The 2023 ICOLD Annual Meeting was held in Gothenburg, Sweden, and the main theme was ‘Management for Safe Dams’. During the two-day symposium that formed part of the annual meeting, three sessions under the theme of concrete dams covered safety, durability and materials, and numerical modelling. A total of 18 papers were presented during the symposium, of which a selection is summarised in this briefing note. These papers contributed to the main theme by highlighting the important role that new research and technologies continue to play in ensuring the longevity of ageing concrete and masonry dam portfolios all over the world.

This technical briefing provides a summary of the findings and assessments presented by the DSI (State Hydraulic Works, Türkiye) team during the ICOLD 2023 meeting regarding the performance of dams during the seismic events that occurred in February 2023. Two powerful earthquakes with Moment Magnitudes (Mw) of 7.7 and 7.6 struck the Eastern Anatolian Fault Line, impacting several dams in the region. The seismic activity resulted in significant lateral displacements, settlements, and cracks in the dam structures. For the first earthquake, peak acceleration recorded at the nearest station (TK4614 – Pazarcik) was 2.21 g, for the second earthquake, peak acceleration recorded at the nearest station (TK4612 – Goksun) was 0.59 g. The presentation at the conference, as reported here, provided valuable insights into the performance of the dams during and after the earthquakes.

Lower Carno reservoir sits above Ebbw Vale in South Wales and provides raw water for supply to the local district. The reservoir was inspected in 2015 under the Reservoirs Act, 1975, resulting in various measures in the interests of safety. One of these measures was to take action to minimise uplift pressure beneath the masonry spillway chute. Investigations carried out in 2018 assessed the condition of the concrete beneath the masonry chute and identified the source of water upwelling in the channel. The concrete bedding beneath the channel floor had completely disintegrated, although the wall backing concrete was relatively intact. Reviewing the hydraulic loading on the structure identified that, even at moderate flows, the risk of plucking of masonry blocks and erosion of the embankment mitre posed a significant and credible threat to the safety of the reservoir. Hence the Undertaker, in conjunction with the qualified civil engineer (QCE), decided to drawdown the reservoir so that the spillway did not operate until works to safeguard the structure had been implemented. The paper describes the investigations, reservoir drawdown, dam safety management plan, key aspects of the spillway design and construction and wider implications for masonry chutes located on embankment dams.

Reservoir safety in the United Kingdom is undergoing a period of review and change, as part of implementing the 15 recommendations in the Balmforth report (Balmforth, 2021). Changes are also taking place in the United States as the Federal Energy Regulatory Commission (FERC) updated their guidelines for hydro-power projects regulated by the FERC. This paper is an overview of key issues and changes in the United States, as presented at the annual ASDSO conference in Baltimore in September 2022, attended by the authors. This paper is intended to inform the debate in the UK on options for change to ensure that dams and reservoirs meet public safety standards whilst at the same time avoiding disproportionate expense on investigations and studies where this is not warranted by the level of risk to the public.
