Language has a role to play in the complex world of healthcare, to the extent that we could say that it is the basis for the principal activity of healthcare. Canada is a pioneer in research that analyses the quality of healthcare and the language associated with it. The situation of bilingualism that we have in Euskal Herria means that we suffer from certain linguistic limitations, and older people are one of the most vulnerable groups in this respect. Here and now, being older and Basque means being subjugated. The objective of the project has been to analyse healthcare and the linguistic interaction of people of 65 years of age or more in the district of Urola Kosta. 89% of the respondents say that they would like to receive healthcare in euskera, and they attach great importance to the language (4.64/5) in the quality of the healthcare they receive. This paper works on the reconcile of language and culture, supposing that this relation can offer important clues on language revitalization processes. On this way, taking into account the last researchs, firstly we developt theoretically the main topic. Secondly, we propose a pattern based on the theory we worked on the first point. We base our work on anthropology, linguistic anthropology, neurosciences and basque language revitalization process. In fact, our principal target is to open a new reflexion about basque language revitalization process. Finnaly, we conclude that in the language revitalization processes is essential to work the language with the mediation of a cultur context. The Evaluation of Linguistic Impact (ELI) has become more prevalent in recent years, and the recent Decree 179/2019 has found many municipal councils unprepared. In the future it will be necessary to examine the effects of certain plans on municipalities in the Basque Autonomous Community on the use of Basque from the legal perspective, particularly when changes are proposed in the urban planning area. ELI should be considered as a tool or resource, because it enables us to act flexibly and for the benefit of euskera. Therefore, so that the evaluation of the ELI should not be a mere administrative step, and so that the Town Council of Zumaia can act in accordance with its principles, a proposal has been made for the management of the matter in the municipality, with examples after one year. • Key words: citizenry; mainstreaming; cooperation; euskera; prevention
