of whistleblowing policy and separation of risk management and internal control system in their annual reports for them to improve their performance as disclosure of this information, will help to improve the confidence of the market to invest in them

ABSTRACT – The Immigration Department of Malaysia, being the first line of defense, has always been in the limelight for its success stories as well as its flops due to integrity, system, and management issues. The debatable issue in Integrated Border Crossing Management (IBM) is the difficulty for any immigration operator to maintain balance with compliance requirements. Thus, the Department needs to keep in line with the fast-emerging threats by having proper planning to keep the Department strong in the challenging emigrational environment. An IBM system commonly refers to the number of agencies manning multiple authorizations in border crossing examinations that involve the examination of people and goods. Most of the previous research has been limited to studies and limited data on the topic. Bukit Kayu Hitam and Padang Besar have traditionally operated to accommodate the locals and have expanded to be among the most challenging entry points due to their accessibility to multiple irregular activities. Thus, the aim of this research is to study the current implementation of the border crossing management system in managing the border between Malaysia and Thailand. Moreover, to suggest countermeasures to reduce the implementation gaps in managing the border between both countries, as the increasing gaps may lead to management issues. The research was conducted using a qualitative method (semi-structured interviews and ATLAS.ti 22 software), with results indicating that three major themes emerged which are Policy, Current Technology Adoption, and Border Crossing Management are factors that influence cross-border management. This illustrates the importance of having an efficient control module that reflects the smoothness of the border crossing process while maintaining national security and providing a decent examination experience to attract potential investors or business opportunities for Malaysia.

The current economic uncertainty, especially during the Covid-19 pandemic, has affected the global socio-economy. In Malaysia, to curb the spread of Covid-19 viruses, the government has implemented the Movement Control Order (MCO). This action has caused many SMEs (including micro-enterprises) not to be able to continue their operations as usual, mainly due to cash flow problems, operational instability and supply chain disruptions. Micro-enterprises are a significant contributor to local economic development. Hence, business continuity strategies are essential for these enterprises to continue and survive in the market. The government has introduced various methods to support these businesses. Meanwhile, virtuous strategic planning and management can improve the management's governance and integrity in making accurate decisions to achieve their goals. The implementation of digital marketing can upsurge the sale of micro-enterprises. This study intended to examine the relationship between government support, governance & strategic planning, operational restructuring and digital marketing with micro-enterprises business survival. This study uses a quantitative method with a total of 135 respondents among the owner of micro-enterprises in Complex Pekan Rabu, Kedah. Government support, governance & strategic planning and digital marketing were found to be survival determinants factors during the covid-19 pandemic.

In Malaysia, to curb the spread of Covid-19 viruses, the government has implemented the Movement Control Order (MCO). This action has caused many SMEs (including micro-enterprises) not to be able to continue their operations as usual, mainly due to cash flow problems, operational instability and supply chain disruptions. Micro-enterprises are a significant contributor to local economic development. Hence, business continuity strategies are essential for these enterprises to continue and survive in the market. The government has introduced various methods to support these businesses. Meanwhile, virtuous strategic planning and management can improve the management's governance and integrity in making accurate decisions to achieve their goals. The implementation of digital marketing can upsurge the sale of micro-enterprises. This study intended to examine the relationship between government support, governance & strategic planning, operational restructuring and digital marketing with micro-enterprises business survival. This study uses a quantitative method with a total of 135 respondents among the owner of micro-enterprises in Complex Pekan Rabu, Kedah. This study aims to investigate the determinants of NDIV platform acceptance among young investors in Malaysia within the context of protection motivation theory and uncertainty reduction theory. The study proposed a conceptual model comprising five hypotheses tested using structural equation modelling-partial least squares. Data was collected through an online questionnaire survey from 361 young investors in Malaysia. The results show that acceptance of the NDIV platform is directly influenced by perceived severity, response efficacy, self-efficacy, and transparency. This study extended the protection motivation theory by incorporating uncertainty reduction theory to strengthen the predictions of NDIV platform acceptance among young investors in Malaysia. The study brought meaning by filling the theoretical, empirical, and methodological gaps in the body of knowledge. This research contributes to the administrators, regulators, industry practitioners, and government to improve the platforms' strategies and increase citizen engagement conclusions.

The desire to go even further in eradicating poverty in all aspects, dealing with climate change and eliminating inequalities has established the 2030 Agenda of Sustainable Development Goals (SDGs) in September 2915. The world leader adopted it at the historic UN summit. Malaysia has long sought to achieve the 2030 Agenda. The satisfaction degree of accomplishment of sustainable development the still low. Thus, this paper aims to shed light on the trend of sustainable development goals in Malaysia, which provides the community with information on a council's sustainable development goals. This has concluded Malaysia's three main SDG patterns, including reducing inequalities, climate action, and zero hunger. This study has concluded that the SDGs are crucial for achieving a better quality of life and sustainability. The SDGs' achievement does not solely depend on the government and its responsibility to all stakeholders. It is suggested that the better improvement of SDGs and better achievement, this study argue that government, industry, community and civil society organisations to work together to achieve shared and sustainable prosperity.

Delightful Bakeries (KL) Sdn Bhd (DBKL) faces a storm of protests after netizens call for their goods to be boycotted. The boycott started by blaming Mr Alauddin of being a crooked crony of certain political leaders, charging that he had followed orders to stop DBKL's purchase of flour on racial grounds alone. This case study aims to discuss political and racial cronyism and the impact on the production rate at Delightful Bakeries (KL) Sdn Bhd. The main technique that has been used to gather the response and perspective of respondents is semi-structured interview. The analysis showed practice of cronyism does have high effect on production rate. On this basis, it is recommended to introduce an effective strategy to improves the production rate at Delightful Bakeries (KL) Sdn Bhd.
