THE LEGAL CAMOUFLAGE OF THE ILLEGAL AND ILLEGITIMATE ANNEXATION OF THE CRIMEAN PENINSULA (2014) 非法吞并克里米亚半岛的合法伪装(2014)

This article aims to analyse the situation that happened in 2014 when the Russian Federation illegally and illegitimately annexed the Crimean Peninsula, proving that in the 21st century the annexation of a part of a democratic state (belonging to a mostly democratic international community) is possible. Claiming its destabilizing actions in the form of "requested aid", the Russian Federation tried to find countless justifications for the annexation of the Crimean Peninsula by creating an interventionist annexation precedent. The research methodology of the article aims at a longitudinal study regarding the justifications that the Russian Federation tried to provide for the illegal and illegitimate annexation of the Crimean Peninsula, with the main method being the documentary analysis based on the specialized literature. The most important two questions of the paper are: „what were the justifications offered by Moscow in favour of the annexation” and „did the legal camouflage that Moscow gave to the illegal and illegitimate annexation of Crimea lead to international recognition?” The attempt to answer these two questions offers the opportunity to analyse the tricks (especially legislative) that the Russian Federation will use on the international level regarding the annexation of Crimea.

ADVOCACY ORGANISATIONS IN CEE HEALTHCARE – DOES EXPERTISE MATTER? 中东欧医疗倡导组织——专业知识重要吗?

The role of expert knowledge in policy-making processes has come to occupy a prominent position in scholar debates. In addition, expertise is a well-recognized resource, facilitating interest groups' access to decision-makers. It is expected for evidence-based knowledge to be of high importance especially in the healthcare sector. However, we still know very little about the role of expertise in healthcare policy in CEE. The region itself is not a monolith, as it covers countries at various stages of economic, social, and democratic development. This article aims to overcome this research gap by examining the importance of expertise developed and provided by interest groups operating in the healthcare field as well as the extent to which this expertise translates into their access to policy-making apparatus. By examining different types of expertise (scientific, legal, economic, and impact), the Authors provide a unique approach to the topic, presenting data gathered just before the start of the COVID-19 pandemic, which undoubtedly revealed the importance, but also the crisis of the approach to expert knowledge.
