Are library professionals overcoming the COVID-19 pandemic challenges in the current reality? 图书馆专业人员是否在当前的现实中克服了新冠疫情的挑战?

PurposeThe purpose of this paper is to investigate the impacts of the COVID-19 pandemic on library and information services (LIS) and how library professionals overcome the challenges of COVID-19 pandemic in the current reality.Design/methodology/approachThis study used quantitative and qualitative methods to investigate the impact of COVID-19 pandemic on Bangladesh’s LIS professionals. A structured online questionnaire was designed for the purpose of a quantitative survey. The respondents of this study were LIS professionals in all categories of libraries (e.g. academic libraries, public libraries, special libraries and national library) in Bangladesh. A total of 106 responses from LIS professionals in Bangladesh were received. This study analyzed qualitative data using Braun and Clark’s technique for thematic coding. Researchers interviewed librarians in two phases (during the COVID-19 pandemic and after COVID-19) about how libraries cope up with the COVID crisis. The descriptive findings were examined using diverse descriptive statistics (i.e. frequency numbers and percentages), and for examining the significant differences among demographics’ information regarding challenges faced by LIS professionals, Mann–Whitney and Kruskal–Wallis tests were conducted. The qualitative responses were carefully analyzed for familiarizing, coding and theme generation.FindingsThe result showed that most LIS professionals (i.e. 46.2% and 43.4%) had faced difficulties in accessing e-resources from home and had failed to maintain balance between work and personal life and to offer remote library services. The LIS professionals mostly used Facebook Messenger and Zoom to communicate with their colleagues and users. Furthermore, many LIS professionals (50.0%) secured their health and safety, adopted hygienic procedures at their workstations and provided virtual reference services. The qualitative findings show that though some libraries have faced challenges in providing online sources and services due to the absence of authority interest, budget scarcity and inadequate information and communication technology infrastructure, some libraries took the initiative to establish library institutional repository and make it available for users from home.Research limitations/implicationsThe present study only concentrated on the staff and their actions during and after the pandemic, which was mentioned as a limitation. It would be more effective if the study also considered the user’s viewpoint. The researchers hope that this study will help LIS professionals to support and provide digital and innovative service initiatives in their organization.Originality/valueTo the best of the authors’ knowledge, this is the first of its kind study in Bangladesh where the staff of all types of libraries expressed their views on the problems they faced during the COVID-19 pandemic and the steps they took recently to overcome them.

How the digital library of the Università degli studi di Milano faced the COVID-19 crisis: a case study 米兰大学数字图书馆如何应对2019冠状病毒病危机:案例研究

PurposeThis study aims to discuss the case of the Università degli studi di Milano in the context of the COVID-19 pandemic as a point of departure for a new concept of digital library that is closer to users and publishers.Design/methodology/approachIn this case study, processes and statistical data related to the library system and its usage and digitization at the Università degli studi di Milano during and immediately after the COVID-19 pandemic were analyzed with focus on users’ behavior regarding access to and usage of digital library. The outcome of the innovative measures implemented by the university was analyzed, including the procedures for purchasing bibliographic material, the organization of work in libraries, the management system of bibliographic resources and their monitoring, teaching, communication and the organization of knowledge in general.FindingsThe library system of the Università degli studi di Milano has responded effectively and efficiently to the pandemic crisis by creating a collaborative network with publishers, teachers and students. The awareness of the central role of the Digital Library as the primary place for accessing content, an environment of carefully curated resources and a place for individual and collaborative studies to support learning has increased.Originality/valueThis analysis charters the effects of the lockdown, which has accelerated digital transformation and created an innovative model of academic libraries more connected to community goals. This study points toward the good practices resulting from the COVID-19 experience: closer relationship between users and publishers, change in organizational flow and the relevance of communication in creating a closer connection with users.

Classifying innovation in Indonesian public libraries 印尼公共图书馆创新分类研究

PurposePublic libraries have been making various efforts and innovations to adapt to changes. The purpose of this study is to analyze type of library innovation based on the innovation’s subject.Design/methodology/approachThe data was collected by identifying the information in regard to the innovation uploaded on the library website. A total of 548 public library websites have been identified, and 1,567 library innovations data have been collected.FindingsThe innovations that have been made and carried out are divided into seven subject categories: inclusion-based innovation, information source innovation, innovation, cooperation, innovation in information services, innovation in library management, innovation with the use of technology. The consequences of innovation in public libraries include increased performance, community empowerment, increased accessibility of information, increased public literacy and external support.Research limitations/implicationsThis research only focuses on one type of library, namely, all public libraries in Indonesia. The findings of this study are based on library innovation data taken from the public library website, so that library innovations that are not uploaded to the website are not included in this study.Originality/valueThe impact of the innovations that have been implemented is not only in improving the performance of the library but also the surrounding community. Public libraries must continue to innovate because of the amount that can be obtained for the progress of society, nation and state.

The status quo of Indian data repositories indexed in re3data registry re3data注册中心索引的印度数据存储库的现状

PurposeThe purpose of this study was to understand the landscape of Indian research data repositories (RDRs) indexed in the re3data.org. The study analysed the metadata elements of Indian RDRs to identify their disciplinary orientations, typology, standards adopted, foreign collaborations, etc. The study ascertained the current status of the Indian RDRs by visiting their respective websites and tried to identify and map the exact disciplinary orientation of each RDR.Design/methodology/approachThe study used “content analysis” of the metadata elements extracted from re3data.org along with the information analysis of the respective websites of the registered RDRs.FindingsThe study identified that only 80% of the Indian RDRs listed by the re3data.org is currently active. Most of the Indian RDRs are hosted by the central and state governments and are almost equally distributed among Life Sciences, Natural Sciences and Social Sciences domains. The data provided by the re3data.org for the Indian RDRs are not complete and up-to-date.Practical implicationsThe findings indicate the presence of a good number of inactive RDRs in the re3data.org. The study suggests using a revised version of the DFG subject classification scheme or considering a standard classification scheme for subject indexing.Originality/valueTo the best of the authors’ knowledge, this study is the first of its kind that critically analysed the metadata values extracted and moved further to identify the current status of Indian RDRs.

PurposeThis paper aims to find out the digital services of management libraries provided during the library closure and the challenges and initiatives the libraries have taken up to fulfill the need of their user community during the pandemic crisis.Design/methodology/approachTo meet the purpose of the study, the investigators have used a survey method. An online questionnaire was devised and administered among the Indian Institutes of Management (IIMs) librarians using Microsoft Forms.FindingsThe study's findings suggested that all the libraries under investigation must avail of various digital library services in the wake of the coronavirus pandemic. Further, the investigators recommend that libraries formulate a disaster preparedness and management plan in the wake of the COVID-19 pandemic so that libraries can prepare themselves for the future.Originality/valueThe pandemic has affected every aspect of life and changed the digital library services scenario. Thus, it is essential to examine the role libraries have played during the COVID-19 pandemic and distinguish the challenges and initiatives libraries have taken to tackle the problems they faced. This study has been conducted on the digital library services that were provided by the libraries of IIMs.

An online questionnaire was devised and administered among the Indian Institutes of Management (IIMs) librarians using Microsoft Forms.\u0000\u0000\u0000Findings\u0000The study's findings suggested that all the libraries under investigation must avail of various digital library services in the wake of the coronavirus pandemic. Further, the investigators recommend that libraries formulate a disaster preparedness and management plan in the wake of the COVID-19 pandemic so that libraries can prepare themselves for the future.\u0000\u0000\u0000Originality/value\u0000The pandemic has affected every aspect of life and changed the digital library services scenario. Thus, it is essential to examine the role libraries have played during the COVID-19 pandemic and distinguish the challenges and initiatives libraries have taken to tackle the problems they faced. CONCYTEC: Fostering and assessing science, technology and innovation in Peru CONCYTEC:促进和评估秘鲁的科学、技术和创新

What motivated the organization of the Hatun Tinkuy Peru [1] event, the great gathering for scientific research and production? When I started working at the Peruvian National Council of Science, Technology and Technological Innovation (CONCYTEC, original Spanish-language acronym) [2], I was given the main task of assessing the platform where national researchers’ CVs are registered, which was called the National Directory of Researchers and Innovators. We did that in 2017 and we then planned a new project, the Peruvian Current Research Information System (PeruCRIS), of which wewill talk about more in detail later. In 2018, we noticed that our national repository, Open Access to Scientific Information for Innovation (ALICIA) [3], which harvests records from other repositories, had some issues, which led us to start some projects for improving the metadata from our researchers’, research and of some repositories; these projects are still ongoing. I also noticed that Peruvian journals had several challenges. CONCYTEC is Latindex’s collection center in Peru and it also manages the SciELO Peru website [4]. Well, it turned out that Peruvian journals lacked promotion and so I met with a group of journal editing and bibliometric analysis experts to tell them that I wanted to improve our scientific communication capabilities because I noticed some other issues that prevented us from going further. That was when we came up with the idea of organizing a large conference, which would serve as an inspiration to everyone who currently edits or wants to edit journals; for everyone who knows how to do it also to share detailed knowledge on the technical and academic issues involved in the production of scientific journals. Moreover, we also wanted to invite the main companies involved as stakeholders: scientific information providers and publishers. That is howwe came up with this idea of the Hatun Tinkuy conference, which we held in 2019 [5]. I must confess that I am not an expert; I graduated as a computer engineer. I have previously published in some journals while I was studying my doctorate program, but I have never edited one. Therefore, to call the professionals is what should be done. We gathered with a large group of people to define guest speakers and topics and some colleagues from the CONCYTEC and from other Peruvian institutions advised us about the topics to be covered by the speakers; I wanted for open science to have a prominent space on the agenda. I also wanted to see how Latindex was used in other countries and so we had guest speakers from Costa Rica and Chile to tell us about it. I also wanted to have topics such as how to edit a journal and how to detect plagiarism. We held conferences and workshops

PURPOSEThis study looks at the changing way in which the Information Services Office (ISO) at the National Institute of Standards and Technology (NIST) provides services to NIST scientific and technical staff throughout their research and publishing cycles. These services include the more traditional services of a research library as well as publishing NIST technical reports and The Journal of Research of NIST, and preserving and exhibiting scientific instruments and other artifacts. ISO has always prided itself on having a close relationship with its customers, providing a high level of service, and developing new services to stay in front of NIST researcher needs. Through a concerted, strategic effort since the late 1990s, ISO has developed and promoted relationships with its key customers through its Lab Liaison Program.DESIGN/METHODOLOGY/APPROACHThis paper discusses the relationship ISO has developed with the Office of Data and Informatics (ODI), how this relationship was forged, and how this collaboration will serve as a model for working with the other labs and programs at NIST. It will also discuss the risks and opportunities of this new collaborative service model, how ISO positioned itself to become an equal partner with ODI in the exploration of solutions to data management issues, and the benefits of the relationship from ODI's perspective.FINDINGSA pattern of strategic changes to the services and activities offered by the Lab Liaison program has put ISO in the position to collaborate as peers with researchers at NIST.ORIGINALITY/VALUEThis study provides an overview of how ISO made strategic decisions to incorporate non-traditional services to support data management at NIST.

Relationship among copyright holders for use and reuse of digital contents 数字内容的使用和再利用中版权所有者之间的关系

Modification and reuse of digital contents, particularly web data, has become easy due to advancement in computer technology. The work created by a person (or a group of persons) can be reused by another person (or group) for different purpose. Thus, there can be multiple copyright holders for the same information. In such scenario, it is important to define the relationship among the copyright holders. There have been some attempts at designing the Electronic Copyright Management System (ECMS) cite{6,7}. However, this system is used for defining and registering the information of one copyright holder. Another attempt to develop copyright management systems is reported in cite{indecs}. The key feature of this system is that they have an RDF expression for copyright metadata. When multiple creators take part in creating one content or when contents are created reusing existing contents, it is vital to define the relationship among copyright holders. This relationship should be clarified in order to make proper allocation of profits and protect rights of all the copyright holders. Therefore, a framework is required where the relationship among copyright holders and profit allocations are described. In this paper we outline the main points of such framework. We refer the readers to see cite{tr-wmu} for a detailed description. The proposed framework also represents copyright processing for multiple rights holders, it gives a framework for realizing transaction systems where reuse for creating new contents is promoted. In this paper we also outline the conceptual model designed for describing copyright information, examining the relationship among rights holders, and modeling charge rules.
