Obtaining Professional Skills in the Public Construction Procurement System: A Challenge from the Viewpoint of Indonesian Government Worker 公共工程采购系统中的专业技能获取:来自印尼政府工作人员的挑战

The lack of ASN (Aparatur Sipil Negara/ State Civil Apparatus) interest in participating in the procurement process is a problem that affects the performance of the procurement process in terms of its effectiveness and efficiency. Therefore, the purpose of this research is to identify and evaluate the factors that influence the difficulty of obtaining functional procurement from the viewpoint of various government workers authorized for procurement. This research used a quantitative approach with a questionnaire survey method for data collection. From the results of the literature study, 22 elements of the challenge to obtain procurement professionals were successfully identified. Questionnaires were distributed to ASN (public procurement officials), namely structural, functional and functional assistants working in the field of Procurement of Goods and Services within the West Sumatra provincial government. Furthermore, the data were analyzed using Exploratory Factor Analysis (EFA). As a result, there are three factors of the difficulty of obtaining functional procurement from the perspective of various ASN procurement managers, namely Standard and Policy Factors (6 variables), Transparency and Accountability Factors (4 variables), and Experience and Education Factors (2 variables). This research also suggests measuring the relationship between the three factors by means of confirmatory factor analysis for future research.

Double Skin Façade Adoption Influencing Ventilation Performance in Educational Buildings 双层幕墙采用对教育建筑通风性能的影响

Double skin façades are adaptive envelopes that aim to improve building energy consumption and comfort performance. Their adaptive principle relies on the dynamic management of the cavity's ventilation flow and the shading devices, which can integrate with the environmental systems. This research demonstrates the possibility of modifying existing buildings to study unconventional building envelope solutions. Scenarios A and B show insignificantly decreasing measures in air velocity, relative humidity, and air temperature; however, Scenario C shows the most significant changes, the average air velocity increases by 45%, the air temperature drops between 5 to 8%, and the relative humidity drops between 5 to 8%. The utilization of DSF can be used to reduce solar heat gain, enhance natural ventilation, and mitigate the inefficiencies of mechanical ventilation in educational buildings. The Double Skin Façade is effective in improving parameters that are in accordance with thermal comfort.

Measuring Social Sustainability for Socially Sustainable Urban Development: A Preliminary Study in Dhaka City, Bangladesh 衡量社会可持续城市发展的社会可持续性:孟加拉国达卡市的初步研究

Social sustainability in socially sustainable urban development is an escalating global concern to ensure the well-being of urban society. Uncontrolled and rapid urbanization has transformed Dhaka into one of the world's largest megacities, leading to severe social problems. Therefore, it influences the city's social sustainability. Due to the lack of attention to social sustainability, especially in cities of developing countries, this study aims to measure the current status of social sustainability in Dhaka city for socially sustainable urban development. A structured questionnaire survey was conducted among residents of Dhaka. Results revealed that Dhaka city residents have low satisfaction levels regarding social sustainability conditions. They are not getting adequate facilities related to social sustainability for socially sustainable urban development. The results provide empirical evidence of the current status of social sustainability to policymakers, urban planners, and implementing agencies in Dhaka city that can assist in formulating appropriate socially sustainable planning, policy formulation, and practical implementation. The study might also help researchers in developing countries expand their thinking about other cities encountering similar problems.

Typology of Wood Joint Geometry in Basemah Highland Vernacular Architecture, South Sumatra, Indonesia 印尼南苏门答腊岛Basemah高地乡土建筑中的木节几何类型学

Ghumah Baghi is the vernacular architecture of the Basemah highland, South Sumatra, Indonesia with distinctive wooden joints. Wood joint categories are divided based on geometry and arrangement, form, position, direction, move or no move, assembly, flush or not flush, additional reinforcement, component change, and resistance to loads. The problem of this study was: what types of wood joints were used in the construction of Ghumah Baghi? This study aimed to discover the typology and variations of joints based on geometry and arrangement. This study used a descriptive qualitative case study method. The data were collected through documentation, interview, and direct observation, and the analysis was carried out by comparing the types of wood joints from the literature. The research findings showed that there were 8 types and 36 variations of wood joints based on the theirition, shape, and unique geometry. Wood joints are affected by the availability of materials, geographical conditions, and assembly. Based on the typology of the wood joints, Ghumah Baghi construction is a knock-down construction resistant to earthquakes. This study was an initial study of making a prototype of an earthquake-resistant, knock-down house based on the structure and construction of Ghumah Baghi.

Critical Success Factors Framework of Value Management for Design and Build Infrastructure Projects 设计和建造基础设施项目价值管理的关键成功因素框架

The Design Build (DB) approach is gaining popularity in many countries as it allows a single entity to handle both design and construction, making it a preferred choice for infrastructure projects. With the design process carried out by a team to achieve design constructability, implementing Value Management (VM) in Design Build projects is advantageous and can lead to cost-effective designs. While most studies have concentrated on identifying the important criteria that lead to the effective deployment of VM in infrastructure projects in general, the success factors of VM in DB delivery systems remain unknown. This study aims to identify the critical success factors (CSFs) in the three main stages of the VM workshop and their supporting factors in infrastructure projects delivered under DB system. To achieve the research aim, a questionnaire was distributed to DB contractors involved in infrastructure projects in Indonesia. The Relative Important Index approach was applied to 28 factors, and the analysis revealed the CSFs for each stage of the VM workshop, along with a critical supporting factor. The analysis revealed that there are three CSFs for the pre-study and study stages and one for the post-study stage. The identified CSFs provide a framework for VM success in Design Build projects. The three CSFs in the pre-study stage relate to VM objectives, project information completeness, and personnel involved in the VM workshop. At the study stage, VM success depends on the VM process, the development of alternative designs, and the VM team's innovation. In the post-study stage, VM success is linked to the VM implementation process and developing an execution plan. The cooperation of all stakeholders in implementing the VM workshop results is a critical supporting factor for VM in a DB project.

Engaging Appreciative Inquiry in Exploring Accessibility Needs among Vulnerable Community in Kuala Lumpur Neighbourhood 吉隆坡社区弱势群体无障碍需求的欣赏式探究

Neighborhood accessibility affects a wider range of people, especially the vulnerable groups. The disablement of the built environment imposes limitation for the vulnerable groups to reach facilities and services independently. The built environment can only be effective when it is interconnected and seamless. Research in the past focuses on problem base approach which had little success in eliciting responses from stakeholders for sustainable change in their built environment. This research investigates accessibility experience in the built environment through social process of meaning-making based on positive and constructive interactions. This qualitative research using focus group discussion (FGD) employs an appreciative inquiry (AI) to collect and decode data in four stages; discovery, dream, design, and destiny. The FGD involved stakeholders including vulnerable communities; the elderly, pregnant women, mothers with toddlers, persons with disabilities (PwD), academicians and NGOs. Findings revealed collective priorities related to the accessibility improvements in the external and internal living environment, the need to enforce national disability law, the actualisation blueprint of the desired future living environment. To create an accessible and sustainable neighbourhood in Kuala Lumpur, the study demonstrated how the Appreciative Inquiry approach generates real community needs and voices those rights holistically.

Research in the past focuses on problem base approach which had little success in eliciting responses from stakeholders for sustainable change in their built environment. This research investigates accessibility experience in the built environment through social process of meaning-making based on positive and constructive interactions. This qualitative research using focus group discussion (FGD) employs an appreciative inquiry (AI) to collect and decode data in four stages; discovery, dream, design, and destiny. The FGD involved stakeholders including vulnerable communities; the elderly, pregnant women, mothers with toddlers, persons with disabilities (PwD), academicians and NGOs. Findings revealed collective priorities related to the accessibility improvements in the external and internal living environment, the need to enforce national disability law, the actualisation blueprint of the desired future living environment. Investigating natural ventilation performance on apartment units in Jakarta based on field test measurements 基于现场测试测量调查雅加达公寓单元的自然通风性能

The COVID-19 pandemic has changed the way of living of many people across the planet. In the beginning of the pandemic, when the strict lockdown was implemented, numbers of individual were encouraged to work from home. In the city living, high rise living were apparent and became a global phenomenon. This paper evaluates natural ventilation performances of existing apartment units in Jakarta, Indonesia by measuring the indoor temperature, indoor airflow and relative humidity. This research studied three different apartment units in Jakarta in the form of single-sided ventilation or cross ventilation. This study conducted by field test measurement on three different apartment units across Jakarta with various natural ventilation strategy and room volume. Statistical analysis was carried out to investigate the relationship and influence between the results of field test measurement and external weather data collected from ERA5. The results of the analysis suggested that external weather influence the indoor air condition, especially indoor temperature where significant influence was apparent. Furthermore, the field test data measurement in this paper contributed to validation study in predicting indoor airflow.

Impact of 5G Network on the Malaysian Real Estate Industry: Future Homebuyers’ Perspective 5G网络对马来西亚房地产行业的影响:未来购房者的视角

The 5G development in Malaysia is still in the preliminary stage. The potential of the development is extremely high which will impact the real estate industry. The impact of 5G development on the Malaysian real estate industry may be assessed from the perspective of prospective property buyers because the real estate is developed for consumers. This research examined the impact of 5G development on the Malaysian real estate industry. The data was obtained through a questionnaire survey distributed to the respondents consisting of the targeted group of prospective house buyers. Exploratory Factor Analysis was employed as the main method of analysis. The factors of sustainability tested from the questionnaire survey were derived from the framework established from the literature review. The study finds that the majority of respondents rate considered all the identified factors as very important to assess the impact of 5G development in Malaysia. Thus, the results indicated that Malaysian prospective home buyers agreed that there will be an impact of 5G development towards the real estate industry. According to the respondents, all of the sustainability variables evaluated will affect the Malaysian real estate market. Therefore, the real estate market players must consider the trend of 5G development in order to deliver essential products and services while taking sustainability factors into account to suit the demands and preferences of future homebuyers.

Sustainability of Residential Investment in Klang Valley, Malaysia 马来西亚巴生谷住宅投资的可持续性

Since the late 1980s, Malaysia's rapid urbanisation and economic growth have resulted in a major increase in housing demand in urban areas. Due to a developing market and active supply-demand dynamics, the Malaysian housing industry has prospered. As a result, many investors are attracted to invest in property as it is one of the stable options to consider as compared to other types of investment. To date, there is no proper guideline as to which area is best to invest the money in as most investors are solely driven by profit but do not consider other factors that can sustain the income in the long term. Since investments are made with the goal of maximising wealth, investors must make reasonable choices based on the facts available and make a judgement that is devoid of emotion. By applying the COPRAS method to property investment, this research focuses on residential properties in Klang Valley, Malaysia. The main objective of this research is to provide an idea to investors on which area in Klang Valley can ensure sustainable investment, particularly residential properties. The final findings show that Petaling best conforms to sustainable investment with the highest degree of utility as compared to other alternatives. It is followed by Klang and the Federal Territory of Kuala Lumpur. This research provides additional literature that may help investors during their investment decision on which area is the most sustainable to invest in Klang Valley.

Locality of Building Orientation in Traditional Indonesian Architecture: A Systematic Literature Review 印尼传统建筑中建筑方位的局部性:系统的文献综述

This study elucidates values that determine traditional Indonesian housing orientations. The diversity of cultures in Indonesia generates a firm rule in housing design and affects some elements, encompass housing orientation. Recent research on the orientation of locality-based buildings has not been much explained holistically, so this can be a potential for further discussion. In order to produce a synthesis of the orientation values, this research employs a systematic literature review from scientific papers on Scopus with certain screening processes. In brief, the results show nature, main access, and beliefs that determine the orientation of traditional Indonesian housings. Nature's role determines the orientation where dwellers respect nature, cultivate and prevent the wind. Main access also simply determine the housing orientation where transportation access is located. Furthermore, ancestors' beliefs, sacred space, and Qiblah also establish the housing orientation of traditional Indonesian housings. These results provide important insights into the development of traditional Indonesian housing knowledge that considers local culture, sustainable issues, and Islamic values
