The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country’s initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country’s efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results.

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.

This review article focuses on Jewish insurgency under the British mandate for Palestine from 1939 to 1948. The Jewish guerrilla campaign represents a successful case study in the field of the research on small wars and insurgency, proxy wars. The authors analyze the early phase of the British Mandate in 1918-1939, referred to as the prelude to the subsequent Jewish uprising; a period when Jewish paramilitary groups including the Haganah, Irgun, and Lehi emerged and developed, emphasizing their ideological underpinnings, operational and tactical strategies of warfare, and the material capacities that these organizations possessed. The authors primarily emphasize the period from the initiation of the White Paper in 1939 until the establishment of the State of Israel in May 1948. British restrictions on Jewish immigration and the beginning of the Second World War stimulated the Jewish forces to a massive terrorist campaign against the British resulting in an unprecedented Zionist victory.

The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs.

Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts’ opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking – reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts’ views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years.

The guarantee of national defense and the fulfillment of commitments to Allies is highly dependent on its financial source security. The economic recession, which began in 2008 in the USA, negatively affected public budgets. This recession was one of the causes of the reduction of planned defense spendings in the Czech Republic. This reduction caused the postponement of acquisitions, which were to be implemented both with regard to commitments to coalition partners and with regard to maintaining their own defense capabilities. Nowadays, current internal debt is still increasing due to neglecting inflation of military equipment, which is higher than inflation of ordinary goods. Currently, the defense ability is also affected by the pandemic of Covid-19, which caused a slowdown in GDP growth and public spending growth. For this reason, it has been several times postponed the commitment to achieve a rate of 2% of military expenditure of GDP by 2024 and the current plan to achieve it in 2027 is also endangered.

The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists.

The article deals with the issue of the cognitive pyramid and the possible use of intelligence analysis in the context of gaining the understanding and wisdom of users of information using this pyramid. The cognitive pyramid is used to define the terms date, information, knowledge, understanding and wisdom that make up the various levels of the pyramid. The paper attempts to discuss concepts in different models of the pyramid. It briefly describes intelligence in the context of the use of intelligence by means of a cognitive pyramid. Intelligence is a special kind of knowledge. This article also seeks to explore how intelligence creation can be explained using a cognitive analytical pyramid model.

The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle.

The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. As such it has been mostly related to the reactive fight against disinformation and propaganda or other elements of the hybrid campaign. This paper aims to point to the much broader potential for the tool of strategic communications in support of goals in the realm of national security and defence, while it is understood as proactive efforts and specific mindset using the information effect to advance national interests. Based on the literature review, benefits of strategic communications beyond hybrid campaigns are identified also in the fields of foreign military operations, counterinsurgency, counter-terrorism, deterrence and crisis management. It describes the informational, particularly, the cognitive, dimensions of these security threats as well as of the measures to counter them.
