The Arctic zone of the Russian Federation (AZRF), studied as a single subject of management, today is rather a virtual system due to the fact that the regions of the Russian Federation that form it function as separate subsystems. The applied measures of economic regulation and incentives, aimed at the socio-economic AZRF, are often limited to non-economic methods of economic activity without the use of market management mechanisms. This fact determines the need to search for methods and tools for creating an integrated management system (IMS) based on the principle of interregional integration, where effective interregional ties are possible to achieve the goals of creating an integrated system as modern methods of distribution and control of material, financial and human resources. The implementation of such a project consists in the development of a mechanism for managing the economy of the regions of the Russian Arctic, the introduction of which will allow coordinating the goals and objectives and managing the social and economic development of nine regions of the Russian Federation included in the Russian Arctic zone.

The work proposes a methodology for assessing the sustainability of economic development based on the criterion for changing the competitive attractiveness and rating positions of the regions. The mathematical expression of the criterion for the sustainability of economic development is given. The proposed methodology is verified by the time range of Russia's economic development for 2016-2019. The characteristic signs of groups of sustainable and unstable regions are distinguished and the economic indicators are allocated that most strongly influenced the instability and loss of the rating positions of the regions during the period of significant challenges and risks.

The formation of documents for strategic planning of socio-economic development is the most important task of regional and municipal governments. It can be stated that strategic planning processes have been launched throughout the country and the process of forming these documents is active at both the regional and municipal levels. However, the issues of determining, studying, and taking into account the views of interested parties when forming the goals and priorities of socioeconomic development of administrative-territorial entities require methodological support and recommendations for practical implementation. In this article, an attempt is made to reveal methodological approaches and solve issues of practical implementation of identifying the interests of stakeholders on the example of a specific municipality. The proposed material is an example of determining and scientifically substantiating the strategic priorities of a municipality on identifying the interests of stakeholders.

The article considers the main environmental factors that have a negative impact on the health of the population, such as emissions of pollutants into the atmospheric air, the impact of traffic noise, climate change. The indicators of morbidity of the population by the main classes of diseases are analyzed on the example of the subjects of the Northwestern Federal District of the Russian Federation. The main directions of reducing the impact of adverse environmental factors on the health of the population are determined.

The article analyzes the mechanism of public-private partnership in the Russian Federation, as one of the methods of infrastructure development, its implementation and the problems that need to be solved for the formation of an effective system. The use of private funds by the regions for the development of their social fund: kindergartens, schools, medical institutions demonstrates the interest of the state and business in the implementation of such projects. But in a pandemic, risks increase, while the number of investors willing to invest in the social sphere decreases. To change this situation, it is necessary to form comprehensive solutions for the further development of the mechanism of public-private partnership.
