This paper explores the nature of a broad range of limitations and the value of coming to terms with them. It's an attempt to help conceive and encourage a shared and coherent vision of computing for the common good that does not rely heavily on market forces and uncritical assumptions about social roles and possibilities in society generally and in computing in particular. Ideally, this exploration will help engender research and action.

Are there limits to growth in data traffic?: on time use, data generation and speed

This discussion paper considers the nature of growth in data traffic across the Internet, as a basis for asking whether and how such growth might slow down or otherwise be limited. Over the last decade, data growth has been dramatic, and forecasts predict a similar ongoing pattern. Since this is associated with increasing electricity consumption, such a trend is significant to global efforts to reduce carbon emissions. In this paper, we selectively explore aspects of data growth that are linked to everyday practices and the way they draw upon and generate Internet data. We suggest that such growth does have some conceivable limits. However, the nature of 'Internet use' is changing and forms of growth are emerging that are more disconnected from human activity and time-use. This suggests that although there may well be limits, in principle, to some forms of growth, total data traffic seems likely to continue growing. This calls for careful attention to the nature of the trends involved, as a basis for intentionally building limits into this system before levels of Internet electricity demand becomes directly and more explicitly problematic.

A report from an online course on global disruption and information technology

"Computing Within Limits" represents a new paradigm in thinking about computing. To help communicate this new perspective to a broader audience, we created, taught, and are continuing to teach a multi-campus online course through the University of California (UC) titled "Global Disruption and Information Technology." This article presents a report on our experiences designing this course and delivering the first two offerings to several hundred UC undergraduates. We discuss the history and motivation for the course; specific details of the course content; the technological platforms used in delivering the course; the student population; and the student experience taking the course. We hope that this paper, detailing our efforts at "teaching LIMITS," will help others interested in offering similar courses take advantage of our experiences and help more students become engaged with this critical set of issues.

Limits to the sharing economy
Pub Date : 2016-06-08 DOI: 10.1145/2926676.2926683

There has been much interest in the Sharing Economy in recent years, accompanied with the hope that it will change and specifically make better use of existing resources. It intuitively makes sense, from a sustainability point of view, that the sharing of resources is good. It could even be said that the Sharing Economy ought to align well with Computing within Limits and its underlying premises. In this paper however, we take a critical stance and will elaborate on the intersection between the Sharing Economy and Limits (including pinpointing potential conflicts) so as to identify and discuss a 'Limits-compliant Sharing Economy'. We argue that even though there are limits to the Sharing Economy today, it still has potential benefits for a future of scarcity---but only if the practice of sharing is approached with a dual focus on sharing and on limits at the same time. Finally we conclude that even though we have begun to explore the future of sharing, there is still a need to further develop ideas of how the underlying infrastructure for this movement will look.

Taming limits with approximate networking

Internet is the linchpin of modern society, which the various threads of modern life weave around. But being a part of the bigger energy-guzzling industrial economy, it is vulnerable to disruption. It is widely believed that our society is exhausting its vital resources to meet our energy requirements, and the cheap fossil fuel fiesta will soon abate as we cross the tipping point of global oil production. We will then enter the long arc of scarcity, constraints, and limits---a post-peak "long emergency" that may subsist for a long time. To avoid the collapse of the networking ecosystem in this long emergency, it is imperative that we start thinking about how networking should adapt to these adverse "undeveloping" societal conditions. We propose using the idea of "approximate networking"---which will provide good-enough networking services by employing contextually-appropriate tradeoffs---to survive, or even thrive, in the conditions of scarcity and limits.
