Abstrak
Era Milenial ditandai dengan semakin berkembangnya Ilmu dan Teknologi. Perkembangan ilmu dan teknologi ini melahirkan gaya hidup serba cepat. Gaya hidup masyarakat yang serba cepat ini dikarenakan tersambungnya gedget dengan internet yang menghasilkan koneksi di antara masyarakat, sampai pada lintas daerah, negara, bahkan benua. Kemajuan ilmu dan teknologi ini terjadi di seluruh dunia akan tetapi tidak terjadi di daerah-daerah yang tidak memiliki fasilitas jaringan internet terutama daerah-daerah yang di sebut desa. Berdasarkan hal tersebut maka rumusan masalah dalam penelitian ini adalah Bagaimana Pelayanan Pemerintahan Desa di Era Milenial di Desa Gunung Batu. Tujuan penelitian ini adalah untuk menganalisis pelayanan pemerintahan desa di era milenial di Desa Gunung Batu. Metode yang digunakan dalam penelitian ini adalah menggunakan metode deskriptif kualitatif. Hasil penelitian ini adalah 1). Pelayanan publik di Desa Gunung Batu hanya berupa pemberian rekomendasi (surat Pengantar); 2). Administrasi desa masih bersifat manual; 3). Keterbatasan sarana dan prasarana; 4). Rendahnya kualitas SDM di Desa Gunung Batu

AbstractAs a democratic country, public participation in implementing governance is a must. Law No. 25/2009 about public service is prepared by open, participative, and progressive which it puts public participation as one of the elements in public service. Public involvement started from drafting phase to an enactment which realized on the instrument of public service standards. Drafting a service standard based on the participatory citizen is one of the service provider’s obligation in order to realize certainty in service. Service standard can prevent maladministration action as well as being a public control. This has been further published in the technical regulations. In reality, however, there are service providers have not arranged the instrument of service standard yet. As one of service delivery, the village is obliged to provide excellent public service. The purpose of this writting to know the consistency of legal arrangements with the practice in the field. This article uses normative legal research methods. Legal rules become references in this paper. A theory which is used to analyze is ‘new public service’ that play citizen as a party in service so that involvement becomes an important element.Key words : Citizen Participation; Public Service; Service Standard

AbstrakMenghadapi era globalisasi yang penuh tantangan dan peluang, aparatur negara sebagai pelayan masyarakat yang memberikan pelayanan sebaik-baiknya menuju good governance. Salah satu program prioritas yang bersifat strategis adalah mampu menggunakan atau mengoperasionalkan sebuah aplikasi pelayanan yang cepat dan prima. Sistem berbasis IT untuk desa seperti Program aplikasi IT lainya, salah satunya adalah sistem SIKDES yaitu sistem informasi konektivitas desa. Efektivitas pemerintahan dalam pelayanan publik dengan sistem informasi konektivitas desa (SIKDES) studi kasus di Desa Sidorejo Kecamatan Bandongan Kabupaten Magelang memiliki tujuan untuk menjelaskan alasan keberhasilan Desa Sidorejo dalam menerapkan sistem SIKDES, hambatan Desa untuk menerapkan sistem SIKDES dalam pelayanan, peran perangkat desa sangat penting terhadap keberhasilan tersebut dan respon yang dirasakan masyarakat pengguna layanan SIKDES terkait penerapan sistem tersebut. Metode yang digunakan dalam penelitian ini adalah Metode penelitian yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif kualitatif dengan pendekatan studi kasus. Data penelitian dikumpulkan melalui observasi, wawancara, dan dokumentasi. Keabsahan data dalam penelitian ini diperoleh melalui trianggulasi (sumber dan metode), diskusi ahli, dan pencocokan data dengan teori. Analisis data yang digunakan berdasarkan pada model analisis Miles dan Huberman yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil Penelitian pertama, penerapan SIKDES membawa perubahan pada kinerja pemerintah dan berdampak bagi masyarakat. Adanya sistem SIKDES tidak hanya bertujuan untuk meningkatkan kualitas pelayanan Desa Sidorejo namun juga memudahkan masyarakat untuk mendapatkan kebutuhan surat menyurat dari kantor Desa karena sudah berbasis teknologi. Kedua, Kendala utama penerapan sistem SIKDES adalah kemampuan sumber daya manusia dalam menggunakan sistem SIKDES dipelayanan kantor desa dalam hal ini adalah perangkat desa sehingga menyebabkan masih terhambatnya proses pelayanan, serta ketidakdisiplinan perangkat desa dalam mengikuti pelatihan yang diselenggarakan oleh Kecamatan maupun dari Kabupaten.

Abstrak
Kajian tentang pembangunan desa tengah populer dalam diskursus politik dan pemerintahan. Terbitnya UU Nomor 6 Tahun 2014 tentang Desa yang melahirkan adanya kebijakan tentang dana desa dan mengakibatkan peningkatan yang signifikan pada pengembangan inovasi desa. Trend inovasi desa saat ini mencoba mangadopsi model smart village yang merupakan turunan dari smart city. Sebagai sebuah konsep baru, penerapan smart village di Indonesia masih belum maksimal. Masih banyak ditemukan gap antara kajian teoritis dengan praktik dalam penerapan smart village. Oleh karena itu, penelitian ini akan mencoba melihat pengembangan smart village di Kabupaten Malang dengan titik fokus pada pengembangan ekowisata berbasis smart village di Desa Sanankerto Kabupaten Malang. Penelitian dilakukan dengan melakukan observasi, wawancara, dan dokumentasi. Harapannya melalui penelitian ini mampu menghasilkan sedikitnya tiga temuan utama. Pertama, sejauh mana upaya penerapan smart village diterapkan dalam pengembangan desa wisata berbasis ekowisata. Kedua, peluang dan tantangan penerapan smart village. Ketiga, rekomendasi kepada para stakeholder terkait.

Abstract
Village development studies always a hot issue to be studied. Especially in current political year (2019). The national village development policies have made significant changes, but there are still some obstacles and challenges in their implementation, starting from the actors of policy until the achievements of the programs implementated in the village. This study aims to understand how the principles of Village Governance can be implemented in the implementation of the Village Fund Allocation Program. By using technical descriptive-qualitative analysis, this study can explain the implementation of the principles of good village governance that have been ongoing. The data analysis used in this study is domain analysis. According to Bungin (2007) domain analysis techniques are used to analyze the description of research objects in general or at the surface level, but relatively intact about the object of the research.After observing, interviewing, and reviewing the literature on the implementation of Village Funds, it can be concluded that all the provisions and policies in implementing the Village Law, especially village finance, can be implemented well for all levels of government. However, in actual shows that there are several indicators of good village governance that have not been implemented properly. The findings include: 1.Village financial governance is still relatively not good; 2.Partisipatory, integrated and harmonized village planning with regional and national planning has not been effective; 3.Abuse of power and authority which results in legal problems tend not to decrease; 4.Quality of service to the community still has not increased.

Abstrak Implementasi Undang-Undang Desa secara umum memberikan kesempatan kepada desa untuk melakukan demokratisasi proses kebijakan, konsolidasi sumber daya dan aset, dan penguatan dan pemberdayaan masyarakat dengan memunculkan partisipasi dari masyarakat. Penelitian ini bertujuan untuk mendeskripsikan peran Pemerintah desa dalam mewujudkan penyelenggaraan tata pemerintahan yang baik, transparan dan akuntabel melalui pengembangan sistem informasi desa. Metode penelitian yang dilakukan penulis menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian yang telah dilakukan dapat disimpulkan bahwa Desa Panggungharjo Kecamatan Sewon Bantul telah menerapkan keterbukaan informasi yang memberikan kesempatan kepada masyarakat untuk mengakses informasi publik desa. Pemerintah Desa mempunyai komitmen untuk mengembangkan sistem informasi desa melalui penyediaan website yang memuat profil desa, program kegiatan, dan laporan penggunaan anggaran. Berdasarkan hasil penelitian yang telah dilakukan dapat disimpulkan bahwa Desa Panggungharjo Kecamatan Sewon Bantul telah menerapkan keterbukaan informasi yang memberikan kesempatan kepada masyarakat untuk mengakses informasi publik desa. Pemerintah Desa mempunyai komitmen untuk mengembangkan sistem informasi desa melalui penyediaan website yang memuat profil desa, program kegiatan, dan laporan penggunaan anggaran. Data Perpustakaan Nasional menyebutkan dari sebanyak 70.000 desa dan 9.000 kecamatan di Indonesia, tidak lebih dari setengahnya yang sudah memiliki perpustakaan standar. Di sisi lain, dari sekitar 316 Daerah Tingkat II, baru 70 % yang memiliki perpustakaan standar (Djunaidi, 2007). Berdasarkan fakta ini, maka peneliti tertarik melakukan penelitian terkait administrasi pengelolaan perpustakaan. Lokus penelitian ini dipilih di Desa Puro, Kabupaten Sragen. Lokasi penelitian ini dipilih dengan pertimbangan Perpustakaan Desa Puro pernah memperoleh prestasi sebagai Juara II Perpustakaan Tingkat Provinsi Jawa Tengah Tahun 2016. Penelitian ini menggunakan pendekatan deskriptive kualitatif, dengan metode wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan, secara administrative, ketersediaan kuantitas buku di Perpustakaan Desa Puro sangat kurang. Hal ini tentu menjadi problem yang serius dari pengelola perpustakaan. Government Regulation No. 72 in 2005 about Government Villages implied that the role of national development within the village currently has a vital role. One of the essential elements required of the village is the village information system. One example that has been put into practice is Pemalang District successfully developed application systems information village (SID) that is named SIDEKEM. This innovation was even recognized by the international arena with the award he received Champion Award from the ITU (Information Technology Union) saplings organization UNESCO-UN/PBB) by Regent of Pemalang. SIDEKEM that was originally aimed at facilitating administrative services at the village community, it also managed to move the village economy and changing social paradigm that had long existed. In this example of cases studies of implementation of SIDEKEM in one of the model village is at Penggarit Village. This village is via SIDEKEM successfully introduced the yield potential of growing and creating new jobs opportunity. It is aligned with the theory of community development, a process which is a community effort own are integrated with government authorities to improve the socio-economic conditions and cultural community, integrate the community into the national life and encourage the contribution of the community to a more optimal for national progress (Hayden 1979:175). Surely in practice always find some barriers. But SIDEKEM in all of its limitations has managed to push changes in the community at Penggarit Village.

The existence of UPTPK in Sragen Regency is an effort of the regional government in Sragen Regency to tackle the poverty with a systematic and integrated concept. The success of Sragen Regency in the establishment of UPTPK to the poverty tackling program can encourage the Social Ministry to give an appreciation through a program named GEMPITA (Regency/City Concerned Community Movement). The purpose of this writing is to explain the leadership of Agus Fatchur Rahman in maintaining the poverty through UPTPK (The Integrated Service Unit of Poverty Tackling) in Sragen Regency. democratic leadership and gives his staff the freedom to develop in providing services to the society. Through UPTPK, Agus Fatchur Rahman seeks to provide and improve the welfare of the society through special services in the education, health, and social and economic. The establishment of UPTPK is a step by Regent Agus Fatchur Rahman to articulate the needs and interests of the poor society to improve their welfare. Viewed from each dashboard, the leader of Sragen Regency needs to make efforts to encourage better management of UPTPK, including increasing accountability through reporting on the performance of UPTPK in print so that reporting is not only electronic reporting but also print reporting to facilitate the society who come to the office obtain the performance information. Abstract
This article describes the performance of the public servants, namely the bureaucracy in serving the public in Bali. The main problem proposed in this article is how the public servants in Bali in the bureaucratic reform era are and what ethic underlies the running of this service. The data were collected through the interviews, observation, and documentation. Data analysis was done by the public service theory. The results of the study present that the public services in Bali are strongly influenced by Hinduism culture especially the spirit of Sewaka Dharma manifested in the government bureaucrats. The concept of Sewaka Dharma is in line with the values echoed in the bureaucratic reform. It contains the values and concepts related to the service to others and the accountability to God.
