Ports and intermodal transport - institutions and organisations: the Setō Inland Sea, Japan, from archaic times to the present 港口和多式联运-机构和组织:濑户内海,日本,从古代到现在

Port planning and development requires a complete understanding of institutional arrangements, regulatory frameworks and stakeholder interests all within a broader context of global trade and investment. Historical investigations have revealed key events and players that have changed institutional and organisational administration in commercial ports. This paper is a descriptive analysis of major "tipping point" events, the key players and whether institutions or organisations dominated, with particular reference to ports in the Ōsaka Bay region of Japan from archaic times to the present day. The theoretical framework is provided by the New Institutional Economics and a case study approach is adopted using ports at the eastern end of the Setō Inland Sea, Japan. The methodology involves a literature search and an interpretation of the relevant material in English and Japanese, site visits and interviews with port officers on how and when transformations occurred, noting, in the conclusions, implications for reform in post-COVID 19 Japan.

Intermodal solutions for the South African fast-moving consumer goods sector 南非快速消费品行业的多式联运解决方案

Macro-level logistics cost and flow modelling have highlighted intermodal solutions as a means of optimising key South African (SA) freight corridors. This paper explores the critical success factors for translating the macro opportunity to a sustainable intermodal solution for the Fast-Moving Consumer Goods (FMCG) sector. The study identifies a significant growth opportunity for FMCG freight on rail, characterised by stable, naturally unitised volumes of low-price elasticity. Intermodal solutions have the potential to facilitate a significant shift of freight from road to rail, thus reducing environmental impact. However, adoption of an intermodal solution requires a more flexible, focused and responsive engagement from the rail service provider. The study succeeds in translating the quantified macro-level argument for intermodal solutions to the organisational implications and next tactical steps for the FMCG industry, to position towards sustainable implementation of intermodal solutions.

The belt and road initiative: a pragmatic constituent for the growth of Malaysian seaport system “一带一路”倡议:马来西亚海港系统发展的务实组成部分

This paper explores the transport connectivity and capacity issues, implication and strategies that need to be considered by the Malaysian seaport system to effectively exploit the benefits associated with the Belt and Road Initiative (BRI). Further, the paper recommends appropriate strategies to address the apparent operational and capacity shortcomings of the Malaysian port and logistics system since the inception of the BRI. An explanatory sequential mixed method research design was adopted for the study. The findings reveal three-fold benefits of the BRI: increased trade volume for Malaysian seaports, improving seaport-hinterland intersection and refining seaport infrastructure. Key issues confronting the Malaysian seaport system that needs to be addressed to effectively exploit the inherent benefits of the BRI are: poor demand for rail freight in Malaysia, lack of capacity in rail freight as well as safety and inefficiency concerns in cross-border trade. This paper advocates the need for an investment plan on seaport equipment and seaport expansion.

Scientific research on dry port development often focuses on advanced economies and is mostly lacking for developing countries such as Ethiopia. This paper developed a new integrated framework with three pillars (social, environmental, economics) for dry port development and its applicability is tested for Modjo Dry Port (MDP) in Ethiopia. The results indicate that most stakeholders prefer more efficient operations either on the current terminal or on an increased size terminal. Furthermore, the 'labour component' is regarded as very important (high employment levels at the MDP terminal; approximately 1000) while in the scientific literature this is regarded as much less important. In Africa, employing people is important and reflects the desire to increase the labour force of MDP even further when expanding. This is remarkable as usually productivity growth results in a reduction in employees, especially given the already very high employment numbers for MDP. Finally, the relative equal importance of most sub-criteria results in a status quo where no decision is taken or the most optimal decision is not advocated.

E-grocery of tomorrow: home delivery of food between profitability, customer acceptance and ecological footprint 未来的电子杂货:在盈利能力、顾客接受度和生态足迹之间送货上门

In this article, we present simulation results on the environmental impact of stationary grocery shopping and home delivery in terms of CO2 emissions in four representative city districts in Hanover. Input parameters and comparison variables are based on a comprehensive literature review on grocery shopping behaviour, e-grocery delivery terms and framework conditions in Germany, while several usage scenarios aid in reproducing a realistic system set-up, ultimately allowing to quantify the CO2 emission reduction potential through the implementation/amplification of e-grocery home delivery strategies. In order to assess and quantify the respective ecological impact of different grocery shopping activities, we developed a sophisticated agent-based simulation model. Depending on the individual behavioural scenario, multiple simulation runs employing centralised shipping of e-grocery orders from a food fulfilment centre into a metropolitan area like Hanover have yielded that e-grocery can cause up to 11% less CO2 emissions. Nevertheless, to be able to achieve significant reductions in greenhouse gas emissions in different behavioural settings, system-level innovations and more efficient delivery concepts are required.

Parcel delivery operations in central London currently involve drivers using vans which are parked at the kerbside for up to 60% of the round time while drivers make deliveries on-foot to consignees, walking up to 10 km per day. A trial was carried out in which deliveries were made by on-foot porters using wheeled bags supplied by van. Results of this trial and additional analysis of its wider implementation across central London indicate that parcel portering could result in reductions in vehicle parking time at kerbside (of 50-65%), and vehicle driving time and distance travelled (of 25-35%) compared to current operations. Such outcomes would result in improvements in greenhouse gas emissions and local air quality. Related planning considerations for public policy makers including reviewing vehicle kerbside stopping regulations to encourage portering, and the provision of land for secure storage facilities for porter's bags are identified and discussed.
