Governance in the exploration of global and regional determinants of ICT development 探索全球和地区信息与传播技术发展决定因素中的治理问题

The present study assesses how governance affects information and communication technology (ICT) at the global level contingent on macroeconomic policy factors such as trade, foreign direct investment (FDI), manufacturing value added, and agricultural value added. The study focuses on 183 countries from 2003 to 2021, and the empirical evidence is based on the generalized method of moments (GMM). The following main findings are established. For the full sample, governance unconditionally promotes ICT development, while trade openness (industrial added value) moderates governance to promote (dampen) ICT development. In sub-Saharan Africa, only trade openness effectively moderates governance to induce an overall positive effect on ICT, while in the Middle East and North Africa (MENA) region, all policy variables moderate governance for an overall positive incidence on ICT sector development. The findings for the MENA region are confirmed in the Europe and Central Asia (ECA) region, with the exception of the moderating role of industrial added value, which engenders an overall negative effect. In the East and South Asia and the Pacific (ESAP) countries, one overall positive incidence is apparent in the role of trade openness, while net negative effects are established from the moderating roles of industrial added value and agricultural added value. In the American sub-sample, a positive (negative) net effect is apparent from the role of industrial added value (trade) in moderating the incidence of governance on ICT sector development. Finally, policy implications are discussed.

This study delves into the dynamics of green product innovation, artificial intelligence (AI) adaption, and intellectual capital, investigating their impact on the competitiveness of firms in Oman. It emphasizes the crucial role of government intervention and R&D investments in this process. Based on the responses of 214 top managers in Oman, the research employs structural equation modeling to analyze the intricate relationships between these factors. The findings underscore a significant positive correlation between green innovation, AI implementation, and intellectual capital, with government involvement and R&D investments as vital moderators. This study provides a novel perspective on the synergy of technology, innovation, and intellectual capital in developing economies. It offers essential insights for business leaders, policymakers, and scholars, highlighting the necessity of integrating advanced technologies and sustainable practices in business strategies to achieve competitive advantage. The research adds to the existing body of knowledge on innovation and competitiveness. It offers practical implications for enhancing firm performance in Oman and similar emerging markets.

Environmental, social, and governance performance and corporate innovation novelty 环境、社会和治理绩效与企业创新的新颖性

Environmental, social, and governance (ESG) performance, along with the novelty of innovation, are significant factors in promoting sustainable development for corporations. This study employs the Heckman two-stage model to examine the impact of ESG performance on innovation novelty using a dataset comprising A-share listed companies in the Shanghai and Shenzhen Stock Exchanges from 2011 to 2020. The results indicate that enhanced ESG performance significantly fosters innovation by expanding innovation resources and mitigating agency problems. Further analysis reveals that this relationship is more pronounced under high economic policy uncertainty, a challenging information environment, elevated financing constraints, and in the context of digital transformation. This study not only expands the research on the economic implications of ESG performance for enterprise innovation behavior but also places a distinct emphasis on innovation quality rather than quantity. Additionally, this study enriches the existing literature on the factors influencing innovation novelty and extends research into the link between environmental protection and firm innovation, particularly from the perspective of stakeholder theory. Furthermore, this study holds practical significance for governments aiming to enhance ESG evaluation systems and establish guiding policies that encourage novel innovations, ultimately contributing to sustainable and high-quality development. Simultaneously, this study provides guidance to enterprises by encouraging them to embrace green development, improve social responsibility, and elevate their governance standards to promote innovation quality.

How the adoption of industry 4.0 technologies is related to participation in global and domestic value chains: Evidence from Russia 采用工业 4.0 技术与参与全球和国内价值链的关系:来自俄罗斯的证据

This study explores the relationships among Industry 4.0 technologies, their application areas, and the involvement of Russian manufacturing firms in global and domestic value chains. We apply logit and multinomial logit regressions using an original survey dataset of approximately 1700 Russian manufacturing firms. We make a novel contribution to the literature by uncovering an asymmetry in adopting Industry 4.0 technologies among Russian industrial firms in domestic value chains (DVCs) and global value chains (GVCs). This asymmetry has the potential to impede GVC localization and DVC internationalization. Based on our results, software automation solutions are the only ones demonstrating statistical significance for firms participating simultaneously in GVCs, DVCs, and both GVCs and DVCs. Companies in DVCs demonstrate a broader utilization of Industry 4.0 technologies across various application areas. We also identify evidence of reshoring in DVCs, indicating that Industry 4.0 adoption encourages firms to establish enduring relationships with domestic suppliers. Highlighting that differences in technology adoption are influenced by external factors, including adherence to international standards and regulatory principles, we propose policy implications for developing countries. Recommendations encompass reducing entry barriers to DVCs, improving procurement transparency, and promoting competition in the digital solutions market to empower firms for seamless GVC integration.

Organizational ambidexterity, open innovation and innovation outputs: How do followers and low-flyer EU countries innovate? 组织灵活性、开放式创新和创新产出:追随者和低飞的欧盟国家如何创新?

This study analyses the role played by organizational ambidexterity and open innovation in innovation outputs, considering business units with different levels of technological intensity (medium-high and high tech, and medium-low and low tech) for countries with different innovation profiles. The countries considered in this paper are i) Estonia and Slovenia as innovation followers; ii) Slovakia, Hungary, Spain, Czech Republic, Italy, Portugal, Norway, and Croatia as moderate innovators; and iii) Bulgaria, Lithuania and Romania as modest innovators. In the empirical approach, the research hypotheses arise from the literature review and are tested using secondary data collected from the Community Innovation Survey (CIS) 2010. The conceptual model is tested using the logistic regression method, which indicates suitable accuracy and reliability for empirical testing purposes. The evidence reveals that for innovation followers, ambidexterity has a greater influence on the practice of eco-innovation, marketing innovation, and product innovation. For moderate innovators, ambidexterity has a greater influence on the practice of product innovation, process innovation, and eco-innovation. Concerning modest innovators, ambidexterity has a greater influence on the practice of product innovation, process innovation, and eco-innovation. With regard to open innovation, for innovation followers, this has a negative influence on product innovation in medium-high and high-tech companies. For moderate innovators, open innovation has a greater influence in process, organizational, and eco-innovation. In the case of modest innovators, open innovation is more significant for innovation outputs in product, organizational, and marketing innovation. Size is not always positively related to innovation outputs.

This study investigated the relationships between human resource (HR) practices, employee psychological empowerment, employee innovative work behavior, and firm innovation capability in the context of the Information and Communication Technology (ICT) sector in Jordan. Employing the Social Exchange Theory (SET) as a guiding framework, this study explored how employee psychological empowerment and innovative work behavior mediated the influence of HR practices on a firm's innovative capabilities. Drawing on extensive data collected from ICT organizations in Jordan, our analysis had several key findings. A significant positive correlation between HR practices and psychological empowerment was observed. Job design emerged as the most influential factor affecting psychological empowerment, whereas compensation had a weaker impact. Furthermore, we established that psychological empowerment significantly enhanced innovative work behavior, underscoring its role as a catalyst for innovative work behavior within the sector. Finally, our study supported the theory that psychological empowerment influenced a firms' innovation capabilities, emphasizing the pivotal role of employee empowerment in driving firm-level innovation in the Jordanian ICT sector. These findings provide insights for academic and practical audiences, clarifying how HR practices, employee psychological empowerment, and innovative work behavior collectively influenced firm innovation capability within the unique context of the Jordanian ICT sector.

Challenges facing the USA in matching Germany in advanced manufacturing for green growth 美国在先进制造业促进绿色增长方面与德国竞争所面临的挑战

This study explores the relative strength of public policies promoting advanced manufacturing by comparing the government programs and capacities of two world leaders in science and technology: the USA and Germany. Based on insights from 'varieties-of-capitalism' literature and using process tracing methodology, this study identifies significant differences in today's pursuit of advanced manufacturing. The German model of Rhine capitalism has strength due to its long tradition of diversified quality work, built on a long-term commitment to government-industry collaboration, with significant indirect public support provided by vocational training and research institutes. The American model of Manchester capitalism has been challenged by the loss of millions of low-skilled manufacturing jobs due to outsourcing and competition from Asia. The study finds that the “Manufacturing USA” policy initiative of the Obama era, although directly inspired by Germany's Fraunhofer institutes, is hampered by the contextual and institutional circumstances identified. With biobased carbon fibers offering the potential of a novel, low-cost material, pursued with research and development (R&D) efforts in both countries, it provides a measure for evaluating policy outcomes, and the study confirms Germany's technological lead. In addition, the study's process-tracing methodology reveals that significant legacies from German knowledge creation in the past have spilled over to American science and technology, and may continue to do so, lured by government funds. Further studies on advanced manufacturing should test the robustness of these findings.

The primary objective of this study is to delve into transnational projects conducted between 2014 and 2020, with a strong emphasis on environmental quality. Our focus is directed toward projects that encompass either eco-innovation or feature elements intrinsic to a circular economy. To achieve this goal, we introduce a pioneering analytical framework tailored to dissect transnational projects, which intricately interweaves the diverse dimensions of environmental quality and innovation, facilitating a comparative assessment across various program classifications. Our approach aligns with the overarching mission of the four flagship initiatives, in which we evaluate the combined impacts on sustainability and innovation. This evaluation considers three fundamental factors: (1) resource allocation, (2) innovation type, and (3) infusion of eco-innovation or circular economy elements. Our methodology unfolds through a systematic, step-by-step progression. First, we meticulously handpick programs, specifically Interreg, Horizon, and Life projects, within the scope of TSG3 (Environmental Quality). Each of these programs corresponds to one of the following four flagship initiatives: (1) overseeing and managing marine species, (2) fostering sustainable development in coastal and maritime zones, (3) safeguarding and elevating natural habitats and terrestrial ecosystems, and (4) formulating transnational contingency strategies for maritime accidents. Through an exhaustive review, we identify projects that either directly or indirectly champion eco-innovation or other facets of the circular economy. Concurrently, we uncover broader manifestations of innovation, eco-innovation, and circular economy principles. Employing the Oslo Manual as a guide, we methodically categorize these innovations into the product, process, organizational, and marketing domains. In the timeframe under scrutiny, a relatively modest subset of projects embraced eco-innovations and practices aligned with the circular economy. Our findings culminate in the formulation of practical implications to invigorate the integration of these dimensions.

Green managerial practices and green performance: A serial mediation model 绿色管理实践与绿色绩效:一个系列中介模型

This study examines the influence of green supply chain management (GSCM) practices and green culture on green performance in the manufacturing sector through the mediating effect of proactive environmental strategy (PES) and green product innovation (GPI). A quantitative approach was followed, and partial least squares structural equation modeling (PLS-SEM) was used for hypothesis testing. A questionnaire was used to collect data, and 663 questionnaires were included in the final analysis. Contrary to our expectations, the results showed that GSCM practices do not influence green performance, whereas green culture is positively related to green performance. The results show that PES and GPI explain the relationship between GSCM practices, green culture, and green performance. PES and GPI sequentially mediated GSCM practices, green culture, and green performance. Moreover, PES and GPI significantly improved green performance. This study aims to extend the scholarly appreciation of GSCM practices and the impact of green culture on green performance by examining the mediating effects of PES and GPI on these relationships. The implications and future research avenues are also discussed.
