This paper deals with the distribution of seats between municipalities in the inter-communal council (EPCI) of Martinique and Guadeloupe. In each of the EPCIs, we calculate the voting power of municipalities using the Shapley-Shubik and Banzhaf indices. Our analysis allows us to show that in almost all the EPCIs of Martinique and Guadeloupe, there is no similarity between the distribution of power indices and the distribution of population percentages. There is also a distortion between the distribution of power indices and the distribution of delegate percentages.

The paper presents a critical review of the World Economic Outlook, the flagship report of the International Monetary Fund (IMF), launched in April 2018. After summarizing the global outlook depicted in chapter 1, we focus on the three analytical chapters that dig into the determinants of long-term economic growth. Although the report recognizes the role of manufacturing in the dynamics of productivity, employment and income distribution stressed by the heterodox growth theory, it concludes that services can offer considerable scope for productivity gains, contributing to the convergence of income per worker across countries. In face of this diagnostic, the report argues that neither subsidize manufacturing nor step back on trade liberalization are the best policies responses to support equitable growth. Hence, once more, the IMF embraced the heterodox perspective only partially.

La politique de Cohesion de l’Union europeenne (UE) est le principal outil de modernisation economique et sociale dans les pays et regions moins developpes, notamment en Europe centrale et orientale. Elle a connu une profonde reforme en vue de la periode de programmation 2014-2020. Elle est le resultat de decisions asymetriques entre les Etats d’une Europe a deux vitesses. A travers l’analyse des documents produits par les acteurs de l’UE et une revue de litterature approfondie, nous montrons le changement paradigmatique a l’œuvre vers une politique plus territorialisee se concentrant sur le capital territorial de chaque region, et laissant une plus grande place aux acteurs locaux dans la construction de la strategie de developpement.

En croisant les premiers travaux de Commons sur la relation d'emploi et ceux, plus conceptuels, menes dans la deuxieme partie de sa carriere consacree a l'elaboration d'une"economie institutionnelle", cet article vise a montrer que la pensee commonsienne pose des jalons a l'etablissement d'un veritable cadre economique theorique permettant de rendre compte des pratiques de gestion des ressources humaines. Apres avoir explicite les fondements theoriques d'un tel cadre, il s'agira de s'interroger sur les implications a en tirer du point de vue epistemologique, methodologique et normatif, dans une optique qui contraste avec celle qui s'est imposee chez la majorite des economistes qui se donne aujourd'hui les pratiques de GRH comme objet d'etude a part entiere.

Despite the numerous economic works on the nature of the firm, only a few studies have clearly taken into account the legal and institutional contexts of the employer-employee relationship. This paper aims at comparing the regulation rules of the employment relationship advocated by contract economic theories to the American and French labor laws in both a positive and normative perspective. From a positive perspective, the contract approaches to the firm – transaction cost economics, the nexus of contracts theory and the modern theory of property rights – are similar to the tradition of American labor law. However, from a normative point of view, it appears that if contract economic theories seem to be partially in line with certain principles of the French labor law, there is a strong inconsistency between these approaches and the role that the French legal system gives to the State and to the law courts (and judges).

Se structurant les unes en fonction des autres, elles doivent etre concues comme les elements d’un rapport de force. La definition de la notion de prise de position fait l’objet d’une premiere partie, suivie d’un « essai de construction » de l’espace sur une base qualitative. On distingue ainsi l’orthodoxie juridico-institutionnelle, les prises de position anti-euro et diverses tentatives de refondations institutionnelles et politiques, auxquelles s’ajoutent les « non-prises de position ». On conclut ensuite sur les dynamiques evolutives durant la sequence historique etudiee.
