Demands for improvement in the performance of public officials are greater if linked to government efforts to increase the competitiveness of the state in global competition. Related to this, the problems that arise are how to measure transparency, accountability, and the performance of all Government Employees along with the bureaucracy that supports it. For this reason, it is necessary to measure performance to determine the performance achievement of each organization. One of the commitments applied by the Government is the Civil Servants Work Performance (Performance Target) to ensure the objectivity of civil servant coaching based on work performance systems and career systems aimed at the work performance system. This paper aims to find out and get information about the influence of lecturers’ performance goals toward the lecturer’s performance. The Data Analysis Technique uses descriptive statistical to find the average price, standard deviation, frequency distribution, median, mode of lecturer work performance and employee work objectives. Participatory GIS with the ability to perform decision analysis can be the best solution to bridge the gap between the general public and the experts in space management aspects, especially on issues for the best location determination of Green Open Space. Samarinda city is the capital of East Kalimantan province with the percentage of green open space has not reached 30% so that for the future still need development of new green space. This study aims to create a decision model based on multi-criteria decision analysis methods (Multi-criteria Decision Analysis - MCDA). Participatory GIS integration and MCDA can be a framework in the modeling of software systems for best location determination of Green Open Space of Samarinda City. System modeling uses several stages including field survey for criteria and weight determination, and analysis and modeling for the decision model and software system design model. In the results section submitted conditions Green Open Space of Samarinda City, the proposed framework for decision model and software system.
