During the covid-19 pandemic the library stopped all services that were in direct contact with users, so that the library was required to carry out new innovation services so that the information needs of the users were still met. Services that can be done are through online services where users can take advantage of the library's digital collection via the internet. The research on the theme of the effect of library service management on student loyalty was conducted to test the impact of library service management variables (X) on student loyalty (Y). The X variable is developed in 3 dimensions, namely the dimensions of library public policy (X1), loan transactions (X2) and online services (X3). Collecting data through distributing questionnaires to students at 3 private universities in Yogyakarta with the category A accredited university which has a student population of more than 25.000 people. Sampling was not using random sampling but by means of convenience sampling. Analyzing data through descriptive statistical testing and multiple regression. The results of multiple regression analysis partially and simultaneously library service management variables as well as the 3 dimensions X1, X2 and X3 affect student loyalty and from the correlation analysis of the dimensions contained in library service management variables to student loyalty variables it is proven that all hypotheses can be accepted. Conclusion: library service management during the pandemic which is responded to by students is a good (positive) phenomenon, so the respondent's appreciation of student loyalty is also good (superior).

Data has become one of the important things in research. Data as a library collection will make the library more complete. That is why more and more institutions want research results not only in the form of research reports, but also in the form of usable datasets. Data that is managed by the library can be reused by other researchers to allow for further research.The various data that have been collected and processed will become a form of "collection" of the library and can be easily accessed by the users. Therefore, data as part of the library collection will be a challenge in collection development. The National Data Repository is a repository capable of managing various kinds of data, both hard data in the form of numbers or numeric, as well as soft data in the form of textual, audio, and visual. As a library that has both reference and research functions, the National Library of Indonesia is expected to build a national data repository as a reference for researchers in Indonesia.

Peran Virtual Literacy di Masa Pandemi Covid-19: Best Practices Pusat Perpustakaan Dan Penyebaran Teknologi Pertanian Kementerian Pertanian

The disease outbreak due to the corona virus (COVID-19) as a global pandemic has a broad impact on lives. The speed of the internet provides a wide variety of applications that allow people to carry out various activities even though physical activity has been hampered by the outbreak, for example from face-to-face meetings to virtual meetings using video conferencing. The use of interactive media with video conferencing is inseparable from the new era of development of information and communication technology (ICT) which is very powerful. ICT makes it easy to carry out various activities, anytime and anywhere. Therefore, the Center for Library and Dissemination of Agricultural Technology (PUSTAKA) implemented a strategy by launching a Virtual Literacy (VL) program. VL aims to increase the knowledge and skills of the community in the field of agriculture, the media for agricultural business transactions, and to bring together information sources, experts, or agricultural business actors with massive stakeholders. This study aims to describe in detail the implementation of Virtual Literacy conducted by PUSTAKA during a period of three months from March 4 to May 12, 2020. The study method was carried out descriptively by collecting data and analyzing information on the whatsapp group (WAG).  The results show that since the VL program was launched on 3 March 2020, the VL have been conducted for 65 times. The Virtual Literacy Program which was implemented by PUSTAKA for three months showed a response that the participants of Virtual Literacy welcomed this program, seen from the increase in responses and the number of participants who participated in Virtual Literacy, as well as the number of visitors to the sites and applications owned by PUSTAKA.

Profil Pustakawan Ahli Utama dan Pengukuhannya

Pustakawan Ahli Utama is required to speech at the inauguration ceremony. Their number is 72 persons but not all of them had to speech. This study is to determine: the development arrangement and the process of the inauguration speech, their profile, include who has made the inauguration speech, and the reasons not made the script. The research was using a descriptive qualitative approach. The results found that Director National Library has not set the regulations yet. The inauguration speech process has administrative and scientific processes. The profiles of the Pustakawan Ahli Utama were 49 men and 23 women; educated as bachelor degree 33 persons, magister degree 37 persons, and  doctoral degree 2 persons; the rank of Pembina Utama is 9 persons, Pembina Utama Madya 53 persons, and Pembina Utama Muda 10 persons; worked at National Library 23 persons, university 18 persons, special libraries 14 persons and public libraries 13 persons; 34 persons are still active and 38 persons have retired. Main reason who has not made are they have not submitted DUPAK to IV / e, they have not socialized the regulations, they have difficulties for a script; they had not been told; and nearing retirement.

Studi Implementasi Kebijakan Work From Home pada Pustakawan di LIPI 研究利皮图书馆员在家工作政策实施的研究

Corona Virus Disease 2019 (COVID-19) pandemic that hits Indonesia makes leading Indonesian government take policy measures by launching regulations in implementation procedures within government agencies. LIPI issued a circular to promote Increasing Awareness and Prevention of Spreading of COVID-19 Infection within LIPI’s offices environment. The LIPI Scientific Documentation and Data Center (PDDI) received this mandate to carry out and regulate the policy for carrying out official duties at home (WFH). This paper aims to describe the implementation of the policy of carrying out official duties at home (WFH) for librarians in the PDDI LIPI. Implementation of this policy shows that as an implementing institution unit, PDDI follows up on the policy by issuing work from home assignments with provisions that refer to the circular of the head of LIPI. The target group in this policy is librarians in LIPI. This paper applies descriptive writing with quantitative data approach. The results of this study indicate that principally, the objectives of this policy have been achieved. The target group optimally carries out official duties at home. The survei shows that the target group has implemented the policy in accordance with the direction of LIPI Chairman. The communication pattern and interaction between the policy implementer and the elements implementing the policy are relatively good, so that the policy can be implemented as expected. Communication media is very flexible and not rigid, information related to policies, policy changes are conveyed through the WhatsApp group communication channel so that librarians can immediately receive the policy information. In this policy implementation model, the implementing organization minimizes the factors that make this policy not properly implemented, namely by arranging picket schedules, providing official vehicles for those who do not have private vehicles and lending work facilities to be brought home.

This study focuses on the analysis of research data management in the knowledge repository in a special library of non-ministerial government institutions consisting of LIPI, BPPT, BATAN, BAPETEN, LAPAN and BSN.The research was conducted using descriptive methods, namely by describing and interpreting a phenomenon that develops by using scientific procedures to actually answer the problem. Data collection was carried out through interviews and surveys of repository managers. The results showed that the LPNK Special Library of the Ministry of Research, Technology and Higher Education had mostly collected research data stored in the knowledge repository by means of direct input in the national scientific repository (RIN). Developing a knowledge repository in a special library is done because of the need to store data and research work in one place. The knowledge repository serves as a digital storage provider for long-term data storage and scientific work. The knowledge repository can make it easier for users to browse or reference data and the work of other researchers. The availability of knowledge repositories can also facilitate interdisciplinary learning and research. The obstacle in managing research data is that researchers have so far not paid enough attention, especially in terms of research data backup. There is a lack of trust from data owners to share their data because there is no legality, infrastructure and clear management. Libraries do not require researchers to store data in knowledge repositories and there is no government regulation that regulates inter-institutional research data management.

Data collection was carried out through interviews and surveys of repository managers. The results showed that the LPNK Special Library of the Ministry of Research, Technology and Higher Education had mostly collected research data stored in the knowledge repository by means of direct input in the national scientific repository (RIN). Developing a knowledge repository in a special library is done because of the need to store data and research work in one place. The knowledge repository serves as a digital storage provider for long-term data storage and scientific work. The knowledge repository can make it easier for users to browse or reference data and the work of other researchers. The availability of knowledge repositories can also facilitate interdisciplinary learning and research. The obstacle in managing research data is that researchers have so far not paid enough attention, especially in terms of research data backup. There is a lack of trust from data owners to share their data because there is no legality, infrastructure and clear management.
