This article explains how the DPRD carries out its regulatory oversight duties. The purpose of this research is to find out how well Regional Regulations are implemented based on the prevailing laws and regulations. Local Regulations and Regulations of Regents/Mayors are subject to DPRD supervision. Enforcement of Local Regulations is an important part of the governance structure. Hearings, working visits, formation of committees, etc. are just some of the ways in which the DPRD carries out its supervisory role. The purpose of this oversight is to ensure that local governments follow plans and laws when implementing their initiatives. The author used a qualitative approach, conducting on-site observations, to collect information and data for this study. The data analysis shows that each Local Regulation is formed by the Regent or DPRD upon mutual consent.

This study aims to analyze the implementation of the government's child-friendly program in the city of Surabaya in making Child-Friendly Districts (KLA), supporting factors and inhibiting factors faced by the Surabaya City Government and the impact of the Government's program on child-friendly. The research method used is descriptive qualitative. The location of this research is at the Population Control, Women's Empowerment and Child Protection Office (DP5A) of Surabaya City and Three (3) sub-district areas that are pillars of the project (Genteng Sub-district Office, Wonocolo Sub-district, Benowo Sub-district), with the research subject being the Head of DP5A Surabaya City, Head of the People's Welfare and Economic Section in each sub-district area. The focus of this research is the Implementation of the Government's Child Friendly Program, the supporting and inhibiting factors faced by the Surabaya City Government and the impact of the Government's Child Friendly program. Sources of information were determined using purposive sampling techniques, data collection techniques through observation, interviews and documentation and data analysis techniques with data collection, data condensation, data presentation, and conclusion drawing. The results showed that: (1) Implementation of the Government Program on Child Friendly in Surabaya City. (2) The influencing factors are in accordance with the objectives of the activities that have been set. (3) The impact is that the cooperation that is established is quite effective, problem solving is fast, precise and straightforward, the achievement of activity results is enough to help the government in solving cases of child problems.

Soda Lake Tourism is one of the village assets managed as a tourist spot made by Pokdarwis Kreasi Telaga Soda which was previously an ordinary pond. The purpose of this study is to describe and analyze the management of tourism assets in increasing the village's original income in Telaga Soda Tourism as well as the supporting factors and inhibiting factors in the management of Telaga Soda tourism. The method used is descriptive qualitative with the sources of information being the Head of the Tangungprigel Village, the Chairperson of the Pokdarwis of the Responsibility of Prigel Village, and visitors. Data collection technique using purposive sampling. This study uses indicators from Permendagri Number 1 of 2016 concerning Village Asset Management. the results of the study indicate that the implementation of village asset management in Telaga Soda tourism in the Responsibility Prigel Village has been running in accordance with Permendagri Number 1 of 2016 concerning Village Asset Management is the implementation of Utilization, Maintenance, Administration, Reporting and supervision. Indicators that have not gone well are the implementation of Planning, Guidance and Security. The suggestions are efforts to increase the competence of tourism managers through outreach, technical guidance, training education with competent speakers, collaborating with third parties for development in the management of Telaga Soda tourism. In developing Telaga Soda Tourism, the village government and Pokdarwis must be more open in seeing opportunities and changes in the tourism sector. In addition, tourism facilities and infrastructure such as accessibility, amenities and accommodation must always be improved and improved.

Services in the waste sector have been regulated through Law Number 18 of 2008 concerning waste management and Minister of Environment and Forestry Regulation 14 of 2021 has regulated community involvement or participation in the Waste Bank institution. This research examines how Community Participation in Waste Management Through Garbage Banks along with supporting and inhibiting factors for community participation in RW 02 Medokan Semampir, Surabaya City. The method used in this research is a qualitative method with a descriptive approach. The focus of this study discusses participation in decision making, participation in implementation, participation in benefits and participation in participation in evaluation. Data collection techniques in this study used observation, interviews and documentation. This is similar to the facts on the ground which show maturity in community-based waste management carried out by residents so that waste management activities through collection, sorting, weighing, recording and recycling processes are carried out in an innovative, creative, consistent and collective manner that can contribute economically and environmentally for the local community. Factors that encourage community participation in community-based waste management in RW 02 Medokan Semampir are the existence of administrators, support from officials and availability of forums. Meanwhile, the factor that inhibits community participation in waste management in RW 02 Medokan Semampir is the legality of the waste bank structure.

The government has conducted the program of systematic and complete land registration (PTSL) in order to have a legal certainty guarantee and protection of human rights in owning land fairly and evenly, as well as to encourage the state economic growth generally and the community economy in Indonesia. The registration system is regulated by the Ministry of Agrarian and Spatial/ the head of BPN No.12 in the Year 2017 regarding the acceleration of systematic and complete land registration. The study examines the implementation of the PTSL program in Surabaya. This is a literature study that describes and analyzes by using policy implementation theory in George C. Edward III. The variables are communication, resources, disposition, and bureaucratic structure. The results explain that Surabaya has conducted a PTSL program which is begun from 2017 to recent years. The program continues to be carried out, so that the implementation of PTSL program in Surabaya has been done properly. The supporting factors in PTSL implementation re communication, i.e. the definite program, and bureaucratic structure in Standard Operating Procedure (SOP). Whereas, the inhibiting factors are the human resources, for example, the staff, budget, and the information. In addition, human resource is the most inhibiting factor in the process of PTSL implementation in Surabaya. The study also suggests that it is important to have management information system in land registration for supporting PTSL implementation.

Tourism is the sector most affected by the outbreak of the Covid-19 pandemic. This condition occurs all over the world in various sizes and dimensions. The existence of Sapta Pesona, seven conditions that must be applied and disseminated in people's daily lives, can increase the attractiveness and competitiveness of tourism. This refers to the support and role of the community as the host in creating an environment and atmosphere that can encourage the growth and development of the tourism industry through the embodiment of these seven elements. Kebaron Village is one of the villages in Sidoarjo with guava garden tourism sites and is very rich in guava products. In the village of Kebaron in Sidoarjo, various varieties of guava are planted in an area of 5.5 hectares, there are about 1,200 guavas. One of the obstacles to picking guava tourism in Kebaron village is the reduced number of visitors after the Covid-19 pandemic which started in early 2020. Therefore, it is necessary to add and renovate the garden area by adding supporting infrastructure. Based on the analysis with partners, there are several issues that need to be addresse dimmediately.

A qualitative case study design was chosen for this study. The reason for considering case studies is that servant leadership is a single concept to be explored as a process. Three types of qualitative data collection were carried out: in-depth interviews, open interviews, direct observation, and written documents. Based on the results described above, it can be concluded that the servant leadership that is applied to East Java dispenduk refers to the concept of Spears (2004) which adheres to 10 principles of leadership namely, 1) community building, (2) persuasion and (3) stewardship, (4) ) listening, (5) empathy, (6) healing, (7) awareness, (8) commitment to the growth of people, (9) foresight and (10) conceptualization. Servant leadership illustrates the belief that organizational goals will be achieved in the long term only by first facilitating the growth, development, and general well-being of the individuals who make up the organization. Therefore, servant leadership is a leadership style that must be embraced by today's organizations to increase employee loyalty, commitment, and performance.

In an effort to realize an effective and efficient public service department of Population and Civil Registry Surabaya made a public service innovation that is E-klampid Program. This Program aims to facilitate the community in conducting the management of population and civil registration, people no longer need to come to the Office Dispendukcapil Surabaya, and e community can do the management independently at home this study aims to analyze the effectiveness of e-klampid program in District Bulak Surabaya. This study uses dea scriptive qualitative method with a case study approach, the existence of e-klampid can provide convenience for the community in managing population and civil registration. Sources of data used are secondary data and primary data obtained through interviews, observation and documentation. There are 5 indicators in measuring the effectiveness of the Program according to Sutrisno (2007), namely 1) Understanding The Program 2) right on target 3) On Time 4) achievement of goals 5) real change. The results showed that the effectiveness of the e-klampid Program in Bulak Sub-District of Surabaya has not been effective. There are 4 indicators that are not effective, namely understanding the Program, right on target, achieving goals, Real Change. The effective indicator is timely.

Covid-19 is a virus that has spread throughout the world, including Indonesia. Mayor Regulation No. 67 of 2020 regarding the handling of Covid-19, hereby the Surabaya City government wants to improve civil society by empowering the RT/RW level community through the formation of a Covid-19 handling task force, by establishing the KampungWani Jogo Suroboyo. The purpose of this research is to determine Community Participation in the Bratang Gede area, Ngagel Rejo village, in the implementation of the Program Kampung Wani Jogo Suroboyo and the supporting and inhibiting factors for the implementation of the Program KampungWani Jogo Suroboyo. The benefit of this research is to broaden the reader's knowledge regarding community participation in dealing with the Covid-19 pandemic. The method used in this research is a qualitative method with a case study approach using the theory of Community Participation, according to Huraerah, 2008. The results of this research indicate that Community Participation in the Covid-19 Pandemic Period in the Program Kampung Wani Jogo Suroboyo has been running quite well in accordance with existing regulations, namely Mayor Regulation No. 67 of 2020. This program is also supported by sufficient human resources and adequate infrastructure. However, the obstacles in using the Lawancovid application do not work well and residents obtain funding independently using village cash.
