The career system of civil servants in the Romanian public administration presents a number of particularities, and over time, in order to modernize and make it more transparent, has undergone a number of changes.

A crisis can occur with little or no warning, anywhere, and at any time. Crisis management seeks to help organizations cope with specific, unexpected, and non-routine events that create high levels of uncertainty and threat. Although the crisis management literature is plentiful regarding the business sector, little has been written on this subject when it comes to nonprofit organizations (NPOs).

The abusive calls subdivision of the non-emergency calls made to the 112-emergency system represent a concern for the administrators of other such services worldwide, since they generate suboptimal use or even waste of resources. Preventing this scenario requires countermeasures to limit the impact of such calls on the operational performance of handling genuine emergency cases.

Public organizations are in a state of crisis at the moment of significant institutional changes in their structures (Boin and t’Hart, in: Wagnedaar, 2000, pp. 9-31), and the greater the number of people affected - the more the crisis in the organization is felt. In connection with the ordinance of the Minister of Health of 13 March 2020 (Journal of Laws of 2020, item 433), announcing the state of epidemic threat in the territory of the Republic of Poland, common units of the prosecutor's office faced a new challenge regarding a quick and effective response to crimes arising in connection with the use of the state of emergency for unlawful purposes.

Questioning if Macro-Systemic Top-Down Approaches Should Be Used to Develop Smart Cities of the Future 质疑是否应该采用宏观系统自上而下的方法来发展未来的智慧城市

Cities differ greatly from one to another, even if they serve the same essential purposes. Moreover, they should collaborate at all levels for producing synergistic effects, therefore, their major smart solutions should be standardized or at least compatible, whilst adapted to the local contexts. Cities are systems of systems and contain a large variety of components, each of them presenting different characteristics. Given the vast range of technological choices and the unforgiving overall pressure, governors struggle to implement best specific smart solutions for their cities, by usually adopting bottom-up methods, thus, endangering future possible compatibilities with other local or international systems. This research stresses the importance of top-down smart city deployments, by acknowledging also the local specificities. It investigates the status of relevant international contributions, questioning what kind of approaches should be applied by public administrations. The results point out to complex challenges that exist by revealing the status of standardization proceedings, the authors’ perspective on the enabling technologies and their dimensions, as well as a related case study concerning a local community of Romania so as to bring the beforementioned issues to light. The main objective of this research is to highlight the associated problematics and draw attention to the urgent need of a new macro-systemic top-down attitude for developing smart cities.

The Value of Structured and Unstructured Content Analytics of Employees’ Opinion Mining 结构化与非结构化内容分析在员工意见挖掘中的价值

Employees and their knowledge are critical for a company’s success and were extensively covered by literature. Free form of knowledge, as opinions or feedback is analyzed in some companies in order to understand potential areas of improvement or satisfaction. This research focuses on analyzing free format opinions collected with a survey instrument from 586 employees of a bank. Various techniques as text analytics, word embedding, supervised and unsupervised learning were explored, extracting key concepts or entities. Attribution and relational similarity was explored using techniques as supervised text classification or unsupervised, by word vector representation and embedding using word2vdec. The aim was to explain overall satisfaction combining structured data (collected with closed questions survey, using 7 points Likert scale) enhanced with text classification of opinions, related to best and worst applications, along with explanations. The theoretical model used for ontology and taxonomy of text classification was based on Technology Acceptance Model, mapped into the main perceptual constructs, Perceived Ease of Use and Perceived Utility. The scope of research was the banks’ enterprise IT environment, not focused on a specific application. Various quantitative models, including linear models, decision trees and neural nets, were evaluated to capture potential causality of overall employee IT satisfaction level. The results suggest strong influence of perceptual constructs towards satisfaction, within all methods, while unstructured textual data provide additional insights on employees’ perception from concept associations.
