The analysis of the goals that are implemented by various enterprises and organizations in the framework of the implementation of the innovation process and their changing is carried out. The article presents the possibilities of a pre-network modeling methods to solve urban transport problems. The results of a series of calculations using pre-network modeling of zone-zone matrices and passenger flows on the public transport network on the example of Perm are presented. The analysis of the modelling results shows that the use of this approach makes it possible to calculate the general parameters of the transport system. The use of a pre-network models provides a basis for evaluating the composition of public transport modes and the most demanded directions.

The task of the study was to analyze and interpret the properties of the mathematical model of the distribution of urban functions between the territorial formations of the urban agglomeration. The article presents and considers at the substantive level the assumptions made by the author in the modeling process, justifies the choice of the method for finding the optimal solution for the basic model and some of its variants, investigates the properties of the proposed models and proposes algorithms for finding optimal solutions at the formalized and informal level.

The article examines the possibilities of increasing the role of the Northern Sea Route in world logistics. Within the framework of the system of national projects, the goal was announced to increase the volume of cargo transportation along the Northern Sea Route to the level of 80 million tons by 2024 from the current level of 10 million tons. In the long term, until 2030, it is planned to increase the transit of goods in the eastern direction to the volume of 110-120 million tons. The article deals with the aspects of improving the system of state planning and management, the organization of interaction between the state, business and the population. An assessment of the current legislative practice of management in the Arctic is given and recommendations are given for improving both the legislative framework and mechanisms for managing territories. The possible consequences of the implementation of transport projects and problems in the development of the Arctic are estimated.

The article contains the author's definition of economic shock, which is relevant in the context of the coronavirus pandemic, the classification features of economic shock are given, it is separated from other destructive influences. Countering shocks at the regional level is determined by resilience, the study contains an analysis of the main approaches to this term in foreign and Russian scientific literature. The article presents the assessment of resilience of Russian regions to economic shocks caused by the coronavirus pandemic, calculating such parameters as retrospective damage, current short-term damage, current long-term damage, recovery time for each of the Russian regions. The study includes a rating of RF subjects and federal districts affected by the economic shock caused by the beginning of the pandemic coronavirus, made on the basis of the dynamics of the calculation of the index of industrial production.

The topic of the article is reflected in partnerships between business and government, which are undoubtedly important, but today they have a low level of institutional development and are only in the process of looking for promising cooperation. The same level has the legal basis that enshrines the key principles of partnership, but to a greater extent it is represented by programs for the development of various types of business. This research question involves considering the mechanisms, channels and main ways that business representatives are guided when faced with an understanding of the need to interact with government officials, as well as when the government needs partnership with members of the business sphere. Partnership relations, at a theoretical level, within the framework of programs and by-laws has a fairly high level, but the research issue involves consideration of real interaction practices that prevail in our reality.
