The Texas Air Control Board (TACB) conducted a major study of the offsite exposure concentrations of cement kilns. Data from both the TACB study and emissions monitoring by the cement industry are presented. 93.33% of the analytical results are found to be below conservative federal or state screening levels, indicating that adverse health effects would be unexpected. The results have implications for other communities where the burning of hazardous wastes in cement kilns is being considered.<>

The programmable logic controller (PLC) is changing to reflect the demands of sequencing and continuous processing applications. The PLC can be thought of as a hardened computer with high speed I/O and communications ports with bus interfacing for multiprocessor or coprocessor enhancements, and a BIOS that supports those features. PLC manufacturers now retain control over both aspects of the PLC which interoperate in a proprietary manner. Via the delineation of the two may come a standard real time operating system or real time kernel which would give rise to true applications portability. Specific topics addressed include relay ladder logic, a structured approach to error dynamic diagnostic information (EDDI), state control language, and process control function blocks.<>

This study breaks down and analyzes the costs involved in delivering bulk cement from the cement manufacturer's plant to the final customer. The author responds to the charge that the cement industry is insufficiently regulated when using waste-derived fuel to fire cement kilns. The operating limits for Ash Grove's no.2 kiln at its Louisville, Nebraska, facility are outlined, along with descriptions of the instrumentation required to monitor them. The conclusion is drawn that the numerous safeguards required when burning waste-derived fuel indicate that the cement industry is adequately regulated.<>
